THE TEXAS COMMISSION ON THE ARTS DESIGNATES CULTURAL DISTRICTS ACROSS TEXAS, AND THESE DISTRICTS USE ARTS AND CULTURE TO DRIVE ECONOMIC DEVELOPMENT, TOURISM AND BUSINESS GROWTH AND COMMUNITY VITALITY AND CIVIC PRIDE. THESE ARE STATE RECOGNIZED CULTURAL AREAS, AND IT ALSO UNLOCKS GRANT FUNDING, TOURISM PROMOTION THAT'S SUPPORTED BY THE TCA, AS WELL AS PLACEMAKING INVESTMENTS. AND JUST FOR BECAUSE I NEEDED TO KNOW WHAT PLACEMAKING MEANT. PLACEMAKING IS ACTUALLY, WHENEVER YOU DECIDE TO ACTIVATE AN AREA WITHIN THE CITY THAT IS PRIMARILY USED FOR CREATIVE MAKING. WE HAVE A LOT OF OUR ART PROGRAMS COMING FROM HERE BETWEEN OUR DESOTO ARTIST LAB AND OUR AND OUR LIBRARY AND OUR PARKS, WE DO A LOT OF THINGS THAT PROMOTE THE ARTS AND IN OUR CULTURE AND CELEBRATE OTHER CULTURES AS WELL. WE HAVE AN ACTIVE HAMPTON ROAD REDEVELOPMENT EFFORTS. EVEN. WE. I INTRODUCED THE HAMPTON ROAD PLANS AND LIKE JUST SHOWED OUR THE REPRESENTATIVE FROM TCA LIKE, THIS IS WHAT WE'RE PLANNING ON DOING. WOULD THIS BE A GOOD PLACE TO HAVE THIS DISTRICT. WE HAVE ADOPTED OUR ARTS AND CULTURAL MASTER PLAN, AND WE'VE ESTABLISHED PARTNERSHIPS AND PROGRAMING FOUNDATION THROUGHOUT. AGAIN, BETWEEN THE LIBRARY OF PARKS AND TOWN CENTER, WHICH PUTS US IN A COMPETITIVE ROLE FOR THE APPLICATION. AND THEN THE FUTURE EXPANSION WOULD INCLUDE THE NORTH, YOU KNOW, PHASE, WHICH WOULD INCLUDE OUR NANCE FARM SPACE. SO THAT WOULD THAT WOULD BE, YOU KNOW, THE IDEA. SO BREAKING IT DOWN A LITTLE BIT FURTHER FOR THE SOUTH DISTRICT IS KIND OF WHAT I STARTED CALLING IT. IT WOULD EXTEND TO BELTLINE. IT'S WE HAVE DISCOVERED THAT IT IS THE STRONGEST AREA FOR INITIAL DESIGNATION JUST BECAUSE OF, YOU KNOW, THE THINGS THAT WE ALREADY HAVE GOING ON AT TOWN CENTER. AND THEN THE CURRENT ART PROGRAMS AT THE DESOTO DANCE AS WELL AS THE DESOTO MARKET, THEY HAVE THE HUBS. WHAT DO YOU CALL THOSE? THE, THE INCUBATORS FOR LIKE THE ART, THE ARTISTIC BUSINESSES AND THINGS LIKE THAT. SO THAT'S ONE OF THE THINGS THAT WE, WE MENTIONED. AND HE IN OUR REPRESENTATIVE REALLY APPROVED THAT. AND THEN ANOTHER THOUGHT TOO WAS, SINCE WE OWN A PROPERTY DOWN ON BELTLINE ROAD, WHEN I INTRODUCED THE IDEA OF A VILLAGE GREEN SOMEWHERE ALONG HAMPTON ROAD, BECAUSE WE DO HAVE A GRANT FOR THAT AS WELL. $1.6 MILLION GRANT TO CREATE A VILLAGE GREEN, THEN THAT WOULD REALLY SPUR SPUR ON ANOTHER VERY STRONG PART OF OUR APPLICATION, THAT IT WOULD BE ANOTHER SPACE WHERE OUR COMMUNITY CAN COME TOGETHER AND, AND HAVE COMMUNITY GATHERINGS, FESTIVALS. FARMERS MARKETS, THINGS LIKE THAT THAT WILL BRING OUTSIDE VISITORS TO OUR COMMUNITY AS WELL. OKAY. AND THEN THE FUTURE EXPANSION WOULD INCLUDE THE NANCE FARM AS THEIR HERITAGE AND, AND HISTORICAL CULTURE. I MEAN, HISTORICAL DISTRICT. SO I DID ASK AND I'M NOT I HAVEN'T GOTTEN THAT QUESTION THE ANSWER YET, BUT FOR THAT $1.6 MILLION GRANT FOR THE VILLAGE GREEN, WE COULD ASK FOR, WE COULD POSSIBLY ASK FOR 25% OF THAT TO CONTINUE TO ALSO EXPAND THAT AREA. JUST AS TO TO REITERATE SOME OF THE INFORMATION ABOUT WHAT CDBG IS FOR OUR COMMUNITY, IT IS A A GRANT RECEIVED FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT THIS YEAR. WE TYPICALLY GET ABOUT $270,000 AND CDBG FUNDS, AFFORDABLE HOUSING, COMMUNITY AND ECONOMIC DEVELOPMENT ACTIVITIES, WHICH PRIMARILY BENEFIT LOW AND MODERATE INCOME HOUSEHOLDS EARNING LESS THAN 80% OF THE AMI AREA. MEDIAN FAMILY INCOME FOR FISCAL YEAR 2025. THE 80% AMI LIMIT FOR A FOUR PERSON HOUSEHOLD IN DE SOTO IS 93,850, WHICH MEANS IF THAT IS THE AMOUNT THAT THAT HOUSEHOLD BRINGS IN, THEY ARE ELIGIBLE FOR OUR CDBG PROGRAM. AND WE BUDGET UP TO 20% FOR PLANNING AND ADMINISTRATION. BASED ON LAST YEAR'S FIVE YEAR CONSOLIDATED PLAN WE DID A YEAR. THIS IS WHERE WE FIND OUT WHAT THE COMMUNITY FEELS IS IMPORTANT AND WHERE WE NEED TO ALLOCATE THESE FUNDS. THREE MAIN TOPICS WERE FOUND FROM THE SURVEYS, WHICH INCLUDES CREATING SUITABLE LIVING ENVIRONMENTS, PROVIDING DECENT, SAFE, AFFORDABLE HOUSING, AND PROVIDING PUBLIC SERVICES FOR LOW AND MODERATE INCOME HOUSEHOLDS. AND THOSE WERE THE AREAS THAT POPPED UP THE MOST DURING THE SURVEY. SIDEWALKS AND ALLEYS ENHANCED NEIGHBORHOODS THROUGH PUBLIC INFRASTRUCTURE. ADA IMPROVEMENTS AS FAR AS CREATING SUITABLE LIVING ENVIRONMENTS AND THEN PRESERVING EXISTING HOUSING THROUGH HOME REPAIR PROGRAMS, SUPPORTING DEVELOPMENT OR REHAB, REHABILITATION OF AFFORDABLE HOUSING FOR SPECIAL NEEDS POPULATIONS SUCH AS SENIORS, [01:10:01] AND PROVIDING ACTIVITIES THAT PROMOTE FAIR HOUSING, AND THEN AS WELL AS THE ACTIVITIES TO ADDRESS LOW INCOME HOUSEHOLDS LIKE EMERGENCY RENTAL, MORTGAGE AND UTILITY ASSISTANCE ACTIVITIES FOR SENIORS AND DISABLED PERSONS, INCLUDING TRANSPORTATION ASSISTANCE PROGRAMS OR CHILDREN, YOUTH PROGRAMS, AND THEN ACTIVITIES FOR OTHER SPECIAL NEEDS POPULATIONS, INCLUDING ADDRESSING OUR HOMELESS SERVICES AND MENTAL HEALTH SERVICES. SO FOR THIS CURRENT YEAR AND SO OUR FISCAL YEAR IS ACTUALLY CALLED FISCAL YEAR 2025. IT'S DIFFERENT FROM OUR FINANCE YEARS, BUT FOR FISCAL YEAR 2025, WHICH IS THIS YEAR UNTIL SEPTEMBER 30TH OF 26, WE WERE ALLOCATED $271,460. AND THE WAY WE ALLOCATED THOSE, THOSE THAT AMOUNT IS IN THE CHART BEFORE YOU 110,000 FOR HOME REPAIR, 90,000 FOR THE DESOTO SENIOR CENTER, WHICH IS AN ADDITION TO PAST ALLOCATIONS. AND I'LL SHOW YOU THAT IN ANOTHER SLIDE. AND THEN 21,460 FOR TRANSPORTATION ASSISTANCE PROGRAM, AND THEN UP TO 50,000 FOR ADMINISTRATION. THEY WERE SEEN AS WITHIN THE THE THE LIMIT, THE CDBG LIMIT, AND THEY ARE READY TO GO FOR INSPECTION, COMMON REPAIR, REPAIR REQUESTS FOR THOSE NINE APPLICATIONS ARE THOSE THAT ARE LISTED BELOW. WE'VE EXPANDED TO DATE $82,135 FOR ARCHITECTURAL DESIGN, WHICH WE FINISHED LAST YEAR. SO THE REMAINING BALANCE IS GOING TOWARDS THE FACILITY IMPROVEMENTS, THE ACTUAL WORK. SO INCLUDED IN THAT IS THE SENIOR CENTER ROOFING REPAIR. AND THAT WAS NOT IN THE ORIGINAL RENOVATION SCOPE, BUT WHEN THEY WERE GETTING READY TO START THAT, THEY SAW THAT THAT AS A CRITICAL ISSUE THAT NEEDED TO BE ADDRESSED FIRST. SO WHENEVER WE HAVE CDBG REPAIRS, IF WE SEE A HEALTH AND SAFETY ISSUE, WE HAVE TO ADDRESS THAT BEFORE WE DO ANY OTHER KIND OF RENOVATION FOR FOR THAT SPACE. AND MR. AHMED FROM DEVELOPMENT SERVICES WAS KIND ENOUGH TO TELL ME THAT WE WOULD STILL BE ABLE TO DO EVERYTHING WITH THAT AMOUNT. RIGHT. OKAY. TO DATE, WE HAVE 35 RESIDENTS THAT HAVE APPLIED AND ARE CURRENTLY ENROLLED. THEY DON'T USE ALL OF THEIR MONEY EVERY MONTH, BUT THEY ARE. THEY HAVE IT THERE FOR THEIR DISPOSAL.
