UH, JAYDEN WILLIS IS A REMARKABLE YOUNG STUDENT WHO EXCELS AT THE CATHERINE JOHN JOHNSON TECHNOLOGY MAGNET ACADEMY.

AS A SEVENTH GRADE SCHOLAR WITH A PASSION FOR MUSIC, ANIME, AND SCIENCE, HE IS A WELL-ROUNDED INDIVIDUAL WHO EXCELS IN VARIOUS AREAS OF HIS LIFE.

JAYDEN IS A DEDICATED MEMBER OF THE SCHOOL BAND WHERE HE SHOWCASES HIS MUSICAL TALENTS AND CONTRIBUTES TO THE HARMONIOUS MELODIES THAT RESONATE THROUGH THE ACADEMY.

IN ADDITION TO HIS MUSICAL PURSUITS, JAYDEN IS AN ACTIVE PARTICIPANT IN THE STUDENT COUNCIL WHERE HE DEMONSTRATES HIS LEADERSHIP SKILLS AND COMMITMENT TO MAKING A POSITIVE IMPACT ON HIS SCHOOL COMMUNITY.

BEYOND HIS EX EXTRACURRICULAR INVOLVEMENTS, JAYDEN POSSESSES A DEEP ROOTED DESIRE TO MAKE A DIFFERENCE IN THE WORLD.

WITH THE GENUINE COMPASSION FOR PEOPLE HE ASPIRES TO PURSUE A CAREER IN MEDICAL RESEARCH, SPECIFICALLY FOCUSING ON FINDING A CURE FOR BREAST CANCER THAT'S ADMIRABLE.

HIS UNWAVERING DEDICATION TO THIS CAUSE IS FUELED BY HIS BELIEF IN THE POWER OF GOD, SCIENCE AND THE POTENTIAL THEY HOLD TO TRANSFORM LIVES.

HE WALKS IN INTEGRITY, CONSISTENTLY DISPLAYING HONESTY AND FAIRNESS IN ALL ASPECTS OF HIS LIFE.

I THINK THAT DESERVES A HAND CLAP.

KJ WAS ACTUALLY RANKED IN THE TOP 40% OF SCHOOLS AMONG TEXAS ELEMENTARY SCHOOLS.

AND SO US NEWS ANALYZED A HUNDRED OVER 103,000 PRE-K ELEMENTARY AND MIDDLE SCHOOLS TO RANK FOR BEST IN 2024.

AND DE SOTO'S KATHERINE JOHNSON, TECHNOLOGY MAGNET PLACED AMONG THE 40%.

AND THIS RANKING ACTUALLY MAKES KJ BOTH A US NEWS, BEST ELEMENTARY SCHOOL AND A BEST MIDDLE SCHOOL.

AND OF THE 68,000 US PUBLIC ELEMENTARY AND MIDDLE SCHOOLS THAT WERE EVALUATED ONLY CLOSE TO ABOUT 1100 EARNED BOTH AWARDS.

AND SO WE'RE VERY PROUD OF KJ AS WELL.

ALLEN, UM, AND REACHED OUT TO THE COMPANY, UM, THEIR NAMES, UH, ESCAPE ME S FOR TEXAS STANDARD, TEXAS STANDARD TO SEE IF THEY COULD DO THE JOB.

AND THEN THAT'S HOW THIS ALL CAME ABOUT.

AND I WAS JUST CURIOUS BECAUSE, UM, UTILITIES HAS BEEN UP HERE A FEW TIMES AND I NOTICED THAT YOU ALL DON'T GO THROUGH THE NATURAL, UM, RFP PROCESS.

SO OUR, UH, INTERNAL PURCHASING POLICIES FOLLOWED THAT OF STATE LAW, UM, FOR SPECIFICALLY FOR THE IMMEDIATE, UH, PROCUREMENT OR EMERGENCY PROCUREMENT AND THE IMMEDIATE APPROPRIATION OF FUNDS.

SO IF THERE'S ANY, UM, RISK TO HEALTH AND SAFETY OR AN IMPACT TO MUNICIPAL PROPERTY, IT AUTHORIZES OUR INTERNAL POLICY AUTHORIZES THE CITY MANAGER TO, UH, IMMEDIATE APPROPRIATE OR TO INITIATE THE IMMEDIATE APPROPRIATION OF FUNDS TO, UH, REPAIR ANY INFRASTRUCTURE.

SO IN OTHER WORDS, WE, WE HAD TO STEP BACK AND, UH, KIND OF EVALUATE AND DETERMINE, YOU KNOW, IF WE LET THIS, YOU KNOW, CONTINUE ON, WE HAD THE RISK OF, UH, PUTTING SEWER INTO THE CREEK.

SO WE CAN'T DO THAT.

YOU KNOW, THAT'S A VIOLATION WITH THE, WITH THE TCEQ AND CAN ALSO CAUSE A FISH KILL.

SO THAT'S WHY WE HAD TO ENTER INTO AN IMMEDIATE CONTRACT WITH TEXAS STANDARD FOR THE REPAIRS.

LAST YEAR, 1400 OF OUR AMBULANCE CALLS HAD TO BE RUN BY ANOTHER CITY BECAUSE OUR THREE AMBULANCES WERE ALREADY ON EMERGENCY CALLS.

SO BY KEEPING IN CONJUNCTION WITH CEDAR HILL IN DUNCANVILLE, WE'RE ALL CHARGING ALL OF OUR CITIZENS THE SAME.

SO A CEDAR HILL OR DUNCANVILLE OR DESOTA AMBULANCE DOESN'T GET CHARGED DIFFERENTLY DEPENDING ON WHICH AMBULANCE COMES.

SO WE ALL TRY TO STAY TOGETHER.

SO WITH THAT BEING SAID, DUNCANVILLE HAS ALREADY RAISED THEIRS AND CEDAR HILL IS GOING NEXT WEEK TO COUNCIL FOR THE SAME, UH, THING THAT WE'RE COMING TO YOU BEFORE.

UH, I ALSO HAVE A MERGER CON OUR AMBULANCE BILLING COMPANY WITH US TOO, IN CASE Y'ALL GOT MORE QUESTIONS THAT GET MORE TECHNICAL.

BUT ESSENTIALLY WHAT IT IS, IS A, IS A NEW, UH, SENATE BILL WAS PASSED, OR HOUSE BILL WAS PASSED, AND IT IS DESIGNED TO MAKE THE INSURANCE COMPANIES PAY MORE FOR AMBULANCE CHARGES, NOT THE CITIZEN.

AND SO, UH, ON FEBRUARY 2ND, WE HAVE TO UPLOAD OUR FEE SCHEDULE INTO THE, UH, TEXAS DEPARTMENT OF INSURANCE PORTAL, AND THEN THEY WILL TELL US WHAT PERCENTAGE THEY'RE GONNA PAY BASED ON THOSE FEES.

SO THE AMOUNT OF MONEY WE CAN COLLECT ON EACH AMBULANCE CALL IS GONNA BE BASED ON THE FEES WE IMPORT ON ON FEBRUARY 2ND.

SO IF WE STAY AT OUR CURRENT FEES, WHATEVER THAT PERCENTAGE IS, WE'RE ONLY GONNA GET A PERCENTAGE OF THE FEES THAT WE IMPORT INTO THAT PORTAL ON FEBRUARY 2ND.

SO SINCE WE HAVEN'T MOVED RATES SINCE 2011, THE WHOLE INDUSTRY HAS GONE WAY.

WE'RE WAY LOW AS FAR AS WHAT WE CHARGE ON AMBULANCE.

WE'RE JUST TRYING TO CATCH UP WITH EVERYBODY ELSE AND CAPTURE ALL THE MONEY WE CAN FROM THE INSURANCE COMPANIES THAT WE BILL FOR THE, FOR THE AMBULANCE TRANSPORTS.

DOES THAT MAKE SENSE? I THINK, I THINK THAT'S WHERE I GOT LOST JUST A LITTLE BIT.

JUST THE INSURANCE PIECE.

SO IN ESSENCE, THE INSURANCE COMPANIES THERE, THE STATE IS REQUIRED THEM TO PAY MORE VERSUS THE, THE, THE, THE INSURANCE HOLDER.

SO, SO, YOU KNOW, LIKE FOR EXAMPLE, MEDICARE, RIGHT? MEDICARE PAYS WHAT MEDICARE PAYS.

THERE'S NO, THEY JUST, THEY HAVE A SET FEE.

THIS IS WHAT THEY PAY NO MATTER WHAT OUR RATES ARE.

BUT COMMERCIAL INSURANCE, BECAUSE OF THE NEW BILL THAT WAS PASSED, WE'LL HAVE TO PAY A PERCENTAGE OF THE AMBULANCE BILL AND THAT PERCENTAGE WILL BE BASED OFF OUR FEES THAT WE LO LOAD INTO THE INSURANCE PORTAL ON FEBRUARY THE SECOND.

AND SO, I I, SO FOR THE RE SO FOR THE RESIDENT WHO HAS TO PAY THE INSURANCE, I'M SORRY, TO PAY THE FEE FOR THE AMBULANCE, THEY'RE GETTING THIS BILL.

UM, SO IN ESSENCE THEY'LL BE PAYING A LITTLE BIT MORE, UM, COMPARED TO WHAT IT HAD BEEN WHEN THEY WERE GETTING BILLED BY US.

UH, BUT THEIR INSURANCE WILL COVER MORE, SO THEIR INSURANCE IS GONNA PAY A, A, A HIGHER PERCENTAGE TO US.

AND THEN, SO THEN THE REMAINING INSURANCE BILL WOULD GO TO THAT, TO THAT PATIENT OR TO THAT CITIZEN OR WHOEVER CALLED.

BUT THEN WE HAVE OTHER AVENUES THAT WE USE WITH OUR BILLING COMPANY TO TRY TO HELP OFFSET THE, ANY ADDITIONAL BILLS TO THE CITIZEN.

SO THERE WERE, THE WHOLE GOAL IS, SO THE CITIZENS DON'T SEE AN INCREASE OR IT COST THEM MORE TO CALL AN AMBULANCE THAT IT'S COSTING THE INSURANCE COMPANY MORE TO CALL THAT AMBULANCE IN.

THE APPLICANT IS SEEKING DEVIATION FROM THE MINIMUM INTERIOR OF 2 3 325 SQUARE FEET TO ALLOW 51 OF 58 TOTAL EVID GUEST ROOM TO HAVE LESS THAN 325 SQUARE FEET.

UM, THE SQUARE FOOTAGE OF THE ROOMS, THEY WANT 252 SQUARE FEET OR 311 SQUARE FEET, BUT THEY'RE ALWAYS MAKING DEMANDS FOR, UM, THE DEVIATIONS IN STATING AMENITIES.

I DIDN'T HEAR A LOT OF AMENITIES, UM, REGARDING THIS HOTEL, AND I HAVE YET TO SEE THE COMPANIES TO COME TO DESOTO WANTING BIGGER.

THEY ALWAYS WANT LESS EXAMPLE, SMALLER ROOMS, COVERED PARKING, NO COVERED PARKING, NO RESTAURANTS, NO LOUNGE AREAS.

AND THIS ALSO APPLIES TO PEOPLE WANTING TO BUILD HOMES AND APARTMENTS AND CONDOS AS WELL.

THEY HAVE NO GREEN SPACE, SMALLER SQUARE FOOTAGE APARTMENTS, AND THEY JUST DON'T MEET THE CITY'S REQUIREMENTS.

SO I SAY, WHY SHOULD DESOTO COMPROMISE? WHY DO THEY THINK THEY, UM, THAT DESOTO HAS TO COMPROMISE? BECAUSE THEY COME WITH US WITH ATTITUDE AND SAY, WE'LL GIVE THEM WHAT THEY WANT, WHAT THEY NEED, AND WE'LL SELL THEM WHAT WE THINK THEY SHOULD NEED.

AND IN THE MEANTIME, MAKE A PROFIT.

THE LAND AT 1307, UM, I 35 IS DEEMED FOR SPECIFIC USE PERMIT WITH STIPULATIONS FOR THE HOTEL.

BUT THEN IT STARTED THE BEGINNING, GOT WHERE IT WAS MORE SUBSTANDARD AND POORLY MAINTAINED.

UM, AS THE CITIZENS HAVE COMMENTED, THIS ORDINANCE WAS WRITTEN IN A WAY TO PREVENT, UM, UH, OF, UH, A FILTRATION OF MOTEL SIXES IN OUR COMMUNITY.

AND FRANKLY, I THINK WE DESERVE BETTER.
