OKAY. TAKING A LOOK AT OUR FINANCIAL REPORT FOR JULY 2025.
AT THIS POINT, WE ARE ABOUT 83% INTO THE FISCAL YEAR.
WE ARE TEN MONTHS IN. TAKING A LOOK AT OUR GENERAL FUND REVENUE.
YOU CAN SEE OUR VARIOUS REVENUE SOURCES LISTED HERE.
WE'RE JUST ABOUT FINISHED COLLECTING THOSE FOR THE YEAR ALREADY AT 97.2%.
OUR SALES TAX IS TRACKING SOMEWHAT BEHIND WHERE WE WERE AT THIS TIME LAST YEAR.
WE'VE BEEN KIND OF SEEING THAT TREND A LITTLE BIT DOWN THIS YEAR, BUT CURRENTLY AT 66.8%.
PERCENT. ALSO, KEEPING IN MIND THESE SALES TAX COLLECTIONS ARE ABOUT EIGHT MONTHS IN, SO WE STILL HAVE A FEW MONTHS MORE TO COLLECT THERE.
WHILE THE OTHER SOURCES ARE AT ABOUT TEN MONTHS IN.
A DRINK TAX IS TRACKING A LITTLE BIT CLOSER THAN OUR SALES TAX.
AND YOU CAN SEE THE OTHER VARIOUS REVENUE SOURCES LISTED HERE.
OUR INTERGOVERNMENTAL WHICH IS HOUSES OUR SRO REVENUE, OUR FUNDS AND FORFEITURES INTEREST REVENUE.
WE'RE AT 113%, WHICH WE KNEW WE WOULD TRACK VERY WELL THIS YEAR.
DUE TO INTEREST RATES, THEY ARE TRENDING DOWN VERSUS THIS TIME LAST YEAR. BUT STILL, WE'VE BROUGHT IN JUST OVER $1 MILLION IN INTEREST REVENUE IN THE GENERAL FUND, WHICH IS REALLY GOOD FOR OUR BUDGET FOR GENERAL FUND TOTAL 64.3 MILLION AND WE BROUGHT IN 58.3 MILLION.
AND THAT PUTS US AT 90.7% COMPARED TO 94% THIS TIME LAST YEAR.
IN OUR GENERAL FUND, YOU'LL ALSO SEE OUR DEPARTMENTS LISTED WITH THEIR BUDGETS LISTED ON THE LEFT SIDE. YEAR TO DATE ACTUALS IN THE MIDDLE AND THE PERCENTAGES ON THE END.
EACH DEPARTMENT IS TRACKING PRETTY WELL AGAINST BUDGET.
WE HAVE A COUPLE THAT WENT JUST A BIT OVER AS OF THIS TIME IN THE FISCAL YEAR.
WE NORMALLY BUDGET THAT RIGHT ON TIME.
THERE WAS ONE ECONOMIC INCENTIVE THAT WAS A 383, 80 AGREEMENT THAT I THINK WE OWED THE ENTITY ABOUT 10,000 MORE THAN WHAT WE BUDGETED.
AND THAT PUT US OVER JUST A LITTLE BIT.
BUT WE ARE DONE PAYING ECONOMIC INCENTIVES FOR THE YEAR.
OUR NON-DEPARTMENTAL IS TRACKING JUST A BIT OVER AS WELL, AT 105.8%. ONE OF THE LINE ITEMS IN THERE IS FINAL PAY FOR EMPLOYEES, AND WE'VE HAD SOME DEPARTING EMPLOYEES THIS YEAR THAT KIND OF PUT US OVER WHERE WE WERE EXPECTING TO BE SOME UNEXPECTED DEPARTURES.
ALSO, JUST ALL OF THE VARIOUS DEPARTMENTS ARE LISTED HERE.
SO OVERALL, WE BUDGETED TO SPEND 63.9 AND WE'VE SPENT $51 MILLION SO FAR THIS FISCAL

YEAR. WE'RE AT 79% VERSUS 78% THIS TIME LAST YEAR.IN OUR PUBLIC UTILITY FUND, OUR BUDGET IS 30.4 MILLION, WITH OUR LARGEST REVENUE SOURCES BEING OUR METERED WATER SALES AND SEWER SALES.
FOR WATER SALES, WE HAVE COLLECTED 10.5 MILLION FOR SEWER.
OUT OF THE 16.1 BUDGETED, WE'VE COLLECTED 13.4 MILLION.
WE'VE COLLECTED A TOTAL OF 26.1 MILLION SO FAR.
AND THE PUBLIC UTILITY FUND THAT PUTS US AT 85% VERSUS 81.7% THIS TIME LAST YEAR, ALSO OUR EXPENSE EXPENSES BY CATEGORY ARE LISTED ON THE RIGHT SIDE.
WE ARE AT 87.1% FOR OUR PUBLIC UTILITY FUND EXPENSES, VERSUS 86% THIS TIME LAST YEAR.
IN OUR SANITATION FUND, WE HAVE OUR REVENUE SOURCES LISTED.
OUR MAIN ONE IS, OF COURSE, IS GOING TO BE OUR SANITATION FEES THAT WE COLLECT FROM THE CUSTOMERS.
66.3 MILLION IS WHAT WE BUDGETED.
WE HAVE COLLECTED 5.2 MILLION, PUTTING US AT 83% OF BUDGET.
OVERALL, WE ARE AT 85.9% OF BUDGET VERSUS 87% LAST YEAR.
AND OUR EXPENSES, WE ARE AT 71.4% IN SANITATION VERSUS 70.8% THIS TIME LAST YEAR.
IN YOUR FINANCIAL REPORT, YOU ALSO HAVE A COPY OF WHERE WE STAND WITH OUR VARIOUS CAPITAL PROJECTS.

IS A LAG LAGGING REVENUE STREAMS OR A COUPLE OF MONTHS BEHIND? NORMALLY, BUT BUT YOU MAY MENTIONED DURING THE DDC MEETING THAT SALES TAX IS LAGGING BEHIND THIS YEAR IN GENERAL.
AND NOT ONLY IS IT LAGGING FOR THE CITY OF DESOTO, BUT IT'S LAGGING FOR THE REGION AS WELL.
WOULD YOU UPDATE US ON ON WHY THAT IS IN THE PERSPECTIVE ON WHY THE SALES TAX IS LAGGING.
A CITIZEN ACTUALLY SENT ME A NOTE OVER THE WEEKEND ASKING, WHY IS CEDAR HILL THIS, THIS, AND DESOTO IS THAT SO? MAYBE IT'LL BRING SOME CLARITY NOT ONLY TO HIM, BUT TO TO THE REST OF THE COMMUNITY.
SURE. YEAH, WE'RE WE'RE DEFINITELY LOOKING AT THAT.
SO TO BE AT 66.8% AND WE WERE EXPECTING TO BE CLOSER TO 80% THIS TIME OF THE FISCAL YEAR, WE HAVE BEEN LOOKING AT OUR SISTER CITIES AS WELL AS JUST CITIES IN THE REGION.
AND EVEN THE CITIES WITH BIGGER ENTERTAINMENT DISTRICTS.
AS I WAS EXPLAINING IN THE DDC MEETING, THEY'RE THEY'RE BEHIND AS WELL.

SO WE'RE JUST SEEING A GENERAL TREND WHERE EVEN WITH THIS UPCOMING BUDGET, CITIES ARE NOT DOING THAT TYPICAL 5 OR 6% PROJECTION TO INCREASE THEIR REVENUE AS NORMAL. FOR A CITY OF DESOTO, WE THINK WE WILL GET CLOSE.WE WE'RE BUDGETED AT 11.6 MILLION BY THE TIME WE ACCOUNT FOR THE 60 DAYS AFTER THE FISCAL YEAR CLOSES. WE DO BELIEVE WE'LL GET CLOSE TO OUR TO OUR TARGET.
WE'RE JUST SEEING JUST AROUND THE REGION.
THEY'RE JUST GENERALLY TRACKING BEHIND THIS YEAR AND JUST A COMMENT.
WE UNDERSTOOD. WE UNDERSTAND THAT THE SALES TAX IS OBVIOUSLY DRIVEN BY SALES AND AND SOMETIMES THE, THE TARIFFS THAT WHAT'S HAPPENING IN WASHINGTON IS HAPPENING IS AFFECTING US REGIONALLY BECAUSE PEOPLE ARE AND IN MANY CASES ARE JUST HOLDING ON TO MONEY THAT THEY MIGHT SPEND.
THEY ARE THEY ARE THE TARIFFS.
YOU KNOW, ANYTIME PEOPLE HEAR ABOUT THAT, IT'S JUST THAT WHEN THAT'S BLOWING AROUND IN THE AIR, IT MAKES ALL OF US JUST WATCH THINGS A LITTLE BIT CLOSER.
YOU CAN ALWAYS JUST JUDGE THIS TYPE OF THING.
ON WHAT HAPPENS WHEN YOU'RE GOING TO THE GROCERY STORE.
YOU KNOW, WHAT ARE THE COST OF EGGS NOW IN THE COST OF MILK NOW VERSUS WHAT IT USED TO BE? WHEN YOU USUALLY GO IN AND YOU WOULD BUY A GALLON, YOU MAY BE BUYING A HALF A GALLON.
YOU KNOW, EVERYBODY'S KIND OF PINCHING JUST A LITTLE BIT CLOSER TO SEE WHERE WE'RE GOING.
ALSO. WE KNOW THAT WHENEVER THE FEDS ARE GETTING READY TO DO SOMETHING WITH THE INTEREST RATES, RIGHT. WE'RE HEARING THAT IN THE AIR, AND I'M ALMOST WILLING TO BET BY THE TIME WE ARE AT THE END OF OCTOBER, WE'LL HAVE ANOTHER AT LEAST 0.25 DECREASE IN OUR INTEREST RATES.
SO YOU MAY BE SEEING SOME EMAILS FROM YOUR FINANCIAL INSTITUTIONS PREPARING YOU FOR ANOTHER DECREASE THERE.
SO IT'S JUST THE NATURE OF THE MARKET RIGHT NOW.
AND WITH THE WITH THE IDEA OF SB TWO, A PIVOT, IF YOU WOULD, FROM PROPERTY TAXES TO SALES TAXES, THAT IS EVEN MORE SO. WHY DESOTO SHOULD BE POSITIONING OURSELVES TO DIVERSIFY REVENUE STREAMS TO GET AWAY SO MUCH FROM SALES TAX.
I MEAN, FROM PROPERTY TAX TO A DIVERSITY TO A DIVERSIFIED SALES TAX.
ABSOLUTELY. INVESTING IN INSTITUTIONS THAT WILL BRING SALES REVENUE NOT ONLY FROM WITHIN THE CITY OF DESOTO, BUT OUTSIDE THE CITY OF DESOTO.
IS THAT CORRECT? YES, ABSOLUTELY.
WE WANT TO WE WANT TO DRIVE OUR REVENUE SOURCES.
YOU KNOW, THESE PAST FEW YEARS, WE KNOW THAT WE WON'T BE ABLE TO RELY SO HEAVILY ON PROPERTY TAX.
IT'S ALWAYS GOING TO BE OUR MAIN SOURCE, BUT WE DO WANT TO LOOK AT OTHER WAYS TO BRING REVENUE INTO THE CITY OF DESOTO.

AND THEN WE GOT SOME INPUT FROM COUNCIL.
AND SO WHAT WE'RE DOING TONIGHT IS JUST WE WANT TO GIVE COUNCIL AN UPDATE IN TERMS OF WHERE WE ARE IN THAT PROCESS.
AND SO SO, YOU KNOW, WE REALIZE THAT WE HAVE.
WE ARE HAVING SOME CHALLENGES RIGHT NOW WITH TRASH AS IT RELATES TO BULK AND BRUSH.
AND SO SOME OF THE THINGS THAT WE HAVE IDENTIFIED TO HELP US MITIGATE THOSE CHALLENGES ARE WE TALKED ABOUT DISCONTINUING THE CURRENT PROCESS FOR CALLING IN FOR BRUSH AND BULK PICKUP. AND THEN WHAT WE WANT TO DO IS TRANSITION TO INSTEAD OF HAVING TO CALL IN FOR MONTHLY BRUSH AND BULK. AND SO WE EACH, EACH RESIDENT RECEIVED A LETTER EXPLAINING THEM OF OF THE PROPOSED CHANGES AND THEN LETTING THEM KNOW THAT THEIR AREA HAD BEEN SELECTED FOR PILOT AND THEN ASKING FOR THEIR PARTICIPATION IN AN UPCOMING COMMUNITY MEETING ON AUGUST 23RD, SO THAT WE CAN GET THEIR INPUT AND GET AND MAKE SURE THAT WE FURTHER EXPLAIN THE PROGRAM, FURTHER EXPLAIN THE PILOT.
AND SO TO MAKE SURE, WE MAKE SURE THAT EVERYBODY IS AWARE OF WHAT WE'RE TRYING TO DO, AND WE'RE TARGETED THE PILOT GROUP SPECIFICALLY FOR THIS, THIS MEETING SO THAT WE CAN MAKE SURE BECAUSE, YOU KNOW, PEOPLE THROUGHOUT THE COMMUNITY, COMMUNITY AT THIS POINT WILL NOT BE INVOLVED IN THE PILOT. THE INITIAL INTENT WAS TO HIRE A CONSULTANT TO DEVELOP THIS PROGRAM, BUT NOW STAFF HAS TAKEN THE LEAD AND IT WILL BE IMPLEMENTED IN-HOUSE.
STEP ONE WILL COLLECT THE BRIDGES APPROACH DATA FROM TEXAS DEPARTMENT OF TRANSPORTATION, AND THEN WE ESTABLISH THE GIS BASED BRIDGE INVENTORY.
WE REVIEWED THE INSPECTION REPORTS AND THEN WE INTEGRATE THOSE WITH GIS LAYERS.
AND THEN BASED ON THE CRITERIA THAT WE DEVELOPED AND A CITY COUNCIL INPUT, WE WILL COME UP WITH A PRE-QUALIFICATION LIST FOR BRIDGES TO BE SELECTED.
AND WE INTEND TO SELECT SEVEN BRIDGES TO BE PART OF THIS PROGRAM.
PRETTY MUCH, YOU KNOW, WE COLLECTED THE DATA ALREADY, WE'VE REVIEWED THE DATA, AND WE'RE WORKING WITH OUR GIS MANAGER TO COME UP WITH A NEW LAYER.
SO A LOT OF THOSE HAVE ALREADY BEEN DONE.
STEP TWO IS ASSESS THE NEED OF EACH SELECTED BRIDGES.
AFTER WE SELECT THE SEVEN BRIDGES, THEN WE WOULD, YOU KNOW, LOOK AT THE DECORATIVE FEATURES.
SOME OF THE DECORATIVE DECORATIVE FEATURES WILL INCLUDE CLEANING AND PAINTING, PAVEMENT MARKINGS, LIGHTING ENHANCEMENTS, SOME ESTHETIC ENHANCEMENTS AND THEN CRASH INTIMIDATOR ATTENUATORS.
STEP THREE WOULD BE BASICALLY IMPLEMENTING THE PLAN THAT WE DEVELOPED.
OR WE'RE GOING TO DEVELOP ESTIMATED BUDGET AND TIMELINE.
STEP ONE, WHICH IS DATA COLLECTION, REVIEW CRITERIA DEVELOPMENT, CONSOLE INPUT AND BRIDGE SELECTION.
WE ANTICIPATE $0. IT WOULD BE DONE BY CITY STAFF.
AND THEN BY THE END OF THE FISCAL YEAR 2025, WHICH IS AT THE END OF SEPTEMBER, A LOT OF THOSE ARE ALREADY BEING ALREADY DONE.
STEP TWO IS ASSESSMENT AND SELECTION OF DECORATIVE FEATURES THAT WOULD BE $0 TWO.
IT WOULD BE DONE BY CITY STAFF OUR PROJECT MANAGER OR OUR NEW CIVIL ENGINEERS HERE TONIGHT HAS DONE A GREAT JOB ON THIS.
AND THEN AND THEN STEP THREE IS THE IMPLEMENTATION.
THIS WILL BE IMPLEMENTED IN-HOUSE BY THE CITY STAFF.
AND THEN WE DO ANTICIPATE MAYBE 25.
THIS IS JUST A VERY ROUGH NUMBER BUT MAYBE 25 K PER BRIDGE.
NOW ESTIMATED REQUESTED BUDGET $200,000 INITIAL BUDGET.
AND THEN THE ESTIMATED SAVING BY BY DOING THIS IN-HOUSE COMPARING TO A HIGHER CONSULTANT THAN WE'RE SAVING, YOU KNOW, PROFESSIONAL SERVICES FOR 120 K IT'S A ONE TIME SAVING VERSUS SELECTION CRITERIA.
NUMBER ONE IS THE STRUCTURAL CONDITION.
YOU KNOW THE FOLLOW UP ACTIONS OR FOCUS FROM TEXT SAP REPORTS.
BUT THAT BASICALLY TELLS YOU IS WE'RE NOT GOING TO BEAUTIFY OUR ROSETTE NEEDS LIKE THEY HAVE LIKE SOME, YOU KNOW, ISSUES THAT WE NEED TO, YOU KNOW, WORK ON WITH THE CIP PROJECT INSTEAD.
