THE PROCLAMATION SAYS, WHEREAS THE WELLBEING AND PROTECTION OF ANIMALS IS THE MATTER OF GREAT IMPORTANCE TO OUR COMMUNITY.
AND WHEREAS ANIMAL CONTROL, CARE, AND CONTROL PROFESSIONALS THROUGH DEDICATION AND TIRELESS EFFORTS PLAY A CRUCIAL ROLE IN ENSURING THE SAFETY, WELFARE, AND HUMANE TREATMENT OF ANIMALS.
AND WHEREAS THESE PROFESSIONALS WORK DILIGENTLY TO ENFORCE ANIMAL WELFARE LAWS, PROVIDE EMERGENCY RESPONSE AND ASSISTANCE TO ANIMALS IN DISTRESS, PROMOTE RESPONSIBILITY TO PET O OWNERSHIP AND FACILITATE ADOPTION TO LOVE HO LOVING HOMES.

UH, CAMERON WASHINGTON IS A SENIOR AT DESOTO HIGH SCHOOL WITH A WEIGHTED GPA OF 4.3.
CAMERON WANTS TO ATTEND MISSISSIPPI STATE UNIVERSITY, MAJORING IN SECONDARY EDUCATION WITH A MINOR IN KINESIOLOGY, WITH A PURSUIT TO BECOME A HIGH SCHOOL TEACHER AND COACH WITH HOPES TO MOVE ON TO THE COLLEGIATE LEVEL.
I THINK THAT DESERVES A HAND CLAP.
CAMERON HAS VOLUNTEERED AT THE DESOTO PUBLIC LIBRARY HELPING WITH THE SUMMER READING PROGRAM AND AT HIS CHURCH CONCORD.
HE IS CURRENTLY AN INTERN FOR THE CITY MANAGER'S OFFICE AND HAS DISPLAYED PROFESSIONALISM, LEADERSHIP, AND TEAMWORK.

BRANDY AND IT READS, WHERE IS MAY PRETEND BEFORE YOU PROCEED, WE'RE GONNA ASK ALL OF THE LADIES OF DELTA SIGMA THETA IF THEY WOULD JOIN US AT THE FRONT FOR THE PRESENTATION.

AND THE PROCLAMATION READS, WHEREAS 51 MEMBERS OF DELTA SIGMA THETA SORORITY CAME TOGETHER TO CHARTER A NEW CHAPTER IN THE SOUTHERN SECTOR OF DALLAS COUNTY ON APRIL 30TH, 2004, THE SOUTHWEST DALLAS COUNTY ALUMNI CHAPTER SOUTHWEST DALLAS COUNTY ALUMNI OF DELTA SIGMA THETA SORORITY INCORPORATED, OFFICIALLY LAUNCHED A NEW ERA OF COMMUNITY SERVICE CONCENTRATED IN THE BEST SOUTHWEST FOR WHICH IT WAS NAMED.
THE CHAPTER CHARTER MEMBERS WERE A UNIQUE GROUP BECAUSE MANY OF THEM WERE INACTIVE SORORITY SISTERS WITH THE DESIRE TO REDEDICATE THEMSELVES TO PUBLIC SERVICE, THE BASIC TO NET OF THE ORGANIZATION.
THEY CAME FROM EVERY PART OF THE UNITED STATES AND VARIOUS PROFESSIONAL BACKGROUNDS.
AND WHEREAS SOUTHWEST DALLAS COUNTY ALUMNI, THE THIRD ALUMNI CHAPTER CHARTERED IN DALLAS, HAS THE SECOND LARGEST MEMBERSHIP AND HAS MEMBERS SERVING IN LEADERSHIP ROLES AS THE, AT THE STATE, REGIONAL AND NATIONAL LEVELS OF THE ORGANIZATION.
THE IMPACT OF THEIR LEADERSHIP AND SERVICE IS ALSO PREVALENT IN ELECTED AND APPOINTED POLITICAL AND CIVIC POSITIONS IN OUR SERVICE AREA AND THROUGHOUT THE DFW METROPLEX.
AND WHEREAS THROUGHOUT THE 20 YEAR HISTORY OF SOUTHWEST DALLAS COUNTY ALUMNI, THE CHAPTER HAS SUPPORTED NATIONAL AND LOCAL PROGRAMS THAT PROMOTE AN AWARENESS OF VARIOUS ARTISTIC FIELDS.
EDUCATE CHAPTER MEMBERS IN THE AREA OF ARTS AND LETTERS ENCOURAGED THE DEVELOPMENT OF INDIVIDUALS AND COLLECTIVE SKILLS IN THE LIBERAL ARTS SHOWCASE SPECIAL TALENTS, WHICH HAVE CONTRIBUTED TO AN INCREASED SENSITIVITY TO AN APPRECIATION OF ARTISTIC EXPRESSION AND CONTINUES TO SUPPORT ORGANIZATIONS THAT FOSTER ARTISTIC AND RELATED DISCIPLINES.

LET'S BEGIN BY LOOKING AT OUR GENERAL FUND.
OUR GENERAL FUND REVENUE IS TRACKING RIGHT ON TIME WITH WHAT WE EXPECTED, 76.9% IN REVENUE.
AND WE CAN SEE THAT THAT IS, UM, A LOT ATTRIBUTED TO, UH, THE VARIOUS CATEGORIES THAT HAVE, UM, THAT ARE IN EXCESS OF WHAT WE EXPECTED AT THIS POINT IN TIME, SUCH AS PROPERTY TAX, WHICH IS AT 97.4%, WHICH IS REALLY WHAT WE LIKE TO SEE THERE.
OUR FINES AND FORFEITURES ARE UP THIS YEAR AS WELL.
WE'RE, WE'RE ALREADY AT 63.3% AND YOU CAN SEE THE VARIOUS OTHER CATEGORIES THAT ARE LISTED THERE.
OF COURSE, WE KNOW WE BUDGETED 58.5 MILLION IN REVENUE AND WE HAVE COLLECTED 45 MILLION SO FAR.
OUR GENERAL FUND EXPENDITURES ARE NEXT.
WE HAVE THOSE OF COURSE, SEPARATED OUT BY DEPARTMENT.
UH, WE HAVE OUR ORIGINAL BUDGETS, ANY BUDGET REVISIONS TO DATE, AS WELL AS OUR YEAR TO DATE ACTUALS.
WE HAVE SPENT 24.4 MILLION IN THE GENERAL FUND.
THAT PUTS US AT 42.4% JUST BELOW WHERE WE WERE THIS TIME LAST YEAR.
ALL OF THE CATEGORIES ARE TRACKING JUST ABOUT, UM, ON TIME AND, AND WHAT WE LIKE TO SEE HERE.
SO, UM, NO MAJOR DEVELOPMENTS THERE.
A LOT OF THE, UH, ACTUAL DEPARTMENTS ARE BELOW, UH, WHERE THEY WERE THIS TIME LAST YEAR.
AS YOU CAN SEE, SOME OF THAT IS ATTRIBUTED TO PERSONNEL, BUT SUMMATIVE OF IT IS DI UH, ATTRIBUTED TO TIMING FOR, UM, CONTRACTED SERVICES IN DIFFERENT, UM, TYPES OF EXPENDITURES.
OUR PUBLIC UTILITY FUND IS NEXT.
WE HAVE COLLECTED 13 MILLION IN REVENUE, WHICH PUTS US AS 46.5%.
THAT'S ALMOST RIGHT EXACTLY WHERE WE WERE THIS TIME LAST YEAR.
WITH OUR REVENUE, WE KNOW THAT OUR MAJOR SOURCES THERE ARE GONNA BE JUST OUR REGULAR WATER AND SEWER SALES.
UM, IN ADDITION TO, UM, SOME OF THE SMALLER REVENUES SUCH AS, UH, WATER SERVICE, UM, RECONNECTS, RECONNECTS AFTER HOURS AND THINGS LIKE THAT.
UM, NEW SUBDIVISION WATER IS LISTED THERE AS WELL.
WE'VE COLLECTED 20,000 SO FAR.
SO OVERALL 13 MILLION IF WE MOVE DOWN TO OUR EXPENDITURES AND PUBLIC UTILITIES ALSO, WE'RE RIGHT WHERE WE EXPECT IT TO BE WITH 43.7%.
OUR CATEGORIES FOR OUR EXPENDITURES ARE LISTED THERE.

ON APRIL THE 18TH, 2023 STAFF, THE CONSULTANTS FROM HALF PRESENTED THE FINDINGS AND RECOMMENDATION AND RECOMMENDED MITIGATION MEASURES TO THE CITY COUNCIL.
IN A WORK SESSION MEETING, STAFF PROVIDED AN UPDATE PRESENTATION WITH DIFFERENT OPINION, WITH DIFFERENT OPTIONS DURING THE MAY 2ND, 2020 THIRD CITY COUNCIL MEETING.
FOLLOWING DISCUSSION BY THE CITY COUNCIL, THE COUNCIL DIRECTED STAFF TO PROCEED WITH ALTERNATIVE THREE, WHICH PROVIDES A DRAINAGE CHANNEL, A DETENTION POND, AND DOWNSTREAM IMPROVEMENTS TO THE GLEN BRANCH WITH AN ESTIMATED COST OF 2.2 MILLION FOR THE DESIGN AND CONSTRUCTION PROJECT.

TONIGHT, REPRESENTATIVES FROM MY CONSULTANTS ARE HERE TO GIVE YOU THAT 15% UPDATE.

I'LL BE PRESENTING A STATUS UPDATE ON THE WOLF CREEK ESTATES DRAINAGE IMPROVEMENTS PROJECT.

I'LL BE GOING OVER THE PROJECT HISTORY, THE PROJECT STATUS, AND THE SCHEDULE MOVING FORWARD.
UM, OUR TEAM AT HALF INCLUDES MYSELF, LAUREN HAYWORTH, THE WATER RESOURCES ENGINEER, RESPONSIBLE FOR THE HYDRAULIC MODELING OF BOTH PHASE ONE AND PHASE TWO OF THE PROJECT.
AND TODD WOODSON, THE PRINCIPAL IN CHARGE.
WE STARTING WITH THE PROJECT HISTORY, WOLF CREEK ESTATES IS LOCATED AT NORTHWEST CORNER OF SOUTH COCKLE HILL ROAD AND WEST PARKVILLE ROAD.
THE UNDEVELOPED TRACK TO THE WEST OF THE SUBDIVISION NATURALLY DRAINS THROUGH THE WOLF CREEK ESTATES SUBDIVISION AND CAUSES FLOODING WITHIN WOLF CREEK ESTATES.
IN AUGUST, 2022, A MAJOR RAIN EVENT CAUSED HEAVY FLOODING AND PROPERTY DAMAGE WITHIN WOLF CREEK ESTATES.
AFTER THIS FLOOD EVENT, THE CITY CONDUCTED A MEETING WITH WOLF CREEK ESTATE'S PROPERTY OWNERS, AND AFTER THIS MEETING, THE CITY RETAINED HALF TO DEVELOP ALTERNATIVES TO ADDRESS THIS, THESE FLOODING PROBLEMS. THIS WAS PHASE ONE OF THE PROJECT.
IN PHASE ONE OF THE PROJECT THREE ALTERNATIVES WERE DEVELOPED AND EACH ALTERNATIVE FEATURED DIFFERENT VARIATIONS OF TRAPEZOIDAL CHANNEL IMPROVEMENTS.
RCP AND RCB PIPE ALIGNMENTS, DETENTION PONDS, AND IMPROVEMENTS ALONG GLEN BRANCH.
THE CITY THEN CHOSE ALTERNATIVE NUMBER THREE, WHICH FEATURES TWO TRAPEZOIDAL CHANNELS, A DETENTION POND, 280 LINEAR FEET OF RCP UNDERNEATH BARKERVILLE ROAD AND CHANNEL WIDENING ALONG GLEN BRANCH.
IN AUGUST, 2023, THE CITY RETAINED HAFT TO PREPARE CONSTRUCTION DRAWINGS FOR THIS ALTERNATIVE.
NUMBER THREE, MAKING PHASE TWO OF THE PROJECT.
NOW SOME ADDITIONAL INFORMATION ON HOW PHASE ONE OF THE PROJECT WAS CONDUCTED HAVE STARTED BY ANALYZING THE EXISTING DRAINAGE AREA AND DETER AND DETERMINING HOW MUCH FLOW OF WATER WOULD NEED TO BE COLLECTED BY THIS SYSTEM IN 100 YEAR STORM EVENT.
WE ALSO ANALYZE THE EXISTING STORM SYSTEM WITHIN WOLF CREEK ESTATES.
BASED ON THIS INFORMATION, IT WAS DETERMINED THAT THE EXISTING STORM SEWER LINES DO NOT PROVIDE ENOUGH CAPACITY TO PROPERLY DRAIN THE SUBDIVISION IN A HUNDRED YEAR STORM EVENT.
THE LACK OF CAPACITY IN THE SYSTEM DURING A 100 YEAR STORM EVENT IS DUE TO A COMBINATION OF INSUFFICIENT INLET AND MAIN TRUNK LINE CAPACITY.
USING THE DRAINAGE DATA FOR THE AREA HALF, MODELED THE 100 YEAR STORM EVENT AND CREATED THREE PROPOSED ALTERNATIVES.
AS MENTIONED BEFORE, THE FLOOD HAZARD MAP ON THE LEFT, UH, SHOWS THE EXTENT OF THE FLOODING WITHIN WOLF CREEK ESTATES WITH THE CURRENT SYSTEM DURING A 100 YEAR STORM EVENT.
AS YOU CAN SEE, THE DETENTION PONDS WITHIN THE SUBDIVISION AREA ARE OVERWHELMED IN THE EXISTING STORM DRAIN SYSTEM.
SIMULATION SHOWS THAT 35 STRUCTURES AND MULTIPLE STREETS ARE AT RISK FOR FLOODING.
THE FLOOD HAZARD MAP ON THE RIGHT SHOWS CONCEPTUAL ALTERNATIVE NUMBER THREE, AND ITS ASSOCIATED FLOODING IMPACTS WITH THIS ALTERNATIVE, 29 PROPERTIES ARE NO LONGER AT RISK FOR FLOODING, AND THE WATER COMING TO FROM THE WEST OF THE SUBDIVISION IS REDIRECTED UNDERNEATH PARKVILLE ROAD THROUGH GLEN BRANCH.
NEXT, WE WILL COVER THE CURRENT STATUS OF THE PROJECT.
TO BEGIN PHASE TWO, THE DESIGN OF CONCEPTUAL ALTERNATIVE NUMBER THREE HALF IN THE CITY MET WITH BOTH THE WOLF CREEK ESTATE'S PROPERTY OWNERS AND THE PROPERTY OWNERS TO THE WEST AND TO THE SOUTH, WHERE THE PROPOSED CHANNEL AND DETENTION POND IMPROVEMENTS WILL BE CONSTRUCTED.
NEXT ON THE GROUND SURVEY AND BOUNDARY RESOLUTION WERE PERFORMED.
GEOTECHNICAL FIELD WORK WAS ALSO CONDUCTED WHERE GEOTECHNICAL ENGINEERS TOOK BORINGS ALONG THE AREAS OF PROPOSED IMPROVEMENTS.
THIS INFORMATION WILL BE USED TO ANALYZE THE SOILS OF THE SITE AND CREATE A SUSTAINABLE DESIGN.
NEXT HALF SUBMITTED THE 15% DESIGN OF THE IMPROVEMENTS, INCLUDING THE EXHIBIT AND OPINION OF PROBABLE CONSTRUCTION COSTS.
IN ADDITION TO THE 15% DESIGN, HALF ALSO PERFORMED WORK IN, IN ACCORDANCE WITH THE SUPPLEMENTAL AGREEMENT, NUMBER ONE, INCLUDING EXPANSION OF THE AREA TO BE INCORPORATED WITHIN THE DRAINAGE STUDY AT THE REQUEST OF THE PROPERTY OWNER, UH, TO THE WEST OF WOLF CREEK ESTATES.
ALSO AT THE REQUEST OF THIS PROPERTY OWNER, AN ADDITIONAL EASEMENT WILL BE ADDED TO KEEP THE PROPOSED ATTENTION POND WITHIN A SEPARATE EASEMENT FROM THE CHANNEL.
EVALUATION OF A PROPOSED CREEK CROSSING, UH, WAS PERFORMED AT THE REQUEST OF THE PROPERTY OWNER TO THE SOUTH OF WOLF CREEK ESTATES.
AND ADDITIONAL SURVEY WORK WAS PERFORMED ALONG GLEN BRANCH.
AND FINALLY, JUST LIKE LAST WEEK, HALF IN THE CITY MET WITH THE US ARMY CORPS OF ENGINEERS FOR A PRE-APPLICATION MEETING.
THE 15% DESIGN SUBMITTAL, REFINED CONCEPTUAL ALTERNATIVE.
THREE, UM, THE 15% DESIGN EXHIBIT FEATURES PRELIMINARY CHANNEL

AND DETENTION POND LAYOUTS PROFILES, AND TYPICAL SECTIONS AS SHOWN IN THE IMAGE ON THE SCREEN.UH, THE PROPOSED ALTERNATIVE CURRENTLY INCLUDES 1,430 LINEAR FEET OF TRAP CHANNEL, A PROPOSED ATTENTION POND WIDTH, UH, WITH FLOOR WIDTH OF 340 FEET BY 150 FEET, AND AN AVERAGE DEPTH OF SIX FEET, 200 LINEAR FEET OF RCP BENEATH PARKINSON ROAD, AND 1000 LINEAR FEET OF PROPOSED IMPROVEMENTS ALONG GLEN BRANCH.
AND AS MENTIONED BEFORE, THE UH, OPINION OF PROBABLE CONSTRUCTION COST IS 2.1 MILLION.
AS PART OF SUPPLEMENTAL AGREEMENT HALF EXPANDED THE AREA TO BE SERVED BY THE PROPOSED DRAINAGE IMPROVEMENTS AND UPDATED THE HYDRAULIC MODELING ACCORDINGLY, AS CAN SEE, UH, CAN BE SEEN IN THE IMAGES ON THE SCREEN.
UM, THE ADDITIONAL AREA WAS ADDED AT THE NORTHERNMOST SECTION ON THE PROPERTY, UH, TO THE WEST OF WOLF CREEK.
HALF ALSO EVALUATED THE CONSTRUCTION OF A CREEK CROSSING AT GLEN BRANCH.
HALF EXPLORED THREE OPTIONS INCLUDING UNIMPROVED GRASS, LOW WATER CROSSING, CONCRETE LINE, LOW WATER CROSSING, AND A CULVERT CROSSING.
THESE VARIOUS OPTIONS WERE DISCUSSED WITH THE US ARMY CORPS OF ENGINEERS.
IN THE PRE-APPLICATION MEETING LAST WEEK, THE CITY AND HALF MET WITH THE CORPS, UH, FOR THIS PRE-APPLICATION MEETING TO DISCUSS THE PERMITTING OPTIONS FOR IMPROVEMENTS MADE ALONG GLEN BRANCH.
HALF ENVIRONMENTAL ENGINEERS DETERMINED THAT THIS SECTION OF GLEN BRANCH IS AN INTERMITTENT STREAM AND IS THEREFORE CONSIDERED WATERS OF THE UNITED STATES BECAUSE GLEN BRANCH IS WATERS THE UNITED STATES.
IT FALLS UNDER THE JURISDICTION OF THE, OF THE UNITED STATES ARMY CORPS OF ENGINEERS AND IS SUBJECT TO THEIR RULES AND REGULATIONS.
THE FIRST THING DISCUSSED IN THIS MEETING, THE CORPS WITH THE CORPS, WAS THE PROPOSED IMPROVEMENTS ALONG GLEN BRANCH.
BY DEFINITION, THE WATERS OF THE US IS THE AREA BETWEEN THE ORDINARY HIGH WATERMARKS ON EITHER SIDE OF THE CREEK.
OUTSIDE OF THIS, THE COURT DOES NOT REGULATE THE PROPOSED IMPROVEMENTS.
THE INITIAL DESIGN CALLED FOR A FLAT BOTTOM TRAPEZOIDAL CHANNEL THAT WOULD CHANGE THE FLOW LINE OF THE CHANNEL AND MAKE IT LINEAR.
THIS WOULD AFFECT A LARGE AMOUNT OF THE WATERS OF THE US, UM, TEARING UP THE CHANNEL AND THEREFORE REQUIRE EXTENSIVE PERMITTING AND MITIGATE COMPENSATORY MITIGATION.
AFTER DISCUSSING WITH THE CORE, UH, WE ARE NOW RECOMMENDING THAT THE IMPROVEMENTS ALONG GLEN BRANCH START OUTSIDE THE ORDINARY HIGH WATER MARK AS SHOWN IN OPTION TWO, THE CROSS SECTION, THE CHANNEL WILL BE BENCHED FROM THE ORDINARY HIGH WATER MARK.
THIS WILL NOT AFFECT THE HYDRAULICS OF THE CHANNEL NEGATIVELY, AND IT WILL MEAN LESS REGULATION BY THE CORE AND LESS MONEY SPENT ON MITIGATION.
THE NEXT TOPIC IN THE GLEN BRANCH MEETING WAS HOW TO ADDRESS THE PROPOSED CREEK CROSSING AT GLEN BRANCH.
AFTER DISCUSSION WITH THE CORE, WE DECIDED TO EXPLORE PERMITTING THE CROSSING UNDER NATIONWIDE PERMIT 14 FOR LINEAR TRANSPORTATION PROJECTS, OR PERHAPS SEEKING AN AGRICULTURAL EXEMPTION EXEMPTION FOR THIS CROSSING.
UM, AT THE MOMENT, WE'RE STILL IN THE PROCESS OF DETERMINING THE BEST COURSE OF ACTION FOR THIS, THE PERMITTING ON THE CROSSING.
ALL RIGHT, NOW FOR THE, UH, NEXT STEPS, THE SCHEDULE MOVING FORWARD, UM, THE 15% DESIGN HAS BEEN COMPLETED.
SO WE'LL NOW HAVE TO, UH, PROCEED WITH THE PREPARATION OF THE 65% DESIGNS AND REALLY REFINE THE DESIGN EVEN FURTHER.
ALSO, ADDITIONAL HYDRAULIC MODELING WILL NEED TO BE PERFORMED CONCURRENTLY WITH THE DESIGN, SO THE PROPOSED IMPROVEMENTS CAN BE OPTIMIZED.
IN ADDITION, GEOTECHNICAL AND ENVIRONMENTAL REPORTS AND RECOMMENDATIONS WILL BE PREPARED, WHICH WILL HELP TO GUIDE THE DESIGN PROCESS.
THE DESIGN IS EXPECTED TO BE COMPLETED IN OCTOBER, 2024, AND THE CONSTRUCTION IS EXPECTED TO BEGIN IN JANUARY, 2025 AND BE COMPLETED IN NOVEMBER, 2025.

IF I'M LOOKING AT THE REPORT WE RECEIVED IN OCTOBER, ACTUALLY I TAKE THAT BACK RIGHT NOW, IT SHOULD HAVE BEEN 95% DESIGN.
THAT'S BEEN DELAYED BECAUSE OF THE OTHER FINDINGS THAT YOU HAVE.
'CAUSE THAT WAS A LITTLE UNCLEAR WHAT'S PUSHED THE DESIGN BACK SIX MONTHS.
UH, SO THE DESIGN HAS BEEN PUSHED SOME BECAUSE OF, UH, TIME SPENT WITH PROPERTY OWNER COORDINATION, UH, MEETING WITH THE PROPERTY OWNERS WITHIN WOLF CREEK ESTATES AND ALSO PROPERTY OWNERS, UH, WHERE WE'RE MAKING THE IMPROVEMENTS.
UM, ALSO WE HAD A SUPPLEMENTAL AGREEMENT, UH, MADE FOR, TO, UH, ACCOMMODATE THE REQUEST OF THESE PROPERTY OWNERS.

THE PROCESSING TIME OF THAT, UM, ALLOWED US TO START ON THE 15% DESIGN IN JANUARY.SO KEEPING THE SAME INTERVALS THAT WE HAD SAID BEFORE, UM, IT'S JUST BEEN PUSHED BACK THE ACTUAL START OF THE 15% DESIGN.
AND YOU ALSO MENTIONED THAT WE'D HAVE TO STAY WITHIN THE, UM, ARMY CORPS, UH, REGULATIONS, WHICH I, YOU KNOW, BEING PRIOR SERVICE, I UNDERSTAND THE DIFFERENCE OF THAT FOR, FROM A, FROM A CIVILIAN STANDPOINT, BUT WHAT, WHAT COULD WE EXPECT FROM CHANGES OF THAT COULD BE MADE OR REQUIRED OF THE CITY TO MEET IN, IN THE DESIGN? SO, UH, THE INITIAL DESIGN WE HAD HAS THE, JUST TEARING UP THE WHOLE CHANNEL AND JUST MAKING IT LINEAR STRAIGHT DOWN THERE.
AND THAT WOULD HAVE A LOT OF COMPENSATORY MITIGATION BECAUSE IT WOULDN'T BE COVERED BY THE NATIONWIDE PERMIT COMPLETELY.
WE WOULD HAVE TO, UH, BASICALLY PAY FOR ALL THE, THE WATERS, THE US THAT YOU AFFECT.
AND SO NOW WE ARE RECOMMENDING TO JUST STAY OUTSIDE OF THAT ORDINARY HIGH WATER MARK AND STILL BENCH OUT THE CHANNEL IN A TRAPEZOIDAL SHAPE, JUST NOT BE TOUCHING THAT PILOT CHANNEL THAT GOES THROUGH IT.
AND THAT SHOULD HAVE NO MITIGATION IF IT'S NOT TOUCHING THE WATERS OF THE UNITED STATES.
AND NO REQUIREMENT FOR MAINTENANCE LATER ON? NO.

UM, ON YOUR SECOND OPTION, THE OPTION THAT WILL KEEP US OUT OF LITIGATION, UM, WILL THAT, WILL THAT, UM, ENCOMPASS MORE OF THE, UH, HOME, MORE OF THE LANDOWNER'S PROPERTY? IF YOU GO ABOVE THAT WATER AND WIDEN IT OUT AND HAVE, HAVE YOU BEEN WORKING WITH THAT OWNER TO THE SOUTH OF THAT PROPERTY TO DISCUSS THAT OPTION? UM, WE ALSO HAVE TO, UM, STAKE OUT THE ORDINARY HIGH WATERMARK AND THAT'LL GET, GIVE US A BETTER IDEA OF HOW FAR WE NEED TO GO OUT.
TYPICALLY, IT'S ONLY ABOUT, TYPICALLY IT'S ONLY ABOUT A, A FOOT OR SO, UM, PAST WHERE YOU WOULD HAVE THE NORMAL FLOW LINE.
UM, IT'S JUST WE HAVE TO GO OUT THERE AND MEASURE IT AND SEE THE IMPLICATIONS OF THAT.
WE DON'T THINK IT'LL BE TOO MUCH OF AN EXPANSION OF THE CHANNEL, UH, AS FAR AS WIDENING.
AND WITH YOUR, UM, WITH THAT CHANGE IN, IF YOU WOULD DESIGN, UH, IN THAT ADDITIONAL LAND, YOU, YOU SAID TWO THINGS THAT, UM, THAT I WANTED CLARIFICATION.
THE BRIDGE THAT WOULD, THAT WOULD CONNECT THE FORM LAND THAT IS NOT AFFECTED VERSUS THE, THE, THE PIECE OF LAND THAT WOULD BE REMAINING.
IS THAT STILL UP IN THE AREA? HAS THAT BEEN, UH, UH, QUANTIFIED AT THIS POINT? UH, YEAH.
SO, UM, OUR, THE PLAN IS TO STILL PUT THIS LOW WATER CROSSING.
THE PROPERTY OWNER HAS REQUESTED IT, AND IT'S PART OF OUR SUPPLEMENTAL AGREEMENT TO EVALUATE THE BEST WAY TO HANDLE THAT.
UM, RIGHT NOW WE'RE JUST FIGURING OUT THE BEST WAY TO PERMIT THAT TO WHERE THERE'S THE LEASE MITIGATION POSSIBLE.
SO WE'RE RIGHT NOW BETWEEN THE CONCRETE LOW WATER CROSSING AND THE CULVERT CROSSING, UH, WE STILL HAVE TO DISCUSS THAT WITH THE PROPERTY OWNER AND GET SOMETHING THAT, YOU KNOW, EVERYONE'S HAPPY WITH.
BUT, UM, IT'S STILL IN THE PROCESS.
AND LAST QUESTION, I KNOW THAT, UM, UH, IN ORDER TO MAKE ALL OF THIS WORK, WE HAVE TO SECURE A RIGHT AWAY FROM THE LANDOWNER TO THE WEST OF THE WOLF CREEK.
HAS THAT BEEN SECURED? I KNOW THAT CERTAIN CITIZENS HAD BEEN WORKING ON MAKING SURE THAT WE HAD A GOOD RELATIONSHIP WITH THAT.
DO YOU KNOW WHERE WE ARE WITH THAT? THE, THE LAND HAS NOT BEEN SECURED YET.
UM, WE STILL WANTED TO GET THIS CONCEPTUAL DESIGN LAID OUT.
UM, AND THEN FROM, UH, A CONCEPTUAL DESIGN THAT EVERYONE'S APPROVED AND ON BOARD WITH, WE'LL BE ABLE TO, UM, DEFINE THE EASEMENT BETTER AND PROCEED WITH THAT LAND ACQUISITION PROCESS.

UM, THE APPROVAL WAS PROVIDED ON SEPTEMBER 17TH, AND THE OPERATIONAL DAYS FOR THE EVENT TOOK PLACE ON NOVEMBER 24TH THROUGH JANUARY THE 11TH, 2024.
SO AS A RESULT, YOU CAN SEE THAT, UM, STARTING ON SEPTEMBER 17TH AND, AND, AND ACTUALLY GETTING TO NOVEMBER 25TH, THAT WAS A LESS THAN ABOUT A, A TWO MONTH TIMEFRAME.
AND WITHIN THAT TIME, THERE WERE SEVERAL STEPS THAT ACTUALLY TOOK PLACE.
UH, THERE WAS AN EFFORT TO, UM, IMPLEMENT THE MARKETING PARKS AND RECREATION STAFF DEVELOPMENT SERVICE WAS INVOLVED.
FINANCE COORDINATION AS FAR AS REGISTRATION FOR MEMBERS WERE INVOLVED.
ENCORE WAS INVOLVED, THE CORE COMPANIES WERE INVOLVED, AND ALSO, UH, GETTING VENDORS TO ACTUALLY PARTICIPATE IN THIS EVENT.
SO THERE WERE A LOT OF MOVING PARTS WITHIN A SHORT PERIOD OF TIME.

UH, THE ACTUAL ICE SKATING RINK EXPENDITURES WERE, UH, JUST ROUNDING UP $190,000 ICE SKATING.
RINK RECOVERY WAS 2% ROUNDING AS WELL.
SO THE NEXT SLIDE, I WANTED TO JUST LET YOU GUYS KNOW HOW, UH, THE PARKS AND RECREATION ACTUALLY ESTABLISHES WHAT PROGRAMS WILL ACTUALLY TAKE PLACE BASED ON THE RECOVERY AND THE SUSTAINABILITY OF, UH, EACH PROGRAM.
SO THE, THE FIRST ITEM IS LISTED AS A, AS A VALUE ADDED PROGRAM.

MR. BOWERS INFORMED CITY COUNCIL THAT THE STRONG CONSISTENCE AMONG COMMUNITIES WITH THIS PROGRAM IS THAT SPEED BUMPS SHOULD ONLY BE INSTALLED WHEN, NUMBER ONE, THE RISK OF CONFIRMED SPEEDING EXCEED THE RISK CREATED BY THE INSTALLATION OF THE SPEED BUMPS.

WHAT ARE THE GOALS? PROMOTE PUBLIC AWARENESS WITH RESPECT TO CAUSES AND APPROPRIATE SOLUTIONS FOR NEIGHBORHOOD TRAFFIC PROBLEMS. NUMBER THREE, INSTALLING TRAFFIC CONTROL DEVICES THAT PROVIDE SPECIFIC REGULATORY WARNING OF GUIDE MEASURES, UH, MESSAGES TO MOTORISTS AND IN THE CONFORMANCE WITH THE TRAFFIC MANUAL OF UNIFORM TRAFFIC CONTROL DEVICES.

FIVE, THE STREET IS NOT DESIGNED AS PRIMARY EMERGENCY RESPONSE ROUTE BY OUR PUBLIC SAFETY DEPARTMENTS.
AND SIX, THE STREET IS NOT DESIGNED AS AN ARTERIAL MAJOR COLLECTOR ROADWAY ON THE CITY'S CURRENT 2024 MASTER THOROUGHFARE PLAN.
STREETS THAT MEET THE SIX CRITERIA THAT I JUST MENTIONED SHOULD ALSO MEET ONE OF THE FOLLOWING VOLUME AND SPEED CRITERIA TO BE ELIGIBLE FOR TRAFFIC COMING.
DEVICE INSTALLATION ONE, THE STREET HAS A MINIMUM AVERAGE DAILY TRAFFIC OF 500 VEHICLES PER DAY.
AND TWO, THE 85 PERCENTILE SPEED OF VEHICLES TRAVELING ON THE SPEED EXCEEDS THE SPEED LIMIT BY AT LEAST THREE MILES PER HOUR.
THE LOCATION FOR TRAFFIC COMING DEVICES INSTALLATION SHOULD BE SUBJECT TO THE FOLLOWING CONDITION, ADEQUATE STOPPING SITE DISTANCE, TWO, ADJACENT RESIDENCE CONCURRENT, THREE DISTANCE TO DRIVEWAYS, ALLEY STREETS, OTHER DEVICES, FOUR.
GREATER STREET MUST BE LESS THAN 6%.
FIVE STREET ALIGNMENT AND SIX DRAINAGE.
THERE SHOULD BE A SURVEY PROCEDURE, UH, CONDUCTED RESIDENT SUPPORT IS A MAJOR FACTOR FOR TRAFFIC.
COMMON DEVICE INSTALLATION A MINIMUM OF 80% SUPPORT OF HOMES WITHIN ASPECIFIC SURVEY AREA COMPLETED IN TWO PARTS SHOULD BE ACHIEVED IN ORDER TO DEMONSTRATE THE REQUIRED DEGREE OF RESIDENTIAL SUPPORT.

THIS LETTER WILL REQUEST THAT THE NEIGHBORS SHARE OF NEIGHBOR SHARE OF THE INSTALLED COST BE PAID TO THE CITY AND WILL INCLUDE THE NAME AND PHONE NUMBER OF THE NEIGHBORHOOD REPRESENTATIVE WHO WILL BE RESPONSIBLE FOR COLLECTING THE FUNDS.
TWO, AFTER A TRAFFIC COMMENT PROJECT IS APPROVED, THE CITY WILL SUBMIT AN INVOICE TO THE NEIGHBORHOOD REPRESENTATIVE.
THAT WILL INCLUDE ANY NEIGHBORHOOD NEIGHBORHOOD'S FUNDING SHARE OF THE PROJECT.
NEIGHBORHOOD REPRESENTATIVE WILL BE RESPONSIBLE FOR SUBMITTING A CASHIER CHECK TO THE CITY.
UPON RECEIPT OF THE NEIGHBORHOOD'S FULL PAYMENT, THE TRAFFIC COMMENT PROJECT WILL BE INSTALLED AS SCHEDULING PERMITS.
THE COST OF EACH TRAFFIC COMMENT DEVICE WILL BE BASED ON THE ACTUAL COST FOR A TYPICAL INSTALLATION, INCLUDING ANY NECESSARY PAYMENT MARKINGS.
THE COST WILL BE ESTABLISHED BY THE CITY'S ENGINEERING DEPARTMENT AND WILL REFLECT CURRENT COST FOR FULL PAYMENT.
IF FULL PAYMENT HAS NOT BEEN RECEIVED WITHIN SIX MONTHS FROM THE INVOICE DATE, THE STREET WILL BE REMOVED FROM THE LIST OF APPROVED PROJECTS.
IF THIS OCCURS, IT WILL BE NECESSARY TO REPEAT THE ENTIRE APPROVAL PROCESS, APPEALS AND VARIANCES.
THE CITY MANAGER DESIGNEE SHALL HANDLE ALL APPEALS.
THE FOLLOWING APPEALS GUIDELINES SHOULD BE USED.
NUMBER ONE, REQUEST FOR APPEALS OF VARIANCES SHOULD BE SUBMITTED TO CITY MANAGER'S OFFICE AND SHOULD SPECIFY WHY AN APPEAL OR VARIANCE IS BEING REQUESTED.
TWO, AN APPEAL OR VARIANCE REQUEST WILL BE FORWARDED TO THE CITY MANAGER FOR REVIEW.
AND NUMBER THREE, A FORMAL RESPONSE TO THE APPEAL OF VARIANCE WILL BE PROCESSED BY THE CITY MANAGER WITH THE DECISION OF THE CITY MANAGER BEING FINAL, THE PROCESS FOR REQUESTING TRAFFIC COMMON DEVICES, REMOVAL OF ALTERATION IS THE SAME AS THE PROCESS.
A TRAFFIC ENGINEERING STUDY MUST BE PERFORMED TO DETERMINE THE NEED FOR REMOVAL OF ALTERATION.
A SURVEY MUST BE SUBMITTED TO THE CITY WITH AT LEAST 80% OF THE HOMEOWNERS IN THE SURVEY AREA, SUPPORTING THE REQUESTED REMOVAL.
ALTERATION THE NEIGHBOR SHARE OF THE COST OF REMOVAL AND ALTERATION OF DEVICE WILL BE DETERMINED AT THE SAME MATTER AS A NEW INSTALLATION HERE.

NUMBER TWO, THE NUMBER AND SEVERITY OF SPEED RELATED TRAFFIC ACCIDENTS THAT HAVE OCCURRED WITHIN THE LAST 24 MONTHS.
NUMBER THREE, ROADWAY DESIGN FEATURES TO INCLUDE, BUT NOT LIMITED TO HILLS, CURVES, SIDEWALKS, INTERSECTIONS, AND ROADWAY PARKING.

IN THAT TIMEFRAME, 420 2034 VEHICLES WERE CAPTURED WITH AN AVERAGE DAILY VEHICLE APPROXIMATING ABOUT 1,728.
IN THAT RESIDENTIAL AREA, THE SPEED LIMIT IS 30 MILES PER HOUR, UH, WITH AN AVERAGE 85TH PERCENTILE SPEED OF 38.25 MILES PER HOUR.
UH, AND THE DIS THE DIFFERENCE BEING 8.25 MILES PER HOUR OVER THE POSTED SPEED LIMIT.

UH, ONE, UH, SO OWNER SHOULD BE REQUIRED TO, UH, MAINTAIN, PROVIDE, MAINTAIN AND OPERATE AT LEAST THREE COLOR DIGITAL HIGH RESOLUTION CAMERAS, UH, IN THE, IN THE, UH, CONVENIENCE STORE BAR OR CIGAR LOUNGE.
AND SO THE CAMERAS MUST BE CAPABLE OF PROVIDING A DIGITAL IMAGE WITH A MINIMUM RESOLUTION OF TWO MEGAPIXELS, A MINIMUM ASPECT RATIO OF 1920 HORIZONTAL PIXELS, AND 1880, I MEAN, 10 80 VERTICAL PIXELS, AND A MINIMUM FRAME RATE OF 15 FRAMES PER SECOND.
SO WHEN WE TALK ABOUT MEGAPIXELS, WE TALK, WE'RE TALKING ABOUT THE CLARITY OF THE, THE, THE IMAGE THAT YOU'RE ABLE TO SEE.

I, I DON'T THINK THAT WOULD BE SOMETHING THAT ECONOMIC DEVELOPMENT COULD COVER SIMPLY BECAUSE, YOU KNOW, IT WOULD BE, WE'D BE GIVEN FUNDS FOR A SPECIFIC PIECE OF EQUIPMENT, LIKE ELECTRONIC EQUIPMENT.
I DON'T THINK THAT THAT'S WHAT THE PURPOSE OF EDC FUNDS OF OR FOR, BUT OBVIOUSLY IF COUNCIL WANTS TO INCENTIVIZE, COUNCIL CAN INCENTIVIZE ANYTHING THROUGH THREE 80 AGREEMENTS IF WE WANT TO DO THAT.
BUT THAT'S OBVIOUSLY DOWN THE ROAD IF WE, IF WE GET TO THE POINT WHERE WE WANT TO ENACT AN ORDINANCE LIKE THIS.
