AND SO THIS IS KIND OF A COMPREHENSIVE LIST OF THE DIFFERENT THINGS THE CITY IS LOOKING FOR AS WE EVALUATE THE APPLICATIONS. THIS IS A FINANCIAL ANALYSIS OF THE FOUR RESPONSES THAT WERE RECEIVED AND SOME OF THE KEY METRICS THAT WE LOOKED AT. ONE OF THEM IS THE RATE BASIS. SO ALL OF THE BANKS OFFER TO PAY REALLY COMPETITIVE INTEREST RATES, AS YOU CAN SEE, RANGING FROM 3.75 TO 4%, SO THEY WERE ALL IN A PRETTY TIGHT RANGE THERE. AND BUT THE GOOD THING IS THEY AND THEY WERE ALL MARKET BASED OR INDEX BASED, MEANING THE BANKS DON'T DETERMINE THE RATES. THE THE MARKET DETERMINES THE RATES. SO THAT'S VERY FAVORABLE FOR THE CITY. AND SO WE TOOK WHAT THE FEES WERE THAT THEY WERE GOING TO ASSESS WHAT THE INTEREST RATES WERE ON THE BALANCES. AND WE CAME UP WITH A NET TWO YEAR COST IMPACT. SO IN THIS CASE, THE CITY COMES OUT WITH A POSITIVE NET INCOME COVERING ALL OF THE FEES AND GETTING INTEREST PAYMENTS. AND SO OF THESE PLANES, CAPITAL CAME OUT AT THE TOP, BOTH FOR THE TWO YEAR AND THE FIVE YEAR PERIOD. SO THESE ARE NET INTEREST PAYMENTS TO THE CITY OVER THOSE COST OF SERVICES. WHEN WE USE TEMPORARY ONE-TIME REVENUES TO FUND ONGOING OBLIGATIONS LIKE EMPLOYEE COST OF LIVING INCREASES, WHICH IS WHAT SHE DID NOT MENTION, WHICH IS ALSO IN THE WRITE UP INCREASES. WE ARE VIOLATING THAT PARTICULAR SAFEGUARD THAT WE HAVE IN PLACE. SALARIES ARE NOT TEMPORARY. ONCE INCREASED, THEY BECOME A PERMANENT OBLIGATION THAT MUST BE FUNDED EVERY YEAR. NONE OF THOSE OUTCOMES ARE FAIR TO THE WORKFORCE WHO DEDICATE THEMSELVES TO SERVING OUR CITY. IT IS NOT ALSO FAIR TO OUR TAXPAYERS, WHO EXPECT YOU TO MANAGE THEIR DOLLARS RESPONSIBLY AND SUSTAINABLY. OUR EMPLOYEES DESERVE RAISES THAT CANNOT COUNT, THAT THEY CAN COUNT ON, NOT ONES THAT HANG ON AN UNCERTAINTY OF A ONE TIME REVENUE STREAM. WHAT OUR WORKERS DO FOR US IS VERY IMPORTANT. [01:30:02] BUT MY CONCERN HERE IS THAT THE CITY MANAGER DID SAY HE WANTED 1%. HE WAS COUNCIL SAID YOU WANTED TO KEEP IT AS STANDARD QUO. AND THIS WASN'T CALCULATED IN THE ORIGINAL BUDGET. AND SO AS WE MOVE FORWARD, MY ASK IS THAT WE WILL CONTINUE TO MAKE CERTAIN THAT WHATEVER THE COST OF LIVING IS, THAT WE TALK ABOUT THIS BEFORE WE GET TO THE ACTUAL BUDGET BINDERS. THE THE WRITE UP SAYS UTILIZING EXCESS FUND BALANCE RESERVES FROM THE FISCAL YEAR 2024 BUDGET TO PURCHASE FY 26 VEHICLES AND EQUIPMENT WILL FREE UP THE $1.7 MILLION IN THE FISCAL YEAR GENERAL FUND REVENUES TO BE USED TO FUND OTHER GENERAL FUND OPERATIONAL NEEDS, SUCH AS PROVIDING THE 2% COLA SUCH AS SUCH AS. SO WE'RE BEHIND. WE'VE BEEN BEHIND. AND SO WE'VE BEEN IMPLEMENTING RATE INCREASES EVERY YEAR SINCE THEN TO GET CAUGHT UP, BUT EXPENSES INCREASE EVERY YEAR AS WELL. SO WE'RE STILL BEHIND THE EIGHT BALL, BUT STILL TRYING TO KEEP THE RATES MANAGEABLE FOR OUR RESIDENTS. AND SO BUT BUT AGAIN WE ARE WE HAVE HIT THE MINIMUM AND NOW WE HAVE OUR SIGHTS SET ON THE TARGET. THANK YOU.
