TO PRESENT THE PROCLAMATION FOR IN HONOR OF BLACK HISTORY MONTH, I HAVE WITH ME OUR PARKS AND REC DIRECTOR, CHRIS, MR. CHRIS GLOVER. WHEREAS DURING BLACK HISTORY MONTH, WE CELEBRATE THE ENDURING LEGACY AND INVALUABLE CONTRIBUTIONS OF AFRICAN AMERICANS WHOSE LEADERSHIP, RESILIENCE AND UNWAVERING COMMITMENT TO JUST JUSTICE HAVE PROFOUNDLY SHAPED OUR NATION AND ITS WORKFORCE, INSPIRING GENERATIONS TO COME. AND WHEREAS THE THEME FOR BLACK HISTORY MONTH 2025, AFRICAN AMERICANS AND LABOR, HIGHLIGHTS THE PIVOTAL ROLE AFRICAN AMERICANS HAVE PLAYED THROUGHOUT HISTORY IN ADVANCING THE WORKFORCE SIGNIFICANTLY, CONTRIBUTING TO THE SUCCESS AND GROWTH OF INDUSTRIES WHILE ADVOCATING FOR FAIR LABOR PRACTICES AND ECONOMIC EQUALITY. AND WHEREAS, FROM THE FIELDS TO THE FACTORIES, FROM OFFICES TO EVERY CORNER OF SOCIETY, AFRICAN AMERICANS HAVE WORKED TIRELESSLY TO UPLIFT THEIR FAMILIES, STRENGTHEN THEIR COMMUNITIES, AND BUILD OUR NATION, ALL WHILE CHALLENGING OPPRESSION AND STRIVING FOR DIGNITY, EQUALITY AND RECOGNITION. AND WHEREAS BLACK HISTORY MONTH OFFERS US A PROFOUND OPPORTUNITY TO RECOGNIZE THE SUBSTANTIAL ECONOMIC, SOCIAL, AND POLITICAL IMPACT THAT AFRICAN AMERICANS HAVE MADE, NOT ONLY IN THE LABOR MOVEMENT BUT IN ALL AREAS OF LIFE, INCLUDING THE ARTS, SCIENCE, EDUCATION AND PUBLIC SERVICE. AND WHEREAS WE HONOR THE IMMENSE CONTRIBUTIONS OF AFRICAN AMERICANS TO OUR NATION'S LABOR HISTORY. WE ALSO ACKNOWLEDGE THAT THEIR ONGOING FIGHT FOR JUSTICE AND EQUALITY CONTINUES TO DRIVE SOCIETAL PROGRESS, FOSTER UNITY, AND STRENGTHEN THE COLLECTIVE EFFORTS OF ALL CITIZENS STRIVING FOR A MORE EQUITABLE AND INCLUSIVE FUTURE. NOW, THEREFORE, I, RACHEL L PROCTOR, BY THE AUTHORITY VESTED IN ME AS MAYOR OF THE CITY OF DESOTO, TEXAS, DO HEREBY PROCLAIM FEBRUARY 2025 AS BLACK HISTORY MONTH IN DESOTO, AND I URGE ALL CITIZENS IN THE GLOBAL COMMUNITY TO OBSERVE THIS MONTH WITH MEANINGFUL PROGRAMS AND ACTIVITIES THAT CELEBRATE AND HONOR THE PROFOUND CONTRIBUTIONS AFRICAN AMERICANS HAVE MADE TO OUR NATION. BUT THOSE TYPES OF PROGRAMS THAT GENUINELY CELEBRATE OUR HERITAGE AND OUR HISTORY AND ACTUALLY HAVING PEOPLE THAT ARE IN OUR COMMUNITY THAT CAN TELL THOSE TYPE OF STORIES. IT'S AWESOME. I THINK IT'S SO IMPORTANT THAT WE AS A CITY, UNDERSTAND THE COMMITMENT THAT WE AND WE SIGN UP TO BE COUNCIL MEMBERS. IT IS NOT JUST A LOT OF TIMES WHERE YOU MAY SEE US AT, WHICH IS AT EVENTS. WE DO THAT TOO, BUT THERE'S A LOT OF HARD WORK BEHIND THE SCENES AND A LOT OF TRAINING, A LOT OF CONTINUING EDUCATION TO MAKE SURE THAT WE ARE ABLE TO DO OUR JOBS EFFICIENTLY. AND SO TONIGHT WE ARE GOING TO HIGHLIGHT AND UNDERSCORE TWO OF MY COLLEAGUES, MAYOR PRO TEM LETICIA HUGHES, WHO HAS RECEIVED THE CERTIFICATE OF RECOGNITION FROM TEXAS MUNICIPAL LEAGUE INSTITUTE. AND THAT GOES TO AN ELECTED OFFICIAL WHO COMPLETES 42 OR MORE CONTINUING EDUCATION UNITS IN ONE CALENDAR YEAR. AND THEY OBTAINED THIS RECOGNITION AND THEN ALSO TO COUNCIL MEMBER ANDRE BYRD, WHO IS RECEIVING THE CERTIFIED MUNICIPAL OFFICER, WHICH IS ONE OF THE, IF NOT THE HIGHEST DISTINCTION THAT YOU CAN ACHIEVE WITH CONTINUING EDUCATION. AND THIS GOES TO AN ELECTED OFFICIAL WHO COMPLETES 72 OR MORE CONTINUING EDUCATION HOURS IN ONE CALENDAR YEAR. AND SO THIS IS THE 72 HOURS MUST INCLUDE TWO HOURS OF OPEN GOVERNMENT TRAINING TAKEN IN THE CURRENT AWARD YEAR, AND ONE HOUR OF TRAINING IN THE OPEN MEETINGS ACT, AND ONE HOUR OF TRAINING IN THE PUBLIC INFORMATION ACT. AND THIS TRAINING IS REQUIRED BY THE STATE OF TEXAS, AND PROOF OF TRAINING MUST BE REQUIRED IN THE MANNER OF A CERTIFICATE OR OTHER DOCUMENTATION. AND SO I THINK THAT DESERVES A GREAT BIG HAND CLAP. WE HAVE ALL OF THOSE THINGS THAT WE THAT YOU ALL DO. BUT THEY MADE THE TIME TO BE DEDICATED ENOUGH THROUGHOUT THE YEAR. AND THOSE HOURS THAT THEY DO DON'T CARRY OVER FROM YEAR TO YEAR. THEY LITERALLY HAVE TO START FROM THE GROUND UP EACH YEAR WITH GETTING HOURS TO OBTAIN THESE CERTIFICATIONS. SO I THINK WITH THAT SAID, WE CAN GIVE THEM ANOTHER GREAT BIG HAND CLAP. I'M GOING TO READ ONE OF THE COMMENDATIONS FOR THE SAKE OF TIME, BUT THEY READ VERY SIMILARLY. AND THIS IS GOING TO I'M GOING TO READ TO YOU AS MAYOR PRO TEM. BEING A CIVIL SERVICE DEPARTMENT, PROMOTIONS WITHIN THE FIRE DEPARTMENT REQUIRE YOU TO SPEND AT LEAST TWO YEARS AT THE PREVIOUS RANK THAT YOU HELD, AND THEN YOU HAVE TO TAKE A TEST, AND YOU HAVE TO TEST AGAINST ALL THE OTHER ELIGIBLE MEMBERS THAT CAN TEST, AND YOU HAVE TO BEAT THEM IN ORDER TO PROMOTE. TAKES A LOT OF TIME, DEDICATION. IT'S NOT JUST THE MEN AND WOMEN THAT TAKE THESE PROMOTIONAL TESTS, IT'S THE FAMILIES THAT SACRIFICE RIGHT ALONG WITH THEM AS THEY GIVE UP MONTHS AND MONTHS OF THEIR LIFE TO STUDY AND PREPARE THEMSELVES FOR THESE TESTS IN ORDER TO MAKE THESE PROMOTIONS. AND THEN IN 1990, WE BECAME A FULLY PAID CAREER FIRE DEPARTMENT. SO FOR 35 YEARS, WE'VE BEEN A FULLY PAID CAREER FIRE DEPARTMENT. ON THE OPERATIONS SIDE OF THE FIRE DEPARTMENT. NOW, THE OPERATION SIDE, THAT IS THE FOLKS WHO COME TO YOUR HOUSE WHEN YOU CALL 911. THAT'S OUR OPERATIONAL SIDE OF OUR FIRE DEPARTMENT. WE'VE NEVER HAD A BLACK FIREFIGHTER PROMOTE TO A SUPERVISORY POSITION UNTIL TONIGHT. BUT TONIGHT WE'RE GOING TO RECOGNIZE A FEW PEOPLE, A FEW RESTAURANT OWNERS WHO HAVE KIND OF SET THEMSELVES APART FROM THE REST, AND THAT IS BY EARNING A SCORE OF 97 OR ABOVE ON THE LAST TWO CONSECUTIVE UNANNOUNCED ROUTINE HEALTH INSPECTIONS. AND YOU MAY SAY, WELL, THAT'S NOT REALLY A BIG THING, BUT IT REALLY IS, BECAUSE FIRST OF ALL, WE'RE COMING INTO THESE BUSINESSES UNANNOUNCED, AND WE'RE COMING TO TAKE A SNAPSHOT OF WHAT THEY DO EVERY DAY. THE ARPA GRANT WAS SIGNED INTO LAW MARCH OF 2021, AND IT PROVIDED 360 BILLION FOR STATE AND LOCAL AID STEMMING FROM THE PUBLIC HEALTH EMERGENCY. FROM THAT ALLOTMENT, 65 BILLION WAS SPECIFICALLY DEDICATED TO CITIES. THE CITY OF DESOTO RECEIVED 7.3 MILLION. WE RECEIVED 3.6 MILLION IN JUNE OF 2021, AND ANOTHER 3.6 MILLION IN JUNE OF 2022. UNDER ARPA, FUNDING MUST BE COMMITTED BY DECEMBER 31ST, 2024 AND COMPLETELY SPENT BY DECEMBER 31ST OF 2026. THERE ARE FOUR ELIGIBLE USES FOR ARPA FUNDS RESPOND TO COVID 19 OR ITS ECONOMIC IMPACTS. PROVIDE PREMIUM PAY FOR ELIGIBLE ESSENTIAL WORKERS. REPLACE REVENUE LOST DUE TO COVID 19, AND INVEST IN WATER, SEWER AND BROADBAND INFRASTRUCTURE. BUT THE FACT OF THE MATTER IS, IF THAT SAME DOLLAR, IF THAT SAME PROJECT IS LET TO THE PRIVATE SECTOR AS PART OF THEIR DEVELOPMENT PROJECT, IT'S GOING TO COST SOMEWHERE BETWEEN $0.65 AND $0.70 TO BUILD THAT EXACT SAME PIECE TO OUR STANDARDS. YOU'RE NOT GETTING ANY LESSER ROAD. YOU'RE NOT GETTING ANY LESSER PIPES. THEY CAN DO IT FASTER. THEY CAN DO IT CHEAPER THAN WE CAN DO IT AS THE CITY. AND THEY'RE DOING IT IN COMBINATION WITH THE PROJECT THEY'RE WORKING ON ALREADY. SO THEY GET TO PHASE IT AS PART OF THEIR PROJECT, AS OPPOSED TO WE RUN OUT AND BUILD THE ROAD, AND THEN THE BUILDING HAS TO CATCH UP TO IT OVER TIME.
