DAYLON SUTTER, A SENIOR AT DESOTO EARLY COLLEGE HIGH SCHOOL, HAS SHOWCASED HIS LEADERSHIP IN VARIOUS ROLES, INCLUDING STUDENT COUNCIL, VICE PRESIDENT, AND NEXT GENERATION GEAR UP AMBASSADOR.
AS THE PROGRAM LEADER FOR THE RED CROSS BLOOD DRIVE, HE ORGANIZED AND IN SUPERVISED DONATION EVENTS.
DYLAN ALSO DEDICATES HIS TIME TO COMMUNITY SERVICE, VOLUNTEERING WITH THE VAUGHNS VISION PROJECT AND WORKING AS A STUDENT TRAINER AT DESOTO HIGH SCHOOL.
HEADED TO SAM HOUSTON STATE UNIVERSITY.
HE AIMS TO MAJOR IN HOMELAND SECURITY AND EMERGENCY MANAGEMENT.
ASPIRING TO BECOME AN EMERGENCY MANAGEMENT DIRECTOR.
HE PLANS TO CONTRIBUTE HIS SKILLS AND PASSION TO THE FIELD, MAKING A POSITIVE IMPACT ON EMERGENCY PREPAREDNESS AND RESPONSE.

UH, WITH THIS PARTNERSHIP WITH THE ISD, I BELIEVE WE'RE APPROACHING PROBABLY WHAT MAY BE, UH, ROUGHLY THE 10TH YEAR OF US HAVING, UH, THIS OPPORTUNITY TO OFFER THESE, UH, SHADOW DAYS FOR OUR STUDENTS.
UM, SPECIFICALLY IN THE AREA OF MAYOR FOR DAY FIRE, CHIEF FOR DAY POLICE CHIEF FOR DAY, AS WELL AS JUDGE FOR DAY.
AND SO I'M GOING TO KIND KIND OF STEP BACK.
I'LL GO LAST, BUT I WILL ALLOW, UM, EACH OF OUR, EACH OF OUR LEADERSHIP HERE IN THE CITY TO TELL ABOUT THEIR STUDENT WHO THEY HAD AND JUST SOME INFORMATION IN THE OVERVIEW OF THE DAY.
AND WE'LL HAVE THE STUDENTS TO COME UP TO RECEIVE THE PROCLAMATION ONCE ALL OF THAT IS DONE.
OUR FIRE CHIEF FOR, UH, THE DAY YESTERDAY WAS OUR AMBASSADOR TONIGHT, DYLAN SUTTER.
SO Y'ALL JUST HEARD ALL ABOUT HIM.
UH, BUT WHAT YOU DIDN'T KNOW OR WHAT YOU DIDN'T GET TO HEAR WAS HOW HE WANTED TO BECOME A FIRE CHIEF FOR THE DAY.
AND I THINK IT WAS A NEAT STORY THAT HE TOLD ME YESTERDAY.
SO HE RAN INTO AND MET, UH, OUR EMERGENCY MANAGEMENT COORDINATOR, LAUREN SANCHEZ.
FOR THOSE THAT DON'T KNOW, SHE DOES EMERGENCY MANAGEMENT FOR THE FOUR CITIES, DE SODA, CEDAR HILL, DUNCANVILLE, AND LANCASTER.
AND DYLAN SOUGHT HER OUT, ASKED A FEW QUESTIONS, AND BY THE TIME HE WAS DONE, UH, TALKING WITH HER, HE DECIDED EMERGENCY MANAGEMENT WAS THE CAREER, UH, FOR HIM TO GO INTO.
IN FACT, HE HAD ORIGINALLY WANTED TO BE A MARINE BIOLOGIST, BUT AFTER THAT CONVERSATION WITH LAUREN, HE IS NOW GOING IN, UH, TO EMERGENCY MANAGEMENT.
SO WE GOT SPENT THE DAY, UH, TOGETHER YESTERDAY.
WE TOURED ALL THREE OF THE FIRE STATIONS.
OF COURSE, AS SOON AS THE FIREFIGHTERS HEARD HE WAS FIRE CHIEF FOR THE DAY.
THE FIRST QUESTION THEY ASKED HIM WAS, CAN WE HAVE SOME MORE MONEY FOR SOME MORE STUFF? THEY DIDN'T ASK ME.
SO, UH, BUT WE GOT TO DO THAT.
AND THEN HE GOT TO SEE THE FUN STUFF THAT A FIRE CHIEF DOES.
WE PULLED UP BUDGET, WE WENT OVER NUMBERS.
WE WERE APPROVING EXPENDITURES.
AND I SAID THIS, THIS ISN'T THE FUN STUFF, WHAT YOU'RE WANTING TO DO.
GET INTO THE EMERGENCY MANAGEMENT WHERE YOU'RE OUT THERE, WHERE THE THINGS ARE ARE REALLY HAPPENING.
I DON'T KNOW ABOUT DYLAN, BUT I HAD AN ABSOLUTE PHENOMENAL TIME WITH HIM.
HE IS A OUTSTANDING YOUNG MAN.
HE HAS GOT HIS HEAD ON STRAIGHT.
HE HAS SET HIS GOALS AND HE IS HEADED THAT WAY, UH, WHEN HE GRADUATES AND HEADS TO SAM HOUSTON.
SO DYLAN, I ENJOYED THE DAY AND THANKS FOR COMING AND SPENDING IT WITH ME.

UM, SO ON FEBRUARY 29TH, UH, WE AT THE POLICE DEPARTMENT HAD THE GOOD FORTUNE OF HOSTING AS CHIEF FOR THE DAY.
UH, MISS MACKENZIE FERNANDEZ, A VERY PLEASANT YOUNG LADY WHO'S CURRENTLY A SOPHOMORE AT DESOTO HIGH SCHOOL, AND MACKENZIE, ARE YOU HERE? OKAY, I GUESS SHE'S NOT HERE TONIGHT.
BUT UPON FIRST MEETING MACKENZIE, I ASKED HER IF SHE WAS INTERESTED IN POLICE WORK, AND SHE VERY HONESTLY REPLIED, I DON'T REMEMBER THE EXACT VERBIAGE, BUT SOMETHING TO THE EFFECT OF, I'M NOT SURE.
AND SO WHAT I TOLD HER, AND WHAT I'M GONNA REPEAT TONIGHT IS, THAT'S OKAY.
AS A, AS A SOPHOMORE IN HIGH SCHOOL, RIGHT? THAT'S WHAT THIS PROGRAM'S ALL ABOUT.
IT'S PROVIDING THAT OPPORTUNITY TO OUR YOUNG FOLKS WHO DON'T OFTEN HAVE AN OPPORTUNITY TO PEEK INSIDE OF POLICE DEPARTMENT AND LOOK AT OUR DAY-TO-DAY HAPPENINGS.
UM, AND THAT GOES FOR THE MAYOR'S OFFICE, A COURTROOM, UH, A FIRE DEPARTMENT.
UM, THOSE ARE SOME AMAZING OPPORTUNITIES.
UH, DURING SOME LATER CONVERSATION, MACKENZIE REVEALED THAT HER REAL INTEREST IN LAW ENFORCEMENT LAYING THE PUZZLE SOLVING, AS SHE CALLED IT, THAT GOES ON IN CRIMINAL INVESTIGATIONS.
SO I'M, I'M HAPPY TO SAY THAT LATER ON IN THE VISIT, WE WERE ABLE TO GET HER SOME TIME TO MEET WITH SOME OF OUR INVESTIGATORS, AND SHE WAS ABLE TO SEE SOME OF THE THINGS THAT THEY DO WHILE INVESTIGATING CRIMES, LIKE SEARCHING FOR LATENT FINGERPRINTS AND EXAMINING, UH, FIRED CARTRIDGE CASINGS.
SO I, I THINK THAT SHE ENJOYED THAT.
UH, MOST OF ALL DURING THE VISIT, UM, MACKENZIE KNOWS THAT SHE HAS AN OPEN INVITATION TO COME BACK TO, TO THE DEPARTMENT AND TAKE A MORE IN DEPTH LOOK AT SOME OF THE THINGS THAT WE DO AND SOME OF THE THINGS THAT SHE'S MOST INTERESTED IN.

CHIEF SUTHER POINTED OUT, THERE'S A LOT GOING ON THAT DAY, SO WE'RE MOVING VERY QUICKLY AND, AND I'M SURE THERE WERE SOME THINGS SHE WASN'T QUITE AS INTERESTED IN AND AS, UH, CRIMINAL INVESTIGATIONS.UM, BUT I'D LIKE TO THANK HER FOR THE INTEREST THAT SHE HAS TAKEN IN THE DEPARTMENT AND TO THANK HER FAMILY FOR ALLOWING HER TO PAY US A VISIT.
AND, UH, LASTLY, I'D LIKE TO THANK THE CITY AND DESOTO, ISD FOR CONTINUING WITH THIS PARTNERSHIP THAT ALLOWS US THIS, THIS SHADOW PROGRAM, AS THEY CALL IT, TO TAKE PLACE.
IT'S, IT'S SOMETHING THAT I KNOW, UH, ALL OF THE PARTICIPANTS ENJOY AND LOOK FORWARD TO.
UNFORTUNATELY, IN MY, IN THE JOB THAT I HAVE, I GET TO SEE SOME OF THE WORST OF OUR YOUTH.
UM, AND ALSO IN THIS INSTANCE, I GOT TO SEE SOME OF THE ABSOLUTE BEST OF OUR YOUTH IN THE CITY OF DESOTO IN OUR TRUANCY COURT.
UM, WE HAVE KIDS WHO ARE STRUGGLING, AND IT WAS INDEED REFRESHING.
IT WAS LIKE A COLD GLASS OF ICE TEA.
WHEN MR. CARDIN CAME INTO OUR COURT THE OTHER DAY, UM, HE WAS INTERESTED, HE WAS ENGAGED.
I LOOKED OVER, WE HAD THREE JURY TRIAL, WE HAD ACTUALLY FOUR JURY TRIALS SCHEDULED THAT DAY.
A PUBLIC INTOXICATION, A CODE ENFORCEMENT VIOLATION, AND A TRAFFIC OFFENSE.
AND HE WAS VERY INTERESTED TO THE DEGREE THAT I SAID.
AT THE END OF THE DAY, I SAID, WELL, I'LL, I'LL SEE YOU NEXT WEEK, MEANING TONIGHT.
AND HE THOUGHT APPARENTLY THAT, OH NO, HE WAS COMING BACK, BACK TO COURT TO SEE WHAT ELSE WE DID.
UM, I HAVE HAD A LOT OF YOUNG PEOPLE COME THROUGH THE COURT AS JUDGE FOR A DAY, BUT MR. CARDIN, UH, YOU GET THE TROPHY.
YOU WERE THE MOST INTERESTED, YOU WERE THE MOST ENGAGED.
AND QUITE FRANKLY, UM, YOU, YOU GAVE US, UH, GAVE ME, UM, A GREAT BOOST THAT I NEEDED BEFORE I DID MY TRUANCY DOCKET.
AND YOU ARE WELCOME TO COME BACK AGAIN AND AGAIN AND AGAIN, AND I HOPE YOU WON'T BE A STRANGER BECAUSE I BELIEVE YOU ARE A YOUNG MAN WHO'S GOING PLACES.

BUT ANY EVENT THAT DIDN'T GO OVER VERY WELL, DID IT WASN'T FUNNY, ALRIGHT? UM, BUT IN ANY EVENT, I REALLY GOT TO SEE THE, THE INNER WORKINGS OF THE SCHOOL.
MY WIFE IS A SCHOOL TEACHER, MY SISTER'S A TEACHER.
I TAUGHT HIGH SCHOOL FOR A VERY BRIEF PERIOD.
AND WHEN YOU GO THROUGH THOSE CLASSROOMS, I'M TELLING YOU, YOU CAN SEE TEACHERS WHO ARE ENGAGED.
THEY ARE TRYING TO TAKE THIS OATMEAL FOR BRAINS THAT THEY HAVE BEEN GIVEN AND CREATE AN ADULT PERSON WHO CAN TAKE THEIR PLACE AMONGST THE LEADERSHIP OF OUR COMMUNITY.
AND, UH, MR. CARDIN IS ONE OF THOSE YOUNG PEOPLE WHO IS BEING FORMED FOR A, FOR A ROLE OF IMPORTANCE IN OUR COMMUNITY.
SO WHEN YOU DECIDE TO GET OUTTA COLLEGE AND YOU DECIDE TO GET OUTTA GRAD SCHOOL AND YOU WANT TO DECIDE WHERE TO LIVE, COME BACK AND LIVE IN DESOTO BECAUSE WE NEED YOU AND WE WANT YOU HERE.

UM, AND SO IT WAS JUST A ANOTHER FULL CIRCLE MOMENT TO GET TO SPEND THE DAY WITH HER TO HEAR ABOUT ALL THE THINGS THAT SHE'S INTO.
SHE IS THE CAPTAIN OF THE SOFTBALL TEAM.
UH, SHE IS A LEADER AMONGST HER PEERS.
SHE'S IN THE TOP 10% OF HER CLASS.
UM, AND SHE ASKS EXCELLENT QUESTIONS.
WE GOT A CHANCE TO START OUR MORNING OFF BY GOING TO THE COMMISSIONER'S COURT.
UM, AND WE THINK IT'S SO IMPORTANT TO START THERE SO THAT OUR STUDENTS CAN HAVE A BETTER UNDERSTANDING OF NOT ONLY WHAT WE DO HERE, BUT ALSO AT THE COUNTY IN TERMS OF WHAT THEY'RE RESPONSIBLE FOR AND WHAT THEIR ROLES ARE AS OUR ELECTED LEADERSHIP THERE.
AND SO WE GOT A CHANCE TO, UH, TO ATTEND COMMISSIONER'S COURT.

WE GOT TO VISIT OUR SENIOR CENTER, UM, AND SPEND SOME TIME WITH THEM THERE AS WELL AS WE VISITED OUR POLICE STATION, OUR FIRE STATION, AND SHE GOT A TOUR OF CITY HALL AND AS WELL AS WE HAD LUNCH WITH OUR SUPERINTENDENT.
UM, AND THAT WAS A VERY SPECIAL PART OF THE DAY BECAUSE SKYLA WAS ABLE TO GIVE US, UM, A LOT OF GOOD FEEDBACK AND A LOT OF GOOD QUESTIONS.
UM, AS WE WERE CONTINUING THIS, OF MAKING OUR COMMUNITY AND OUR CITY AND OUR SCHOOL DISTRICT BETTER, IT'S ALWAYS GOOD TO HEAR FROM OUR STUDENTS, UM, IN TERMS OF WHAT THEY SEE AND AND FROM THEIR PURVIEW.
SO WE WERE JUST EXCITED TO HAVE, UH, HER WITH US TODAY GOING THROUGH THIS MAY FOUR A DAY PROGRAM.

AND WE TAKE PRIDE IN THAT, UM, AGAIN, IN, IN THE ROLES THAT WE PLAY AS WOMEN AND IN, IN LEADERSHIP AS WELL.
AND IT READS, WHEREAS WOMEN'S HISTORY MONTH WAS OBSERVED IN MARCH OF 1987 BY CONGRESS THAT HIGHLIGHTS THE CONTRIBUTIONS OF WOMEN IN HISTORY AND CONTEMPORARY SOCIETY AND PROMOTES EQUAL RIGHTS.
AND WHEREAS WOMEN'S HISTORY MONTH PROVIDES OUR COUNTRY THE PRIVILEGE OF HONORING THE COUNTLESS CONTRIBUTIONS THAT AMERICAN WOMEN HAVE MADE THROUGHOUT OUR HISTORY.
AND WHEREAS THE WOMEN'S HISTORY MONTH THEME FOR 2024 CELEBRATES WOMEN WHO ADVOCATE FOR EQUITY, DIVERSITY, AND INCLUSION.
THE THEME RECOGNIZES WOMEN THROUGHOUT THE COUNTRY WHO UNDERSTAND THAT FOR A BETTER FUTURE, WE NEED TO ELIMINATE BIAS AND DISCRIMINATION ENTIRELY FROM OUR LIVES AND ORGANIZATIONS.
AND WHEREAS WOMEN CONTINUE TO STRENGTHEN OUR NATION AND THE WORLD BY SHINING AS LEADERS IN ALL WALKS OF LIFE, INCLUDING BUSINESS, LAW, POLITICS, FAMILY LIFE, EDUCATION, COMMUNITY SERVICE, SCIENCE, MEDICINE, AND THE ARTS, THE BRAVE WOMEN WHO WEAR THE UNIFORM OF THE UNITED STATES ARMED FORCES ARE HELPING TO LAY THE FOUNDATIONS OF PEACE AND FREEDOM FOR GENERATIONS TO COME.

IT IS TO BE IMPLEMENTED ALONG WITH A SIGNIFICANT REDESIGN AND REDEVELOPMENT OF THE ONE MILE STRETCH OF HAMPTON ROAD.
IT IS THE MOST SIGNIFICANT PROJECT DESOTO HAS EVER UNDERTAKEN.
GREAT THINGS HAVE BEEN PROMISED.
IF YOU BUILD IT, THEY WILL COME.
AS YOU SHOULD BE AWARE, I THINK THE PROJECT IS A BAD IDEA.
I THINK THE TRAFFIC FLOW ON HAMPTON WILL BE RESTRICTED AND MORE CONGESTED THAN EVER BEFORE.
THERE WILL BE MORE FENDER BENDERS AND DIVERTED TRAFFIC WILL SPILL OVER TO OTHER STREETS OF THE CITY, WHICH ARE NOT ABLE TO HANDLE IT.
THERE ARE ALREADY MANY VACANT LOTS AND VACANCIES AND EXISTING BUILDINGS ALONG HAMPTON ROAD.
MORE BUSINESSES ARE LIKELY TO FAIL DURING CONSTRUCTION AND WHO KNOWS WHEN ANYTHING WILL COME ALONG TO REPLACE THEM.
WHEN THE ROAD PROJECT WAS FIRST APPROVED, THE COST WAS ESTIMATED TO BE IN THE RANGE OF $36 MILLION.
I HAVE HEARD THAT THE ESTIMATES HAVE INCREASED CONSIDERABLY AND THE JOB WILL NOT BE OUT BID UNTIL 2025 AFTER THE PLANS ARE COMPLETE.
THE CITY COUNCIL CHOSE NOT TO SUBMIT THE BONDS TO PAY FOR THIS TO A VOTE OF THE CITIZENS.
HOW MUCH MORE OF OUR MONEY WILL YOU COMMIT TO SPEND WITHOUT OUR CONSENT? NOW, I MAY BE WRONG ABOUT THE PROSPECTS FOR THIS GRAND PROJECT.

THE EXPECTATION IS THAT THE CITY WOULD THEN TAKE OVER THOSE ITEMS. IS THAT WHAT, IS THAT WHAT I'M HEARING? YES.

SO FOR NOW, OUR FULL OPERATIONAL COSTS ARE ABOUT $1.4 MILLION AND THE CITY OF DESOTO IS IN KIND ALMOST 675,000 OF THAT.
SO THIS GRANT IS ACTUALLY GOING TO TAKE THAT OFF DESOTOS PLATE FOR A YEAR.

UH, AND THEN OVER, UH, THE NEXT 10 YEARS, CONVERSATIONS WERE PERCOLATING.
THE NEXT OFFICIAL ACTION THAT HAPPENED WAS IN 2015, UH, WHEN THE CITY WENT THROUGH A PUBLIC PROCESS AND UPDATED THE DESOTO COMPREHENSIVE PLAN IN THAT IT AGAIN CALLED FOR WORKING WITH THE COMMUNITY ABOUT HOW WE CAN THINK OF THE FUTURE OF DESOTO, UH, THIS REDEVELOPMENT OF THE HAMPTON ROAD CORRIDOR INTO A UNIQUE DESTINATION.
NOW, FROM THAT POINT, UH, SAYING THAT IN A LONG RANGE MASTER PLAN IS ENTIRELY DIFFERENT THAN ACTUALLY GETTING SOMETHING LIKE THAT ON THE GROUND.
AND I APPLAUD THE CITY FOR TAKING VERY MEASURED STEPS OVER THE YEARS TO REALLY UNDERSTAND HOW THIS WOULD HAPPEN AND WHAT THE FUTURE WOULD LOOK LIKE, AND WHAT WERE THE STEPS IN ORDER TO ACHIEVE IT.
IN 2019, UH, THE CITY WORKING IN, IN CONCERT WITH THE EDC, UH, DID AN ECONOMIC FEASIBILITY STUDY TO UNDERSTAND WHAT WOULD REDEVELOPMENT LOOK LIKE ALONG THIS CORRIDOR AND WHAT COULD THE MARKET BEAR IF YOU REDEVELOPED THIS CORRIDOR DIFFERENT AND IN ALIGNMENT WITH THE VISION THAT WAS PUT FORTH BY THE COMMUNITY.
UH, IN 2005 AND 2015, UH, IN 2022, THE, THE CITY TOOK THREE SEPARATE ACTIONS ACROSS THE COMMUNITY.
YOU EXECUTED AND FINISHED THE HAMPTON ROAD LAND USE STUDY, UNDERSTANDING WHAT THE CHANGES IN LAND USES ALONG THE CORRIDOR ON PRIVATE PROPERTY WOULD LOOK LIKE AND WHAT THAT VISION WOULD LOOK LIKE.
THAT'S THAT, THAT STUDY LEADS DIRECTLY INTO THE CONVERSATION OF WHY WE'RE HERE TALKING ABOUT THE TEXT AMENDMENT AND ZONING MAP.
UH, YOU ALSO THEN DID A TAX INCREMENT, UH, REINVESTMENT ZONE OR A TURS.
UH, AND I REALLY APPLAUD THAT DECISION BECAUSE WHAT IT DOES IS IT ALLOWS THE OPPORTUNITY, IT'S A MECHANISM TO TAKE PUBLIC DOLLARS THAT ARE GENERATED INSIDE THE DISTRICT AND FEED THEM BACK INTO THE DISTRICT FOR PUBLIC IMPROVEMENTS.
THAT'S A HUGE STEP, HUGE STEP THAT A LOT OF CITIES MISS.
UH, AND THEN IN 2022, YOU ALSO DID THE STREETSCAPE MASTER PLAN TO TALK ABOUT, YOU KNOW, REALLY TO DIVE INTO THAT FEASIBILITY OF WHAT THAT REDESIGN OF THE HAMPTON CORRIDOR WOULD LOOK LIKE.
SO I'M GOING TO IN DEPTH ON THIS BECAUSE THERE'S BEEN COMMUNITY CONVERSATIONS GOING ON FOR ALMOST 20 YEARS LEADING TO THIS POINT.

THE EXPANDED PARKING AREA PROVIDES 42 PARKING SPOTS, WHICH WILL BE, UM, ENOUGH PARKING FOR THE CAPACITY OF, UM, THE MAXIMUM NUMBER OF PEOPLE THAT ALLOWED ON EVENTS ON SIDE AS WELL, A A FEW STREET PARKING IN, IN FRONT OF THE SIDE, AND THEN THE REIMAGINED OR REDESIGNED PICNIC AREA AT THE, UM, BACK OF THE SIDE ON THE SOUTHWEST AREA.
SO JUST TO CLARIFY, THIS PICNIC AREA IS NOW SEEN AS A CONTEMPLATED SPACE WHERE ONLY SMALL GATHERINGS CAN OCCUR.
UM, MOSTLY A PLACE FOR PICNICS AND, UM, SMALL GATHERINGS.
WE ALSO DID A REVISION TO THE OPERATING BUDGET, WHICH, UM, SHOW SHOWS, UM, THE, WHAT WE FIXED ON THE MAXIMUM CAPACITY OF THESE EVENTS, BOTH SOCIAL COMMUNITY EVENTS AND PRIVATE EVENTS WITH A CAP MAXIMUM CAPACITY OF 75 PEOPLE FOR SOCIAL EVENTS.

UM, THE RELATED EXPENSES, UM, DIDN'T HAVE MUCH CHANGES, BUT ARE ALSO IN ACCORDANCE TO WHAT THE MODING WERE, AND THEN LEAVING AN OPERATING INCOME OF 16,000, UM, WHICH IS PROJECTED.
WE'RE HERE TO ALSO BRING TO THE ATTENTION A FEW OF THE SITE WORK THAT WE'VE BEEN DOING.
UM, SO THE BUFFER FENCING AND RETAINING WALLS THAT WE'RE PROPOSING, UM, FOR THE SITE TO PREVENT EROSION.
THE RETAINING WALLS SEEN IN BALLOU HERE ARE, UM, HERE TO AVOID CONFLICT WITH THE NEIGHBORS, BUT ALSO TO ALLOW THE LANDSCAPE OF THE SIDE, UM, FROM DISTORTING.

ALL ALONG THE, ALONG THE PROPERTY IN THIS MAP, YOU CAN SEE, UM, ALL ALONG THE SIDE, THAT NEW MASONRY WALL THAT WE'RE PROPOSING.
AND IN SOME PLACES WHERE YOU SEE THE BLUE, THE RETAINING WALL WILL BE ALSO EMBEDDED WITHIN THAT NEW MASONRY FENCE.

THE CURRENT CONDITION IS THIS, WHICH A LOT OF THE RESIDENTS CALL IT THE WITCHES HEAD.
AND THEN THE TOWER, THE WATER TANK IS LOCATED AT THE EDGE.
SO THE ORIGINAL CONDITION OF HOW IT WAS PRESENTED TO THE HISTORICAL CONDITION IN 1976 IS NOT THE SAME.
THEREFORE, UM, THE, IT'S A, A LITTLE BIT, THEY WERE A LITTLE BIT CONCERNED ABOUT THE DEMOLITION OF HOW IT CURRENTLY STANDS.
AND WE PROPOSED THREE OPTIONS OF HOW THIS CAN BE ADDRESSED, UM, MOVING FORWARD WITH THE MASTER PLAN.
FIRST WOULD BE, UM, LIKE OPTION ONE WOULD BE THE RESTORATION, UM, OF WHAT IT WAS, UM, INSTATED IN 1976, UM, AS A RECORD, AS A RECORDED TEXAS HISTORICAL LANDMARK.
IT'S IMPORTANT TO NOTE THAT THIS ONLY APPLIES TO THE WATER TANK AND NOT TO THE BUILDING THAT WAS NEXT TO IT.
UM, SO IT WOULD BE TO RESTORE IT TO ITS ORIGINAL FORM, LIKE SEEING IN THIS PICTURE.
THE SECOND OPTION WILL BE TO REPAIR AS IT STANDS NOW AND BRINGING THE WATER TANK SOMEWHERE ELSE INSIDE, LIKE SEEING HERE.
AND OPTION TWO, OPTION THREE WOULD BE AN INTERPRETATION OF THE WATER TOWER BUILDING IN SOME MANNER WITHOUT RESTORATION.

THERE WERE THREE MAIN CONCERNS.
WE HAD THE NOISE, UH, THE AMPHITHEATER WAS A CONCERN.
WE GOT RID OF THE AMPHITHEATER.
WE PUT IN, UH, SOME QUIET THINGS AND PUT IN EIGHT FOOT, UH, WALLS TO RETAIN AND KEEP THE NOISE BACK FROM, UH, FROM THE, UH, NEIGHBORHOOD.
UH, PARKING WAS A BIG PROBLEM.
I THINK WE HAD SEVEN PARKING SPOTS WHEN WE FIRST BEGAN.
THERE'S ENOUGH SPACE TO ACCOMMODATE ANY EVENT BECAUSE THE MAXIMUM SIZE OF THE EVENTS ARE 75, UH, PEOPLE AT AN EVENT.
SO THEREFORE, THERE SHOULDN'T BE, I KNOW THERE'S PARKING SPACES IN THE FRONT ON THE STREET, AND SOME PEOPLE MAY RESIST PARKING THERE, BUT THEY DON'T HAVE AN EXCUSE WHERE THEY CAN'T PARK ON PROPERTY.
SO WE'RE VERY, VERY PLEASED WITH THAT.
AND UM, A BIG THING WAS THE MANAGEMENT OF IT.
THE NEIGHBORHOOD WAS REALLY CONCERNED THAT WE'D HAVE STUFF OVER THERE AND THERE'D BE NOBODY THERE TO DEAL WITH IT, AND THEY WOULD HAVE TO DEAL WITH THE MESS.
