AND THE OFFICIALS WHO ARE RESPONSIBLE FOR SERVING THE PEOPLE IGNORE AND DEFLECT WITH NO COMMITMENT TO JUSTICE.

TOO MANY PEOPLE IN DESOTO HAVE EXPERIENCED INJUSTICES.

ONE OF THEM IS DR.

DYNA MARKS, WHO IS THE RIGHTFUL MAYOR PROTE.

TODAY THOUGH I WANT TO ADDRESS A REPEATED ISSUE OF PEOPLE IN THIS CITY BEING ABOVE THE LAW AND WEAPONIZING THE POLICE.

THIS IS A PUBLIC DOCUMENT.

THIS IS POLICE CASE NUMBER, DE 2 4 0 7 2 87.

POLICE WERE CALLED OUT RESPONSE TO AN ALLEGATION OF ASSAULT LISTED AS HARASSMENT.

I WILL NOT SAY THE NAME OF THE PERSON WHO WAS ARRESTED BECAUSE ACCORDING TO THIS DOCUMENT, THEY'RE INNOCENT OF A COMMITTING ANY CRIMES.

AS THE DISPOSITION READS, UNFOUNDED OFFENSE DID NOT OCCUR.

BASED ON THE EVIDENCE AVAILABLE, IT APPEARS THAT FILED A FALSE POLICE REPORT TO HAVE SOMEONE IN THE NEIGHBORHOOD ARRESTED.

THIS IS SIMILAR TO A PREVIOUS CONCERN BROUGHT TO YOU WHERE BASED ON THE EVIDENCE AVAILABLE, ELMA ZION GOODWIN, CLAIMING TO BE THE VICTIM OF AN ASSAULT WITH A GUN FILED A FALSE POLICE REPORT ON SOMEONE IN THE NEIGHBORHOOD TO HAVE THEM ARRESTED.

AFTER LOSING REELECTION TO THE HOA BOARD OF DIRECTORS, THERE WAS NO EVIDENCE OF ANY CRIME.

THERE WERE NO WITNESSES TO ANY CRIME.

THERE WAS NO MOTIVE, THERE WAS NO WEAPON.

ACCORDING TO THE POLICE REPORT AND THE POLICE VIDEO, WHEN THE POLICE ARRIVED TO RESPOND TO ELLEN MCG GOOD'S NINE ONE ONE CALL FOR HELP, SHE WAS CASUALLY OUTSIDE IN HER FRONT YARD WATERING HER FLOWERS.

ACCORDING TO SWORN TESTIMONY AND DOCUMENTS, A SENIOR CITIZEN IN THE NEIGHBORHOOD WENT TO THE POLICE MULTIPLE TIMES TO REPORT THE HARASSMENT THAT HE WAS EXPERIENCING FROM EL MCG GOODWIN RIGHT HERE ON CITY PROPERTY.

AND IN FRONT OF HIS OWN HOME, HE WAS TOLD THAT HE COULD NOT FILE A REPORT AGAINST HER AND THAT THEY WOULD QUOTE, UNQUOTE, TALK TO HER BECAUSE THEY KNEW HER.

WHY IS IT THAT PEOPLE WHO HAVE RELATIONSHIPS WITH THE CHIEF OF POLICE, THE MAYOR AND CRYSTAL CHISHOLM, ARE ALLOWED TO MAKE FALSE REPORTS, HAVE PEOPLE ARRESTED AND NOT BE HELD ACCOUNTABLE? THIS IS A PUBLIC SAFETY ISSUE.

THIS IS A JUSTICE ISSUE, AND I'D LIKE TO KNOW WHAT STATE, WHAT STEPS YOU WILL TAKE NOW TO HOLD THESE PEOPLE ACCOUNTABLE.

IT HAS COME TO LIGHT THAT A MEMBER OF THE CITY STAFF MAY BE INVOLVED IN SELLING CITY TRADEMARK ITEMS ON AMAZON FOR PERSONAL PROFIT.

THIS SITUATION IS PARTICULARLY TROUBLING, GIVEN THAT DURING A RECENT REQUEST FOR CITY ITEMS INTENDED FOR CHARITY PURPOSES, I WAS INFORMED THAT THE CITY HAD A LIMITED SUPPLY OF SUCH ITEMS, AND I, AS A TAXPAYER WAS DENIED.

THE PERCEPTION OF THIS SITUATION RAISES QUESTIONS ABOUT THE ETHICAL MANAGEMENT OF CITY RESOURCES AND TRANSPARENCY.

THERE IS A CONCERN THAT THE FUNDS GENERATED FROM THESE SALES MAY NOT BE APPROPRIATELY ALLOCATED OR USED FOR THE BENEFIT OF THE COMMUNITY.

ARE CITY STAFF MEMBERS PERMITTED TO SELL CITY TRADEMARK ITEMS? HOW ARE THE FUNDS GENERATED FROM THESE SALES MANAGED AND WHERE DO THEY ULTIMATELY GO? IT IS CRUCIAL FOR PUBLIC TRUST THAT SUCH MATTERS ARE HANDLED WITH THE UTMOST TRANSPARENCY AND INTEGRITY.

THE, UH, THE FACADE GRANT IN QUESTION, UH, WAS ESSENTIALLY BEGUN, IF YOU WILL,

IN MARCH OF 22, IS THE BASIS OF A ROUTINE BUSINESS RETENTION AND EXPANSION VISIT WITH THE DESOTO PRIVATE SCHOOL.

AT THAT, UH, MEETING, THEY HAD MENTIONED THAT THEY WERE LOOKING TO MAKE NUMEROUS IMPROVEMENTS TO THEIR BUILDING, UH, INTERNAL AND EXTERNAL, AND OUTLINED A LIST OF ITEMS, UH, THAT THEY HAD, UH, EARMARKED FOR YEARS TO COME, UH, WITH THE TOTAL VALUE AT THAT POINT THAT THEY WERE ABLE TO, UH, TO SPEND OF ABOUT $15,000.

AS WE LOOKED AT THE LIST AND GIVEN OUR OBJECTIVE TO ENHANCE THE BELTLINE, UH, THE BELTLINE ROAD CORRIDOR, PARTICULARLY AS IT LEADS UP TO OUR SIGNIFICANT REDEVELOPMENT EFFORTS THERE AT HAMPTON ROAD AND BELTLINE, WE FELT LIKE THERE MAY BE AN OPPORTUNITY TO PARTNER TOGETHER AND, AND DO SOME SUBSTANTIAL IMPROVEMENTS THAT WOULD CHANGE THE WAY THAT PIECE OF PROPERTY LOOKED.

WE WENT BACK TO THE, THE OWNERS AT THAT TIME AND SUGGESTED TO THEM THAT THE, THE OPPORTUNITY MIGHT EXIST TO PARTNER WITH THE DDC UP TO $50,000, UM, MATCHING ON A ONE FOR ONE FACADE GRANT AS OUR POLICY ALLOWED.

UM, UP UNTIL THIS POINT IN TIME, UH, THERE HAD BEEN NO INVOLVEMENT WITH ANYBODY OTHER THAN OUR STAFF AT THE DDC FROM IN MAY OF 22.

UH, THE DESOTO PRIVATE SCHOOL FORMALLY MADE THE APPLICATION TO THE DDC FOR THAT GRANT.

UM, AND THEN WE PROCEEDED TO TAKE THAT TO THE BOARD OF DIRECTORS IN JULY OF 2022, UM, SUGGESTING THAT THEY MOVE FORWARD WITH THAT.

THAT PARTICULAR GRANT, THAT GRANT WAS APPROVED FIVE TO ZERO.

ALL OF THE MEMBERS THAT WERE IN ATTENDANCE THAT NIGHT VOTED TO APPROVE THAT GRANT.

SUBSEQUENTLY, IN SEPTEMBER OF 22, WE SOUGHT THE CITY COUNCIL'S RATIFICATION OF THAT GRANT, AND THE COUNCIL TABLED THE DECISION PENDING REVISIONS OF F SOD GRANT POLICY TO ACCOMMODATE INVESTMENTS EXCEEDING $5,000.

UM, WE HAD MADE SOME OF THOSE AND THERE WAS SOME, SOME LAG TIME THERE, AND WE NEEDED TO AMEND THAT POLICY SO THAT WE COULD, UH, BRING IT IN LINE WITH WHAT WE HAD OUR PRACTICES HAD BEEN AND WHAT THE PRACTICES GOING FORWARD WOULD BE.

SO WE LEFT THAT.

WE, WE, WE, UH, MADE THAT REVISION IN SEPTEMBER OF 20, SEPTEMBER 26TH OF 22.

THE DDC BOARD APPROVED THE REV, THE REVISED FACADE IMPROVEMENT GRANT POLICY IN NOVEMBER.

UH, AT THE NOVEMBER 7TH MEETING, THE DDC BOARD REAFFIRMED ITS UNANIMOUS SUPPORT OF THE $50,000 GRANT TO THE PRIVATE SCHOOL.

THEN ON NOVEMBER 15TH, WE BROUGHT UP A FOUR CITY COUNCIL TO REVISIT THE TABLED ITEM AND AUTHORIZE THE DDC CHIEF EXECUTIVE TO NEGOTIATE AND EXECUTE THE GRANT AGREEMENT AT THAT MEETING.

MAKE SURE I GET THIS RIGHT.

AT THAT MEETING, THE CITY COUNCIL MEMBERS MO MOTIONED AND PASSED FIVE TO ONE AT NOVEMBER 15TH.

THE, THE APPROVAL OF THAT, OF THAT GRANT, ONE MEMBER, UH, UH, VOTED NAY.

ONE MEMBER WAS ABSENT FOR THAT, AND FIVE OF OF THE MEMBERS, UH, VOTED FOR THAT GRANT THAT EVENING.
