RIGHT NOW WE'RE AT 20.1%, SO WE'RE DEFINITELY KEEPING AN EYE ON SALES TAX REVENUE. ANOTHER THING TO NOTE IS THAT, UH, EVEN THOUGH WE'RE 33% INTO THE FISCAL YEAR, THIS IS ONLY ACCOUNTING FOR TWO SALES TAX PAYMENTS SO FAR IN FISCAL YEAR 26, BECAUSE THE OTHER TWO WENT TO FISCAL YEAR 25. SO 2.3 MIL, 2.3 MILLION RIGHT NOW COLLECTED OUT OF THE 11.6 MILLION THAT WE BUDGETED FOR. SO AGAIN, OUR TOTAL 63.0% IN THE GENERAL FUND. OUR EXPENDITURES IN THE GENERAL FUND ARE LISTED BY DEPARTMENT. UM, 27.2% COMPARED TO 32.4% LAST YEAR. THE CATEGORIES ARE LISTED THERE FOR YOU AS WELL. OF COURSE, THIS IS WHERE WE ARE GONNA BE COLLECTING OUR WATER, UM, METER WATER CELLS AND SEWER CELLS THAT ARE BILLED TO THE CUSTOMERS. CORRESPONDINGLY, OUR EXPENSES ARE 36.0% COMPARED TO 30.8%. THIS TIME LAST YEAR, WE BUDGETED TO HAVE 34.7 MILLION OF EXPENDITURES IN THE WATER SEWER FUND. AND YEAR TO DATE WE'VE SPENT 12.5 MILLION. OUR NEXT MAJOR FUND IS OUR SANITATION FUND. UH, THIS PROPRIETARY FUND AS WELL IS GOING TO BE TRACKING REVENUE BASED OFF OF CUSTOMER BILLING. UM, RIGHT HERE WE HAVE BUDGETED 6.9 MILLION FOR OUR SANITATION FEES, WE'VE COLLECTED 1.9 MILLION, WHICH PUTS US AT 28.9%. SO ABOUT RIGHT ON TIME THERE, OUR YEAR TO DATE OF BUDGET IS 28.6% COMPARED TO 32% LAST YEAR. CORRESPONDINGLY ON OUR EXPENSES FOR THE SANITATION FUND, OF COURSE, THIS IS WHERE WE PAY OUR VENDOR FOR OUR SANITATION SERVICES. THE TOTAL BUDGET IN THAT FUND IS 7.8 MILLION. THAT IS THESE TWO CATEGORIES ADDED TOGETHER. AND THE EXPENDITURES WERE BUDGETED TO BE 2.530 MILLION, WHICH THEY WERE ANTICIPATING A REVENUE OVER EXPENDITURES OF $83,757. SO WE ARE 11 MONTHS INTO THE FISCAL YEAR FOR THORNTREE BECAUSE THEY'RE ON THE CALENDAR YEAR VERSUS A FISCAL YEAR. SO AS OF THE END OF NOVEMBER, YOU LOOK IN THE ACTUALS COLUMN, THEY BUDGETED TO HAVE 83,757. AT THE END OF THEIR YEAR. AT THE END OF NOVEMBER, THEY HAD 68,754. SO, UM, THERE WAS, THERE HAS BEEN A GAIN AS OF THE END OF NOVEMBER. IT WASN'T QUITE WHAT WAS BUDGETED, BUT IT WAS STILL WAS A REVENUE OVER EXPENDITURE. ORIGINALLY WE DID NOT SET ASIDE TO LOOK AT SUCCESSION PLANNING. WE ACTUALLY DECIDED WE WERE GONNA LOOK AT TIME TO FULFILL FOR HIGHER PRIORITY POSITIONS, SUCH YOUR DIRECTOR LEVEL POSITIONS, ASSISTANT DIRECTOR POSITIONS, AND SO ON. WHAT WE FOUND WAS THAT OUR TIME TO FILL FOR THOSE, UH, FOR THAT TIME PERIOD WAS ACTUALLY IN LINE WITH OUR OTHER SISTER CITIES. BUT WHAT WE DID DISCOVER WAS THAT FROM JUNE OF 20 JULY OF 2021 UNTIL JUNE OF 2025, WE HAD ONLY FILLED INTERNAL POSITIONS, 14%. WE FILLED THOSE POSITIONS EXTERNALLY BY 86%. SO LEMME SAY THAT AGAIN. JULY, 2021 TO JUNE, 2025, OUR OPEN POSITIONS WERE ONLY FILLED BY INTERNAL CANDIDATES BY 14%. SO THAT BECAME THE SOLVE FOR THIS PROJECT. AND WE BEGAN TO LOOK HOW WE, HOW CAN WE SOLVE THAT. SO OUR FINDING, AGAIN, WAS 14% INTERNAL FULL RATE VERSUS 86%. THE ISSUE WAS HEAVY RELIANCE ON EXTERNAL HIRING, UH, WHICH ALSO INCREASES THE VACANCY TIME FOR THOSE POSITIONS. AND IF THEY WERE SPECIALIZED POSITIONS SUCH AS YOUR LIBRARIANS, YOUR IT DIRECTORS, [00:25:01] UM, ANY OF THOSE TYPES OF POSITIONS THAT REQUIRE SPECIALTY TRAINING, IT COULD BE EVEN LONGER TO, FOR THOSE POSITIONS. SO, UH, WHEN THOSE PEOPLE RETIRE OUTTA THOSE POSITIONS, WE WERE FINDING THAT PEOPLE WERE NOT READY TO STEP UP, UH, DESPITE HAVING BEEN WITH THE CITY FOR A WHILE. SO WE LOOKED AT HIGHER COSTS, WE LOOKED AT KNOWLEDGE LOSS, AND WE LOOKED AT THE, THE BUSINESS OF THAT DEPARTMENT NOT BEING ABLE TO SUSTAIN ITSELF. SO THE DELIVERABLE OF WHAT WE WANT IN THE END IS TO IMPLEMENT A SUCCESSION PLAN FOR ALL CITY DEPARTMENTS. WE WANT TO ESTABLISH WORKFORCE DEVELOPMENT INITIATIVES, AND WE WANNA MAKE SURE THAT EVERYTHING IS ALIGNED SO THAT WE CAN KEEP OUR CITY GOING, FILLING THESE CRITICAL ROLES. OKAY. OKAY. SO HERE'S THE PROJECT CHARTER. THIS IS A VERY LARGE SLIDE. I DID BREAK THIS DOWN FOR YOU, UH, JUST TO MAKE IT A LITTLE BIT EASIER TO UNDERSTAND. SO AGAIN, 14% FULFILLMENT RATE VERSUS 86%. FOR OUR ORGANIZATION, WE WANT TO ESTABLISH A DEVELOPED CAREER GROWTH POLICY FOR ALL OF OUR CITY DEPARTMENTS. FOR THE VOICE OF OUR STAFF, WE WANNA PROVIDE EMPLOYEES A CAREER PATH THAT DEMONSTRATES THEIR EDUCATION AND EXPERIENCE, AND TO ALSO BE COMPETITIVE FOR THESE ROLES. AND THEN AS FAR AS VOICE OF OUR HIRING MANAGERS, WE WANNA ESTABLISH CAREER PATHING, WHICH WILL CONTRIBUTE POSITIVELY TO EMPLOYEE ENGAGEMENT AND CULTURE HERE IN THE CITY. OKAY. SO THE PROJECT JOURNEY. I'M CURRENTLY REVIEWING CURRENT STAFFING AND IDENTIFYING EMPLOYEES THAT SHOW INTEREST IN GROWTH ALONG WITH THOSE DEPARTMENT LEADERS. BEGINNING OCTOBER, 2025, THE PILOT LAUNCHED, LAUNCHED FOR THIS PROJECT WITH OUR LIBRARY DEVELOPMENT SERVICES. THEIR STREET DEPARTMENT IS WHO WE STARTED WITH. UM, WE REVIEWED SKILLS, WE REVIEWED TRAINING NEEDED FOR EMPLOYEES TO STEP INTO SOME OF THESE OPEN ROLES. OUR STREETS DEPARTMENT, ACTUALLY, WE HAVE HAD TWO INTERNAL HIRES, UH, WITHIN OUR STREETS DEPARTMENT SINCE WE BEGAN LOOKING WITH THIS PROJECT. WE ALSO HAVE, UM, ANOTHER HIRE, ANOTHER INTERNAL HIRE FROM ANOTHER DEPARTMENT THAT WAS NOT INCLUDED IN THIS PROJECT AS WELL. SO WE ARE SEEING SOME MOVEMENT AS WE GO FORWARD, CONCENTRATING ON LIBRARY SERVICES, LIBRARY SERVICES. I'M ACTUALLY IN DISCUSSIONS WITH THEIR LEADERSHIP TO RESTRUCTURE THE WAY THAT OUR LIBRARY WORKS. THIS IS GONNA HELP THEM WITH PROGRAMMING, IT'S GONNA HELP THEM WITH, UH, VACANCIES. AND AGAIN, IT'S GONNA HELP US TO ESTABLISH A TRUE CAREER MAP FOR EMPLOYEES. SEE HOW THEY CAN MOVE UP WITHIN THESE PARTICULAR AREAS. SO THE GOAL IS TO HAVE A DEFINED STRUCTURE THAT WE ARE READY TO PILOT IN THESE TWO PROGRAMS BY, UH, QUARTER, BY THE SECOND QUARTER. AND THEN BY THE END OF OUR, BY THE BEGINNING OF OUR THIRD QUARTER, WE ACTUALLY WANT TO HAVE OUR, UH, STRUCTURE REVIEWED AND APPROVED SO THAT WE CAN START PUTTING THIS INTO PLACE. AND AGAIN, SO THAT WE CAN REPLICATE SUCCESS. WE DID HAVE A BRAINSTORMING WORKSHOP WITH LEADERS OF THOSE DEPARTMENTS THAT JUST KIND OF LET US KNOW WHERE THEIR FEELINGS WERE ON HIRING INTERNALLY, AND THEN ALSO WHAT OUR EMPLOYEES WERE EXPERIENCING. SO WE, UH, DETERMINED THAT THERE WERE SOME DEPARTMENTS THAT HAD TO HAVE A SPECIAL EDUCATION SO THEY COULD NOT BE FILLED UNLESS THE EMPLOYEES HAD THAT SPECIAL EDUCATION. IT WAS ACTUALLY EASIER TO GO OUT AND FIND EXTERNAL CANDIDATES. FOR EXAMPLE, IF WE LOOK FOR ANOTHER LIBRARIAN, WE'VE GOT THREE LIBRARIANS HERE WITH THE CITY OF DESOTO, WE DON'T HAVE ANOTHER LIBRARIAN, SO WE'D HAVE TO GO OUTSIDE TO FIND A LIBRARIAN TO FILL THAT ROLE. SO THAT HAS THAT SPECIALTY TRAINING. UM, WHAT WE ALSO FOUND WAS THAT THE FINANCIAL COMMITMENT, IT'S GONNA BE A FINANCIAL, FINANCIAL COMMITMENT ON THE CITY SIDE AND AS WELL AS OUR EMPLOYEE SIDE AS WELL. AND THEN ALSO EVENTUALLY WE WILL GET INTO ADDITIONAL TRAINING AND SPECIALTY SERVICES THAT ARE NEEDED. OKAY. SO OUR NEXT STEPS RIGHT NOW, I AM CONTINUING TO MONITOR OPEN POSITIONS, UH, FOR THOSE INTERNAL APPLICANTS.
