I KNOW IT'S A LITTLE HOT TODAY, BUT WE ASK THAT YOU BEAR WITH US.

HOWEVER, WE'RE HERE TONIGHT FOR TO CELEBRATE SOME VERY SPECIAL INDIVIDUALS.

THAT IS THE TOP 25 SCHOLARS OF DESOTO HIGH SCHOOL.

LET'S GIVE THEM A GREAT BIG HAND CLAP.

TOP 20. AND SO I'M GOING TO WE HAVE WE HAVE SEVERAL THINGS THAT ARE HAPPENING TONIGHT.

WE KNOW THAT I HAVE A SAYING AND IT SAYS PROGRESS MOVES AT THE SPEED OF RELATIONSHIPS.

AND SO WE WANT TO HELP TO CONTINUE TO FOSTER THE RELATIONSHIP AND THE PARTNERSHIP WITH OUR ISD.

SO WE HAVE SEVERAL SEVERAL ITEMS ON OUR, ON OUR AGENDA TONIGHT THAT HIGHLIGHT AND UNDERSCORE SOME OF THE EXCELLENT THINGS THAT ARE HAPPENING WITH OUR STUDENTS THERE AT DESOTO ISD. AND SO I'M GOING TO CALL UP THE TOP 20.

AND SO WE WANTED TO BE ABLE TO HIGHLIGHT SOME OF THE AMAZING THINGS THAT OUR STUDENTS ARE DOING.

AGAIN, THEY'RE IN DESOTO ISD.

I AM DOCTOR OSAMA ROGERS, THE SUPER PROUD SUPERINTENDENT OF SCHOOLS FOR DESOTO ISD.

IT IS MY ESTEEMED PLEASURE TO PRESENT INFORMATION ABOUT THE OUTSTANDING WORK THAT THE TEAM IS DOING AT DESOTO HIGH SCHOOL.

BUT BEFORE I SPEAK TO THE PRESENTATION, I WOULD QUICKLY LIKE TO ACKNOWLEDGE OUR TRUSTEES THAT ARE HERE IN THE ROOM.

WE HAVE OUR BOARD SECRETARY, TRACY MCNAIRY, AND WE ALSO HAVE TRUSTEE JAMES DURHAM.

AND OUR PRESIDENT IS CHASTITY MCKISSICK.

AND ALL OF OUR TRUSTEES APPRECIATE THIS OPPORTUNITY.

IN DESOTO ISD LAST YEAR, WE TOOK TIME TO DEFINE WHAT ARE THE THINGS THAT MAKE OUR DISTRICT OUTSTANDING.

WE WERE SEEKING TO PRESERVE OUR PAST, BUT REALLY TO BE INNOVATIVE ABOUT HOW WE LOOK FORWARD.

AND WE COINED THE DESOTO ISD EXPERIENCE AS THE TRIPLE A EXPERIENCE FOCUSED ON ACADEMICS, ARTS AND ATHLETICS.

AND THE REASON WHY WE DECIDED TO FOCUS ON THAT IS BECAUSE THERE ARE LOTS OF AMAZING THINGS THAT HAPPEN IN OUR DISTRICT AROUND THESE THREE BUCKETS.

AND THIS EVENING, IT IS MY ESTEEMED PLEASURE TO QUICKLY PRESENT INFORMATION ABOUT GREAT THINGS THAT ARE HAPPENING AT DESOTO HIGH SCHOOL.

AND A LOT OF TIMES IN A TIME AND SPACE WHERE THERE ARE LOTS OF THINGS THAT YOUNG PEOPLE CAN DO THAT CAN GET THEM IN A LOT OF TROUBLE.

WE HAVE A LOT OF STUDENTS WHO ARE DOING AMAZING THINGS.

FIRST, WE HAVE THREE PRIMARY PROGRAMS AT OUR HIGH SCHOOL.

WE HAVE OUR EARLY COLLEGE HIGH SCHOOL THAT IS IN PARTNERSHIP WITH DALLAS COLLEGE.

AND WE HAVE UPWARD OF 7 TO 8% OF OUR STUDENTS WHO HAVE GRADUATED OVER THE PAST TEN YEARS WITH A HIGH SCHOOL DIPLOMA AND AN ASSOCIATE'S DEGREE, AND MANY OF THEM HAVE GONE AND MATRICULATED TO COLLEGES AND UNIVERSITIES AND ARE DOING AMAZING THINGS.

AND MANY OF OUR STUDENTS THAT ARE IN THE TOP 20 ARE ALSO EX STUDENTS.

WE ALSO HAVE OUTSTANDING CAREER AND TECHNICAL EDUCATION PATHWAYS, AND WE WILL BE OPENING A PATHWAYS AND TECHNOLOGY EARLY COLLEGE HIGH SCHOOL IN THE FALL, WHICH IS A COMBINATION OF EARLY COLLEGE, WHICH IS HIGH SCHOOL AND COLLEGE.

BUT THERE'S AN ADDED COMPONENT OF INDUSTRY PARTNERSHIP.

WE RECOGNIZED OUR TOP 20 GRADUATES THIS EVENING.

AND THANK YOU ALL SO MUCH FOR RECOGNIZING THOSE STUDENTS.

OUR VALEDICTORIAN IS RUBY, AND THEN OUR SALUTATORIAN IS JASMINE.

ALSO, TATUM, WHO IS HERE IN THE ROOM IS A RECIPIENT OF THE TEXAS THE TCU SCHOLARS.

AND THAT I'M SURE IF WE PUT A DOLLAR AMOUNT TO IT IS UPWARD OF $100,000.

AND WHAT SHE WILL RECEIVE IN HER FULL TUITION, ROOM AND BOARD AND OTHER ANCILLARY THINGS TO SUPPORT HER JOURNEY.

SO WE'RE EXTREMELY PROUD OF THAT.

BUT WE HAVE STUDENTS IN THE CLASS OF 2024 THAT HAVE EARNED UPWARD OF 250 INDUSTRY BASED CERTIFICATIONS.

THIS IS ALIGNED WITH OUR DISTRICT BOARD GOALS.

OUR BOARD HAS BEEN VERY INTENTIONALLY FOCUSED ABOUT ENSURING THAT OUR STUDENTS GRADUATE COLLEGE CAREER AND MILITARY READY JUST A FEW OF THE CERTIFICATES THAT OUR STUDENTS HAVE EARNED. WE HAVE STUDENTS WHO'VE EARNED CERTIFICATES IN PHLEBOTOMY.

WE HAVE STUDENTS WHO ARE CERTIFIED IN JAVA WHO HAVE COMPLETED ADOBE, WHO ARE LICENSED COSMETOLOGIST.

AND IF YOU'VE GONE TO ANY OF OUR SALON NIGHTS, YOU KNOW THAT THEY DO AMAZING JOBS, ENTREPRENEURSHIP AND SMALL BUSINESS.

SO, MATT, WE HAVE PEOPLE THAT ARE COMING FOR IT TO TO WORK WITH YOU ALL.

AND SO OUR STUDENTS ARE DOING GREAT THINGS.

EXCITED TO SHARE THIS.

IN JANUARY WE HAD THE RIBBON CUTTING FOR OUR ESPORTS LAB.

AND THAT, AGAIN, IS SOMETHING THAT WE DID IN OUR DISTRICT IN PARTNERSHIP WITH THE CITY THROUGH THE ECONOMIC DEVELOPMENT AND A GENEROUS GRANT PROVIDED BY THE CITY COUNCIL.

SO OUR ESPORTS TEAM WAS A SEMIFINALIST FOR A STATE CHAMPIONSHIP IN THEIR FIRST YEAR.

SO FOUR MONTHS IN AND THEY WENT TO THE STATE CHAMPIONSHIP.

WE ALSO HAD OUR STUDENTS IN BUSINESS PROFESSIONAL ASSOCIATION QUALIFY FOR STATE COMPETITION AND RECEIVE SCHOLARSHIPS.

AND YOU SEE SOME FAMILIAR FACES WHO WERE HERE IN TOP 20.

IN THE PHOTOGRAPHS.

WE ALSO HAVE A PARTNERSHIP WITH THE AFRICAN AMERICAN EDUCATION ARCHIVES AND HISTORY PROGRAM FOR OUR FUTURE EDUCATORS, AND WAS REALLY EXCITED THAT ONE OF OUR STUDENTS RECEIVED A SCHOLARSHIP FROM THAT ORGANIZATION.

OUR DEBATE TEAM PLACED FIRST IN IN DISTRICT, AND THEY WERE AN ALTERNATE FOR STATE IN THEIR U.I.L TOURNAMENT.

IN THE ARTS, OUR EAGLE BAND RECEIVED A SUPERIOR RATING IN MARCHING BAND, CONCERT BAND, AND SOLO ENSEMBLE.

AND AGAIN WITH TRIPLE A EXPERIENCE.

OUR STUDENT OF IBA IS ALSO OUR DRUM MAJOR.

SO AGAIN, NOT JUST SELLING ACADEMICALLY, BUT WITHIN THE ARTS.

JEREMY GRIFFIN, HE RECEIVED ALL STATE HONORS AND HE IS A STUDENT WHO IS TRANSITIONING TO MOREHOUSE.

HE RECEIVED THE FIRST IN 17 YEARS TO BE A STUDENT THAT'S A PERCUSSIONIST FROM DESOTO GOING TO PARTICIPATE IN STATE.

AND SO HE'S DONE AN AMAZING JOB.

AND IF YOU'VE HEARD OUR JAZZ BAND, HE PLAYS IN THAT AS WELL.

OUR THEATER STUDENTS, THEY HAD A SUPERIOR RATING AT THE TEXAS THESPIAN FESTIVAL.

OUR CHOIR HAS TRAVELED DUE TO GENEROUS SUPPORT FROM OUR COMMUNITY MEMBERS.

THEY WENT TO NEW YORK IN DENVER AND HAD JUST HAVE WOWED CROWDS ALL OVER.

AND ALSO WE HAD STUDENTS WHO RECEIVED SUPERIOR RATINGS AND TEN STUDENTS THAT WILL ADVANCE TO STATE OUR EAGLETTES ARE CHAMPIONS.

SO THEY WON MANY CHAMPIONSHIPS IN THEIR COMPETITION.

AND THEN OUR ART STUDENTS ACTUALLY HAD SUPERIOR RATINGS AND COMPETITION AS WELL.

AND THEN WE LAST WEEK JUST UNVEILED A MURAL AT OUR HIGH SCHOOL THAT OUR STUDENTS COMPLETED AS A PROJECT WITH THE DALLAS MAVERICKS FOUNDATION.

AND THEN WE HAVE BEEN TAKING OUR STUDENTS TO BROADWAY.

SO WE WENT TO SEE MICHAEL JACKSON THE MUSICAL.

WE WENT TO. WE TOOK SENIORS ONLY TO SEE TINA TURNER.

AND THEN WE HAVE GROUPS OF STUDENTS THAT WILL BE GOING NEXT WEEK TO SEE HAMILTON.

ATHLETICS. WHAT CAN I SAY? YOU ALL WERE THERE WITH US FOR OUR CELEBRATIONS AND OUR PARADE OF OUR BACK TO BACK STATE CHAMPIONS IN FOOTBALL.

AND SO WE'VE HAD GREAT SEASONS THIS YEAR IN BASKETBALL.

OUR GIRLS BASKETBALL TEAM WENT DEEP INTO THE PLAYOFFS.

WE HAD SEVERAL YOUNG LADIES THAT PARTICIPATED IN THE STATE TRACK MEET THIS WEEKEND.

AND SO IT IS MY ESTEEMED HONOR TO REPORT OF THE MANY GREAT THINGS THAT ARE HAPPENING AT DESOTO HIGH SCHOOL IN WHICH OUR TEAM OF TEACHERS, PARENTS, STUDENTS, EVERYONE WORKING TOGETHER COLLECTIVELY, IT REALLY DOES TAKE A VILLAGE.

AND SO I'M JUST STANDING IN THE GAP FOR THE MANY PEOPLE THAT HAVE PUT IN THIS HARD WORK TO MAKE THIS HAPPEN FOR OUR STUDENTS.

YES, MA'AM. NEXT, WE MOVE INTO OUR PRESENTATION OF PROCLAMATION HONORING POLICE WEEK AND PEACE OFFICERS MEMORIAL DAY.

MAKING THAT PRESENTATION IS COUNCIL MEMBER CRYSTAL CHISHOLM.

RECEIVING IS POLICE CHIEF JOE COSTA AND STAFF.

GOOD EVENING. DESOTO.

THIS IS YOURS. YOU'RE WELCOME.

PROCLAMATION, WHEREAS PEACE OFFICER MEMORIAL DAY TAKES PLACE ANNUALLY IN MAY, WITH THE CORRESPONDING WEEK BEING DESIGNATED AS POLICE WEEK, PROVIDING AN OPPORTUNITY FOR REFLECTION, CAMARADERIE AND SOLIDARITY AMONG LAW ENFORCEMENT PERSONNEL, SURVIVORS, AND COMMUNITY MEMBERS TO HONOR THE SACRIFICE OF THOSE WHO BRAVELY SERVED AND FELL IN THE COURSE OF THEIR DUTIES.

WHEREAS SINCE THE FIRST KNOWN LINE OF DUTY DEATH IN 1791, OVER 26,287 US LAW ENFORCEMENT OFFICERS HAVE MADE THE ULTIMATE SACRIFICE, WITH AN AVERAGE OF ONE DEATH EVERY 57 HOURS SOMEWHERE IN THE UNITED STATES.

IN THE PERFORMANCE OF THEIR DUTIES, THERE WERE 245 LAW ENFORCEMENT OFFICER FATALITIES IN 2022, WITH TEXAS LOSING ROUGHLY 2224 OFFICERS, MORE THAN ANY OTHER STATE.

WHEREAS WE HONOR ALL THOSE WHO WEAR THE BADGE AND KEEP THE PEACE WITH VALOR AND DISTINCTION, THEY STAND, WATCH ON THE FRONT LINES AND HELP MAKE OUR COMMUNITIES SAFER, FULFILLING THEIR DUTIES WITH COURAGE AND COMMITMENT, PUTTING THEMSELVES IN HARM'S WAY, EXEMPLIFYING THE GOOD AND THE DECENT CHARACTER OF OUR NATION.

AND NOW, THEREFORE, I, RACHEL L PROCTOR, MAYOR OF THE CITY OF DESOTO, DO HEREBY URGE OUR COMMUNITY TO JOIN OTHER CITIES AND TOWNS ACROSS THE UNITED STATES IN HONORING ALL PEACE OFFICERS OF OUR NATION AND HEREBY PROCLAIM THE WEEK OF MAY 12TH THROUGH 18, 2024 AS POLICE WEEK AND MAY 15TH, 2024 AS PEACE OFFICER, MEMORIAL DAY IN THE CITY OF DESOTO AND URGE ALL OF OUR CITIZENS TO EMBRACE THE SIGNIFICANT CIVIC OBLIGATION, ACKNOWLEDGING THEIR ROLE IN SERVING THE COMMUNITY BY ENSURING THE SAFETY OF LIVES AND PROPERTY, BY PROTECTING THEM AGAINST VIOLENCE AND DISORDER, AND ALSO ENCOURAGE OUR CITIZENS TO ACTIVELY SHOW APPRECIATION TO THE COURAGEOUS INDIVIDUALS WHO SAFEGUARD OUR WELL-BEING THROUGH THEIR UNWAVERING COMMITMENT AND READINESS TO LAY DOWN THEIR LIVES, IF NECESSARY.

SO PROCLAMATION.

WHEREAS THE INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL IS THE LARGEST PROFESSIONAL ECONOMIC DEVELOPMENT ORGANIZATION DEDICATED TO SERVING ECONOMIC DEVELOPERS.

AND WHEREAS THIS YEAR THEME CELEBRATES OUR SUPER HEROES IN ECONOMIC DEVELOPMENT, WHOSE OFFICIAL WHO CRUCIAL PARTNERSHIP BETWEEN THEM AND LOCAL GOVERNMENT LEADERSHIP TO PROMOTE A SHARED VISION OF DEVELOPING VIBRANT COMMUNITIES.

IT IS MY PLEASURE TO PROVIDE SOME INSIGHTS IN REGARD TO OUR DISTRICT, ESPECIALLY AS WE ARE NAVIGATING OUR BUDGET SEASON.

AS YOU KNOW, THERE ARE LOTS OF THINGS HAPPENING ON THE THE LANDSCAPE AND SCHOOL FINANCES, AND I APPRECIATE THIS OPPORTUNITY TO SHARE DISTRICT INSIGHTS.

OH, CAN SOMEBODY ADVANCE FOR ME? IT WON'T. THE MISSION OF DESOTO ISD IS TO ENSURE THAT OUR STUDENTS, WITHOUT EXCEPTION, LEARN AND GROW AT THEIR HIGHEST LEVEL.

AND SO WHEN WE ARE MAKING ANY TYPE OF DECISIONS WITHIN OUR DISTRICT, IT IS WITH OUR MISSION IN MIND.

NEXT SLIDE. AND TO ACHIEVE OUR MISSION, OUR BOARD HAS CLEARLY DEFINED FOUR GOALS.

OUR FIRST GOAL IS FUTURE READINESS, WHICH FOCUSES ON THE PERCENT OF OUR STUDENTS WHO GRADUATE COLLEGE, CAREER AND MILITARY READY.

BUT WE KNOW THAT THAT DOESN'T JUST HAPPEN, THAT IT STARTS WHEN STUDENTS COME IN OUR DOORS.

SO GOAL TWO IS FOCUSED ON EARLY LITERACY, AND GOAL THREE IS FOCUSED ON EARLY NUMERACY.

AND THEN OUR LAST GOAL, GOAL FOUR REALLY DIRECTLY ALIGNS WITH OUR MISSION WHICH IS OUR FOCUS ON STUDENTS INDIVIDUAL GROWTH.

SO AS IT RELATES TO A SCHOOL DISTRICT'S BUDGET AND SCHOOL DISTRICT FINANCE, WE ARE REALLY KIND OF SHARING THE MESSAGE.

PEOPLE SAY A LOT.

YOU KNOW MY TAXES ARE HIGH.

SO YOU ALL SHOULD HAVE EVERYTHING THAT YOU NEED.

WELL SCHOOL DISTRICT FINANCING IT'S A LITTLE BIT TRICKY.

NOW I HAVE NEW MATH AND OLD MATH WHERE THERE'S ALSO TEXAS SCHOOL FINANCE MATH.

AND SO I'M HOPEFULLY GOING TO BE ABLE TO SHARE A LITTLE BIT ABOUT THIS.

BUT OUR SCHOOLS ARE FINANCED THROUGH THE FOUNDATION SCHOOL PROGRAM, WHICH REALLY IS BASED UPON THE NUMBER AND TYPES OF STUDENTS ENROLLED IN THE DISTRICT, ALONG WITH PROPERTY TAXES.

NEXT SLIDE.

SO IT'S REALLY A BALANCING ACT AS YOUR LOCAL PROPERTY TAXES GO UP, THE AMOUNT OF MONEY THAT DISTRICTS RECEIVE FROM THE STATE GOES DOWN.

AND SO THERE THEN BECOMES THESE DIFFERENT SCENARIOS.

IF YOUR PROPERTY TAXES GO UP, THEN FUNDING GOES DOWN.

IF YOUR ATTENDANCE GOES DOWN, YOUR STATE FUNDING GOES DOWN.

BUT IF YOUR PROPERTY VALUES GO UP AND YOUR ATTENDANCE GOES DOWN, YOU ACTUALLY END UP IN A PLACE WHERE YOU HAVE TO SEND MONEY BACK TO THE STATE.

THEY CALL THOSE CHAPTER 41 SCHOOL DISTRICTS.

AND THIS YEAR, DESOTO ISD WILL HAVE TO SEND MONEY BACK TO THE STATE THROUGH CHAPTER 21 REPAYMENT.

NEXT SLIDE. SO JUST TAKING A LOOK, ONE THING THAT WE KNOW SCHOOL DISTRICTS AROUND THE STATE, BUT IN PARTICULARLY DESOTO ISD HAS EXPERIENCED A SIGNIFICANT DECLINE IN ENROLLMENT.

AND SO WHEN WE'RE HAVING THAT DECLINE IN ENROLLMENT, THAT REALLY IMPACTS THE AMOUNT OF AVAILABLE FUNDING THAT WE HAVE WITHIN OUR DISTRICT.

NEXT SLIDE. SO WHAT DOES THAT LOOK LIKE? WE LOOKED AT WHAT DOES THAT LOOK LIKE FOR DESOTO ISD COMPARATIVELY.

AND WHAT I JUST SHARED A LOT OF AMAZING THINGS THAT WE ARE, YOU KNOW, THE TOP OF THE CLASS, THAT THIS IS A NUMBER THAT WE DON'T LIKE BEING AT THE TOP OF THE CLASS.

AND, AND THAT IS THE PERCENTAGE OF STUDENTS WHO WITHDRAWN FROM OR THE ENROLLMENT DECLINE WITHIN THE LAST FIVE YEARS.

AND AS YOU CAN SEE, THAT IS PRETTY SIGNIFICANT FOR DESOTO ISD.

SO WE HAVE TAKEN.

THERE IS A DOCUMENT THAT YOU CAN PULL UP ON THE STATE WEBSITE WHERE YOU CAN SEE, LIKE, WHAT ARE THE STUDENTS TRANSFERRING IN AND OUT AND COMING INTO THE DISTRICT.

I HEARD A QUITE A FEW THINGS THAT I WANTED TO USE NUMBERS TO TELL A STORY.

WELL, FIRST OF ALL, LAST YEAR WE HAD 6322 STUDENTS ENROLLED IN DESOTO ISD.

HOWEVER, THERE WERE 4540 STUDENTS WHO WERE SCHOOL AGED THAT RESIDED IN THE DESOTO ATTENDANCE BOUNDARIES THAT DID NOT CHOOSE DESOTO ISD SCHOOLS. SO THAT GAVE US A TOTAL SCHOOL AGE POPULATION OF 10,862 STUDENTS WITHIN OUR CITY.

OF THAT, 42% OF THOSE STUDENTS WERE CHOOSING SCHOOLS, PUBLIC SCHOOLS THAT WERE NOT DESOTO ISD.

AND THIS JUST COUNTS THOSE STUDENTS IN PUBLIC SCHOOLS.

SO WHETHER THAT'S CHARTER OR OTHER DISTRICTS.

SOMETHING ELSE THAT WE CONTINUALLY HEAR THAT DESOTO ISD IS AN OPEN DISTRICT AND WE'RE NOT AN OPEN DISTRICT.

WE ACTUALLY HAVE SELECTIVE ENROLLMENT.

AND WHAT THAT LAST NUMBER SHOWS, THE TRANSFER IN DATA SHOWS YOU HOW MANY STUDENTS ARE ATTENDING OUR DISTRICT SCHOOLS THAT DID NOT RESIDE IN OUR ATTENDANCE ZONE.

AND THAT WAS 120.

AND IF YOU LOOK AT THAT, COMPARATIVELY TO NEIGHBORING DISTRICTS, THAT NUMBER FOR DESOTO ISD IS CONSIDERABLY LOWER.

IN FACT, THERE ARE 340 STUDENTS THAT HAVE DESOTO ISD ADDRESSES THAT ARE ATTENDING SCHOOLS IN CEDAR HILL.

SO THAT'S WHAT THOSE NUMBERS IN PARENTHESES ARE.

NEXT SLIDE.

SO WHAT DOES THAT MEAN? ONE STUDENT, WHEN WE LOOK AT OUR STATE WEIGHTED FUNDING IS EQUAL TO ABOUT 7000, IS EQUAL TO $7,848.

AND FUNDING THAT WE RECEIVE FROM THE STATE.

AND SO WITH 4540 STUDENTS THAT ARE NOT CHOOSING TO SOTO ISD SCHOOLS THAT RESIDE IN OUR ATTENDANCE BOUNDARIES, THAT IS ACTUALLY A LOSS TO OUR DISTRICT OF $35,629,920.

SO WHEN CITIZENS ARE LIKE, WHY ARE THE LIGHTS NOT ON OVER HERE AT THIS TRACK AT EAST? AND WHY ARE WE NOT CUTTING THE GRASS? WELL, IF MOST OF MY SCHOOL DISTRICT'S BUDGET, 85% IS IN PAYROLL COST, AND THEN WHEN WE TAKE OUR FIXED COSTS, THAT LEAVES VERY LITTLE TO DO SOME OTHER THINGS.

AND SO THE SAYING OF SO GOES THE ISD, SO GOES THE COMMUNITY.

THIS IS SOME OF THE IMPACT.

AND SO THE QUESTION IS, WELL, WE'VE TALKED ABOUT THE PROBLEM.

WELL WHAT ARE WE DOING ABOUT IT.

NEXT SLIDE PLEASE.

SO WE KNOW THERE ARE A COUPLE OF THINGS THAT ARE CONTRIBUTING TO FINANCIAL CHALLENGES IN SCHOOL DISTRICTS ACROSS THE STATE ONE, DECLINING ENROLLMENT, ONE KIND OF DUE TO BIRTH RATE. BUT THEN THERE'S COMPETITION, A LACK OF LEGISLATIVE FUNDING.

WE HAVEN'T HAD AN INCREASE TO THE BASIC ALLOTMENT SINCE 2019.

BUT AS YOU KNOW, COSTS ARE GOING UP.

SO RECORD INFLATION IMPACTS US.

AND WITH RECORD INFLATION THAT CREATES PRESSURE TO INCREASE WAGES.

AND SO THAT PRESSURE CREATES COMPETITION FOR TALENT AND STAFF.

AND THEN ULTIMATELY WE'RE ASKING PEOPLE TO DO MORE WITH LESS.

SO THESE ARE THE STRATEGIC ACTIONS THAT WE'VE TAKEN TO BEGIN TO TURN THINGS AROUND FOR US.

THE FIRST THING IS WE HAVE MADE A CONCERTED EFFORT FOR DESOTO ISD TO BE THE CHOICE SCHOOL DISTRICT FOR STUDENTS AND FAMILIES IN OUR COMMUNITY.

SO WE HAVE CREATED CHOICE PROGRAMS THAT ARE TAILORED TO STUDENT NEEDS AND INTERESTS.

WE'RE WORKING TO INCREASE ENROLLMENT FOR CAMPUSES DUE TO PARENT AND COMMUNITY INTEREST.

WE HAVE INCREASED OUR GRADUATION RATES, AND THEN WE ARE ALSO WORKING TO JUST INCLUDE STUDENT VOICE, PARENT VOICE THROUGH A VARIETY OF ADVISORY GROUPS TO HELP US AS WE IDENTIFY STRATEGIC ACTIONS.

NEXT SLIDE. SO WITH THAT, IN TERMS OF OUR TOY SCHOOL, ONE OF THE FIRST THINGS THAT TRUSTEES ASKED ME TO DO WAS REOPEN AMBER TERRACE.

AND I THINK THAT THAT IS SOMETHING TO REALLY CELEBRATE THAT A SCHOOL THAT WAS ONCE CLOSED THIS YEAR IS OPEN AND FULL OF BRIGHT, BUBBLY AND LIVELY THREE AND FOUR YEAR OLDS. WE ALSO HAVE KATHERINE JOHNSON TECHNOLOGY MAGNET, WHICH IS RANKED ON BOTH THE ELEMENTARY AND MIDDLE SCHOOL AS A TOP SCHOOL BY US NEWS AND WORLD REPORT.

WE ARE EXCITED THAT WE ARE RELAUNCHING RUBY YOUNG AS A TALENTED AND GIFTED ACADEMY FOR K EIGHT STUDENTS.

AND SO AGAIN, THAT CAME FROM JUST SPEAKING TO PARENTS AND FAMILIES ABOUT THE TYPE OF CHOICE SCHOOLS THAT THEY WANTED IN THE COMMUNITY, AND TO REALLY ENSURE THAT WE ARE MEETING THE NEEDS OF OUR GIFTED AND TALENTED STUDENTS.

WE REOPENED THE WOODBRIDGE FINE ARTS ACADEMY, AND IF YOU WERE AT THE STATE OF THE DISTRICT, YOU HEARD OUR BABIES SING THE NATIONAL ANTHEM AND THEY ARE DOING SOME AMAZING

THINGS THERE AT THE FINE ARTS ACADEMY IN WOODBRIDGE.

WE'VE INSTITUTED AS A SCHOOL WITHIN A SCHOOL, OUR MALE LEADERSHIP ACADEMY.

AT WEST, WE HAVE OUR FINE ARTS PATHWAY THAT CONTINUES AT MACOWAN.

WE HAVE OUR EARLY COLLEGE HIGH SCHOOL, DESOTO HIGH SCHOOL.

AND AS I SHARED EARLIER, WE ARE LAUNCHING A PATHWAYS AND TECHNOLOGY EARLY COLLEGE HIGH SCHOOL IN THE FALL.

WE ALSO KNOW THAT PARENTS AND FAMILIES WANT STRONG SCHOOLS WITHIN THEIR COMMUNITIES.

SO IN ADDITION TO COCKRELL HILL AND MOATS THEY WILL CONTINUE TO SHARE STUDENTS.

COCKRELL HILL WILL REMAIN PRE K TWO BECAUSE SOME PARENTS SAID THAT'S THE MODEL THAT THEY LIKE FOCUSED ON EARLY CHILDHOOD.

AND MOATS WILL CONTINUE TO HAVE THREE THROUGH FIVE.

BUT WE ALSO HAVE THERE A DUAL LANGUAGE PROGRAM.

AND WE ARE WORKING TO IMPLEMENT MORE TWO WAY MODELS SO THAT OUR STUDENTS WHO ARE NATIVE ENGLISH SPEAKERS CAN ALSO BEGIN TO LEARN SPANISH.

AND THEN WE ARE EXCITED TO AGAIN LISTENING TO COMMUNITY VOICE, THAT THE MEADOWS ELEMENTARY WILL REOPEN AS A TRADITIONAL K-5 ELEMENTARY SCHOOL IN THE FALL.

SOME OTHER STRATEGIC ACTIONS THAT WE'VE MADE.

AS I SHARED, WE ARE OPENING A CHOICE OPTION OF A P-TECH REDESIGN.

AND RUBY YOUNG, WE HAD A CHOICE FAIR AT EMBER TERRACE TO STRATEGICALLY RECRUIT AND ENSURE THAT OUR STUDENTS IN PRE-K WERE CHOOSING OUR DISTRICT SCHOOLS FOR KINDERGARTEN.

AND THEN WE HAD LOTS OF PARENTS WHO SAID, YOU KNOW WHAT? WE LIKE THE HIGH SCHOOL FIELD, BUT WE WANT A SMALL HIGH SCHOOL FOR OUR STUDENTS.

AND SO WE ARE RELOCATING OUR EARLY COLLEGE AND P-TECH PROGRAMS TO OUR FRESHMAN CAMPUS IN THE FALL.

SO WE STILL WILL HAVE THE SAME SCHOOL WITHIN A SCHOOL, WITH THE STUDENTS BEING ABLE TO ACCESS THE EXTRA CURRICULAR COMPONENTS, BUT TO ENSURE THAT THERE IS THAT FOCUS ON JUST THE RIGOR THAT'S REQUIRED FOR THOSE STUDENTS TO BE TAKEN ON THE CHALLENGE OF HIGH SCHOOL AND COLLEGE AT THE SAME TIME.

AND FOR THOSE WHO ARE SEEKING A SMALLER ENVIRONMENT, WE ARE RELOCATING OUR EARLY COLLEGE PROGRAMS. WE ARE WORKING TO INCREASE OUR COMMUNITY OUTREACH.

WE'RE HAVING A NINTH GRADE SUMMER BRIDGE PROGRAM FOR ALL OF OUR NINTH GRADE STUDENTS.

THIS SUMMER. WE ARE ENGAGING IN A PRETTY AGGRESSIVE WELCOME HOME CAMPAIGN.

WE WANT OUR DESOTO RESIDENTS TO CHOOSE DESOTO ISD SCHOOLS AND THEN STAFF INCENTIVE OPPORTUNITIES.

NEXT SLIDE. AND SO THINGS THAT WE'VE ALREADY TAKEN TO ADDRESS SOME OF THE THINGS THAT WE SHARED, LIKE I SAID, THOSE STRATEGIC ACTIONS, WE ALSO HAVE LOOKED AND HAVE BEEN VERY STRATEGIC IN REDUCING OUR STAFF TO RIGHT SIZE TO ENSURE THAT OUR STAFFING BALANCES ARE ALIGNED TO OUR STUDENT ENROLLMENT, BOTH AT CAMPUSES AND CENTRAL STAFF.

WE IN SCHOOL FUNDING IS.

ONE THING I DID NOT SAY IS THAT YOU HAVE TO PROJECT TWO YEARS IN ADVANCE HOW MANY STUDENTS ARE GOING TO ATTEND SCHOOL ON AVERAGE EACH DAY? SO NOT BEING ENROLLED IN YOUR SCHOOL, BUT HOW MANY ARE GOING TO COME TO SCHOOL ON AVERAGE EACH DAY? AND THAT'S HOW THE SCHOOL DISTRICT FUNDING IS ALLOCATED.

WELL I DON'T KNOW ABOUT YOU ALL, BUT I DIDN'T HAVE A GLOBAL PANDEMIC ON MY CALENDAR, AND I'M SURE THE PEOPLE THAT WERE IN THE DISTRICT DIDN'T EITHER.

AND THEN GOING INTO THE 2324 SCHOOL YEAR, I'M SORRY, 2223 SCHOOL YEAR, WE ACTUALLY HAD A DECLINE IN ENROLLMENT OF ABOUT 1000 STUDENTS.

AND SO THAT IMPACTED THE AMOUNT OF THE MONEY THAT WE RECEIVED FROM THE STATE.

AND THAT WAS A SIGNIFICANT LIFT, BECAUSE TO BE HONEST WITH YOU, THAT HAD ONLY HAPPENED ONE OTHER TIME IN STATE HISTORY, AND THAT WAS FOR FORNEY ISD, THAT THE DISTRICT THAT HAD DONE IT. AND AS A FIRST YEAR SUPERINTENDENT, I'M REALLY PROUD THAT I WAS ABLE TO ACHIEVE THAT FOR OUR DISTRICT.

SO IN ESSENCE, WHAT THAT DID IS WE WERE ABLE TO RECEIVE AN $18 MILLION LOAN TO REPAY THE STATE AT NO INTEREST TO US.

AND SO THE STATE TAKES THAT OFF OF OUR FUNDING ON THE TOP TO REPAY THAT OVERPAYMENT.

AND A BIG MISCONCEPTION IS THAT PEOPLE ARE LIKE, WELL, THAT WAS A MISMANAGEMENT OF FUNDS.

AND IT'S NO, WE WERE PAID ON A PROJECTED ATTENDANCE AMOUNT THAT WE DID NOT HIT.

AND SO THE STATE IS A LITTLE BIT WORSE THAN THE IRS.

THE IRS WILL GIVE YOU A PAYMENT PLAN.

THE STATE THEY JUST TAKE IT OFF THE TOP.

AND SO WE TALKED TO THEM ABOUT GIVING THEM INCREMENTS OF OF $6 MILLION TO PAY THAT BACK.

AND THEN WE'VE WORKED TO REDUCE OUR OVERALL EXPENDITURES.

STAFF AND THE CONSULTING ENGINEERING FIRM JUST FELT LIKE THE THEY DIDN'T PROVIDE SUFFICIENT DOCUMENTATION TO SHOW THAT THEY WERE ABLE TO PERFORM THE LEVEL OF WORK TO THE LEVEL OF COMPLEXITY THAT THIS PROJECT REQUIRES.

AND SO AT THAT, FOR THAT REASON STAFF RECOMMENDS REJECTING THE LOW BID AND GOING WITH THE SECOND LOW BID.

IN THIS CASE, THE THE LOW BID WAS $832,643.

THE SECOND LOW BID, THE ONE THAT WE'RE PROPOSING TO BE ACCEPTED IS $992,510.

SO THAT IS ITEM TEN.

AND THEN ON ITEM 11, ITEM 11 HAS TO DO WITH OUR WESTMORELAND PUMP STATION REHABILITATION PROJECT.

SO RIGHT NOW WE'RE IN THE PROCESS OF DESIGNING IMPROVEMENTS TO THE PUMP STATION.

WE'RE ABOUT 90% COMPLETE.

AND SO WHAT WE'RE LOOKING AT DOING IS PRE PURCHASING SOME OF THE PUMPS AND MOTORS, AS WE'VE DONE IN THE PAST, SO THAT WE WILL HAVE THOSE BECAUSE THERE'S A LONG LEAD TIME FOR PRODUCTION. AND SO WHAT WE WERE TRYING TO DO IS AVOID DELAYS IN THE PROJECT.

SO WE WANTED TO HAVE THOSE THAT EQUIPMENT ON SITE WHEN WE NEEDED IT.

AND SO AS A RESULT, WHAT WE'RE LOOKING TO DO IS PRE ORDER SOME OF THAT EQUIPMENT.

AND AS A PART OF THIS BID PACKET THE CONSULTANT ENGINEERING FIRM AND STAFF PROVIDED A LIST OF ACCEPTABLE EQUIPMENT AND MANUFACTURERS.

SO EQUIPMENT, EQUIPMENT AND BRANDS.

AND SO A, A FIRM IS ALLOWED TO SUBMIT AN ALTERNATE BRAND, BUT THEY HAVE TO SHOW PROOF THAT THAT ALTERNATE BRAND IS COMPATIBLE AND CONSISTENT WITH THE PERFORMANCE OF WHAT WAS SPECKED.

AND AS YOU GUYS KNOW, THIS THIS HAS BEEN IN THE WORKS FOR A VERY LONG TIME GOING BACK 20 PLUS YEARS, I BELIEVE CITY COUNCILS IN THIS COMMUNITY HAVE ADOPTED PLANS AND POLICIES THAT ENVISIONED THE HAMPTON ROAD CORRIDOR TO BE SOMETHING DIFFERENT WITHIN THIS AREA.

A UNIQUE DESTINATION WITHIN DESOTO THAT ISN'T LIKE OTHER AREAS IN DESOTO.

AND THE GOAL AT A VERY HIGH LEVEL, I THINK, WAS TO CREATE REALLY A DOWNTOWN OR MAIN STREET FEEL THAT MANY COMMUNITIES HAVE AND MOST PEOPLE ENJOY BEING IN. AND THIS WAS A PLACE THAT HAD BEEN IDENTIFIED FOR MANY, MANY YEARS FOR THAT TO HAPPEN.

FOLLOWING UP ON THAT, AN ECONOMIC ASSESSMENT WAS DONE THAT LOOKED AT WHAT ARE THE THINGS THAT THE CITY COULD DO TO SUPPORT THAT VISION.

AND OUT OF THAT CAME A MORE DETAILED LAND USE STUDY THAT HAD IDENTIFIED DIFFERENT SUBAREAS WITHIN THE CORRIDOR AREA.

THE CITY COUNCIL ADOPTED A TWO YEAR OR A TAX INVESTMENT TAX INCREMENT REINVESTMENT ZONE, EXCUSE ME, WHICH IS A FUNDING TOOL TO DIRECT IMPROVEMENTS AND PAY FOR IMPROVEMENTS WITHIN THIS SPECIFIC AREA.

ALSO ADOPTED WAS A STREETSCAPE MASTER PLAN IN 2022, WHICH WAS FOCUSED ON THE REDESIGN OF THE ROAD PRIMARILY AND ADDED TO THIS LIST I SHOULD HAVE PROBABLY PUT ON.

THERE WAS THE ADOPTION OF THE CHARACTER CODE ITSELF, THE TEXT AMENDMENT.

SOME COUPLE OF MONTHS AGO.

AND THAT VISION AT ITS HEART, AGAIN, IS REALLY ABOUT CREATING A WALKABLE MAIN STREET CHARACTER AND FEEL WITHIN THIS ONE LOCATION WITHIN DE SOTO. AND THERE ARE DIFFERENT PARTS THAT THAT SORT OF MAKE THAT VISION COME TO REALITY, RIGHT? THERE'S A BOLD VISION ABOUT REDESIGNING THE CHARACTER OF THE ROADWAY ITSELF TO MAKE IT A SLOW MOVING STREET WHERE CARS AREN'T FLYING BY, TO CREATE MORE OPPORTUNITIES FOR PEOPLE TO WALK AND BIKE.

PRIVATE DEVELOPMENT ON PRIVATE PROPERTY HAS A BIG IMPACT ON ON THE ABILITY TO CREATE AN ENVIRONMENT LIKE THOSE PLANS CALLED FOR AS WELL.

SO THINKING CAREFULLY, NOT ONLY ABOUT THE DEVELOPMENT AND HOW IT'S DESIGNED TO FRONT AND IMPACT POSITIVELY THE EXPERIENCE ON HAMPTON ROAD ITSELF, BUT TRYING TO FIND WAYS

TO INCORPORATE A MIX OF USES, INCLUDING RESIDENTIAL USES IN THE AREA TO SUPPORT REVITALIZATION OF THE CORRIDOR AND NEW BUSINESSES LIKE RESTAURANTS AND DESTINATION LOCATIONS LIKE THAT THAT WERE ENVISIONED IN ALL THOSE PLANS THAT THAT WERE ADOPTED IN THE PAST.

AND THAT'S WHERE THIS CHARACTER CODE COMES INTO PLAY.

THE CHARACTER CODE SETS UP A STANDARD KIND OF ZONING REQUIREMENTS, LIKE REQUIREMENTS FOR MAXIMUM HEIGHT AND SETBACKS FROM PROPERTY LINES AND THINGS LIKE THAT.

BUT IT ALSO INCORPORATES OTHER VARIABLES THAT ARE AIMED AT CREATING A BETTER PUBLIC ENVIRONMENT.

THEY'RE FOCUSED ON THE INTERFACE BETWEEN PRIVATE DEVELOPMENT AND WHAT HAPPENS WITHIN THE RIGHT OF WAY, WHERE PEOPLE ARE WALKING, WHERE PEOPLE ARE DRIVING, WHERE PEOPLE MIGHT BE BIKING AND TRYING TO CREATE A AGAIN, YOU JUST USE IT AGAIN, THAT KIND OF MAIN STREET, WALKABLE FEEL.

THERE'S PARKING BETWEEN THE BUILDING AND THE STREET THAT WOULD STILL BE ALLOWED THERE.

BUT TO CREATE A BETTER PUBLIC REALM AND PEDESTRIAN ENVIRONMENT, MAKING SURE THAT THERE'S QUALITY LANDSCAPING, BUFFERING THOSE PARKING AREAS AND THE PUBLIC SIDEWALK. SO THAT'S WHAT THAT ONE'S ABOUT.

URBAN NEIGHBORHOOD.

OH, I SHOULD HAVE SAID NEIGHBORHOOD SERVICES BETWEEN 1 AND 2 STORIES THERE.

URBAN NEIGHBORHOODS. SO THE AREAS IN GOLD THAT'S REALLY AFTER A MIX OF URBAN KIND OF RESIDENTIAL BUILDING FORMS, THINK APARTMENTS, TOWNHOUSES, THINGS OF THAT SCALE. HAD HAD ANY ONE OF THOSE GONE THROUGH.

IT WOULD HAVE BEEN A CATALYTIC CATALYTIC STORM FOR THE AREA GOING DOWN HAMPTON ROAD, HAMPTON ROAD, BELTLINE AND AND SO ON.

AND SO WITH THAT, I BELIEVE WE CAN GET TO SOME PLACE THAT'S HAPPY.

I MEAN, AT THIS POINT, OUR GUARANTEED MAX PRICE ESTIMATE IS BASED OFF 100% CONSTRUCTION DOCUMENTS, WHICH MEANS THAT WE ARE THERE.

AND WE HAD $43.2 MILLION BUDGETED FOR THE CONSTRUCTION OF THIS FACILITY.

AND AS YOU CAN SEE, IT ACTUALLY CAME IN AT $42,862,206.

SO THAT'S WHERE WE ARE WITH IT.

SO THE FUNDS ARE BUDGETED IN OUR CAPITAL IMPROVEMENT PROJECT.

AND THIS KIND OF SHOWS OUR COURSE OF HOW WE HOW WE GOT HERE.

AND AS YOU LOOK AT THE DATES UP TOP, YOU SEE HOW THAT NUMBER KIND OF BALLOONED.

AND AND THEN IT ULTIMATELY CAME BACK DOWN TO WHERE WE ARE RIGHT NOW.

SO AND AGAIN, THERE'S A LOT OF WORK THAT HAS GONE INTO THIS THAT THAT, THAT THE AVERAGE GUY DOESN'T SEE.

BUT NOW DURING OUR FINAL GMP, AS YOU CAN SEE, WE'RE AT 18, A LITTLE BIT OVER 18, ALMOST $19 MILLION AT 54%, WHICH EXCEEDS OUR GOAL OF 30%. AND I THINK YOU ALL HAVE AS COUNCIL WAS AT 20%.

SO WE'RE PLEASED WITH WITH THAT OUTCOME.

NOW GETTING TO I GUESS WHERE WE REALLY WANTED TO GET TO IS WHEN IS THIS GOING TO HAPPEN?
