YES, MA'AM.ITEM SIX IS, UH, PRESENTATION ON THE DALLAS COUNTY INLAND PORT FLOOD PLANNING STUDY.
MAKING THAT PRESENTATION IS DALLAS COMMISSIONER JOHN WILEY PRICE.

YOU ARE OUR NUMBER, UH, SIX CITY.
THERE ARE 12 CITIES IN THE DALLAS COUNTY IN L PORT, 234 SQUARE MILES.
AND I APPRECIATE THIS OPPORTUNITY.
I'M SORRY I'VE GOTTA BE IN MUSKIE FOR SWEARING IN TONIGHT.
BUT THE TEAM IS HERE, AND THIS, UM, IS A REPORT THAT IS LONG OVERDUE.
THE TEXAS WATER DEVELOPMENT BOARD GAVE DALLAS COUNTY ABOUT $5.3 MILLION, AND THEN DALLAS COUNTY MATCHED IT.
WE'RE AT ABOUT OVER $7 MILLION TO DO THIS STUDY.
WE'RE GOING TO ALL OF OUR CITIES, UH, YOU WILL HEAR TONIGHT FROM OUR, UH, PARTNERS WHO ARE IN FACT TAKING AND MAPPING ALL OF THIS INLAND PORT STUDY.
AS I SAID, THE PORT INLAND PORT IS JUST 234 SQUARE MILES.
THAT DOES NOT, UH, INCLUDE WHAT WE CALL, UH, THE HUCK PORTION OF THIS, UH, DEVELOPMENT.
AND SO WHAT WE'RE DOING, BASICALLY DOING IS MAPPING CITIES LIKE DESOTO, CITIES, LIKE CITIES THAT ARE ALL IN MY DISTRICT AND UNINCORPORATED.
THEY HAVE, THOSE TRIBUTARIES HAVE NOT BEEN MAPPED, UM, FOR QUITE SOME TIME.
AND WE ARE IN THE PROCESS OF UPDATING THOSE.
AND SO TONIGHT, YOU'LL HEAR FROM MY TEAM, UH, THEY WILL CARRY YOU THROUGH IT.

YOU NEVER THINK ABOUT FLOODING UNTIL IT FLOODS.
AND, UH, I SAY IN COURT ALL THE TIME, WATER FLOWS SOUTH.
UM, IT WAS NEVER, I DON'T THINK INTENDED FOR, UM, DALLAS COUNTY AND CITIES THIS FAR NORTH TO BE ABLE TO BE THE BENEFICIARY OF THAT PROPOSITION.
THIS WAS DESIGNED FOR THE COASTAL AREA WHEN THEY WERE FLOODING.
UH, BUT, UH, AS YOU'LL HEAR FROM MY, UH, PUBLIC WORKS DIRECTOR, UH, IN CHARGE OF, OF A FLOODPLAIN TONIGHT, WE MADE THE APPLICATION AND THE TEXAS WATER DEVELOPMENT BOARD AGREED WITH US THAT WE WERE A CANDIDATE AND THAT WE NEEDED TO BE ABLE TO MANAGE, UH, FLOODS IN THIS PARTICULAR AREA.

SO COMMISSIONER INTRODUCED US AND THE FLOOD PLANNING STUDY, BUT TONIGHT I'M GONNA KIND OF WALK YOU THROUGH, UM, JUST SOME DIFFERENT ASPECTS OF THE STUDY.
GIVE YOU THE BACKGROUND, WHO THE STAKEHOLDERS ARE, WHAT THE SCOPE IS, THE SCHEDULE, AND, AND THOSE KINDS OF THINGS.

MY NAME IS ALYSSA SHEPHERD AND I AM THE FLOODPLAIN MANAGER AT DALLAS COUNTY.
UM, I'M, I'M IN THE DEPARTMENT OF PUBLIC WORKS THAT IS DIRECTED BY ALBERTA BLAIR.
AND TONIGHT I HAVE WITH ME CECILIA RUTHERFORD.
SHE'S AN ASSISTANT DIRECTOR IN OUR DEPARTMENT.
AND THEN RON O'CONNELL IS ALSO HERE.
HE'S OUR CONSULTING ENGINEER THAT WE'VE HIRED TO HELP US WITH THIS PROJECT.
SO I'M GONNA TALK WITH YOU TONIGHT ABOUT THE DALLAS COUNTY INLAND PORT.
THIS IS A, A MAP THAT SHOWS THE, THE INLAND PORT AREA AND, AND THE AREA IN RED SHOWS THE INLAND PORT THAT WE HAD DEFINED BY OUR DALLAS COUNTY, SOUTHERN DALLAS COUNTY INFRASTRUCTURE ANALYSIS STUDY.
THAT WAS INITIALLY STARTED IN 2012.
AND THAT STUDY HELPED US IDENTIFY INFRASTRUCTURE NEEDS IN THE SOUTHERN DALLAS AREA.
BUT THIS INLAND PORT AREA HAS SEVERAL CITIES THAT ARE LOCATED WITHIN IT.
THE CITY OF LANCASTER, WILMER, AND HUTCHINS ALL HAVE THEIR CITY LIMITS WITHIN THE DALLAS COUNTY INLAND PORT AREA, AS WELL AS SOME OF DALLAS AND SOME OF FERRIS.
THE INLAND PORT AREA IS BOUND BY I 35 E ON THE WEST, THE TRINITY RIVER ON THE EAST LOOP, 12 TO THE NORTH, AND THEN THE COUNTY LINE TO THE SOUTH.
ONE OF THE THINGS YOU'LL NOTICE ON THIS MAP IS THAT A LOT OF THE AREA IS WITHIN THE FLOOD PLAIN.
UM, YOU CAN SEE THAT IN THE BACKGROUND THERE.
AND SO THAT'S REALLY WHY WE KIND OF MARRIED THE TWO.
WE WANTED TO HAVE A STUDY THAT IDENTIFIED AREAS THAT FLOOD WITHIN THE INLAND PORT AREA.
THIS AREA ALSO INCLUDES THE INTERMODAL FACILITY THAT UNION PACIFIC OWNS.
IT HAS MULTIPLE PROPERTY OWNERS AND DEVELOPERS, AND WE RECEIVED GOODS FROM THE WEST COAST, THE EAST COAST,

AND THE GULF OF MEXICO.SO WHY IS THIS LOCATION SUITABLE? WELL, THERE'S ABOUT 2 MILLION PEOPLE THAT LIVE WITHIN 30 MINUTES OF THE AREA.
THERE'S LARGE TRACKS OF UNDEVELOPED LAND.
WE HAVE GREAT PROXIMITY TO INTERSTATE FREEWAYS.
WE'VE GOT, I I 35, EI 45 I 20, AND THEN LOOP NINE, WHICH IS UNDER CONSTRUCTION RIGHT NOW TO THE SOUTH.
WE'VE GOT ACCESS TO MAJOR MARKETS, AND WE ALSO HAVE THE INLAND PORT TRANSPORTATION MANAGEMENT ASSOCIATION.
UM, AND THAT IS, IS A GROUP THAT PROVIDES MICRO TRANSIT TO A LOT OF EMPLOYERS WITHIN THE DALLAS COUNTY AND LIN PORT AREA.
SO THESE ARE SOME OF THE BUSINESSES IN THE DALLAS COUNTY AND LIN PORT.
YOU'LL SEE A LOT OF FAMILIAR NAMES LIKE AMAZON, FEDEX, UM, ALSO CHICK-FIL-A HAS A DISTRIBUTION CENTER.
WALMART HAS A LARGE DISTRIBUTION CENTER THAT THEY JUST OPENED.
SO THIS AREA IS GROWING EVERY DAY.
AND THIS SLIDE HERE REALLY HIGHLIGHTS THE GROWTH.
THIS IS A SEGMENT OF DALLAS, AND IT'S RIGHT NEAR, UM, I 20 AND I 45.
BUT YOU CAN SEE THE DIFFERENCE BETWEEN 2006 AND 2023.
LOTS OF WAREHOUSES HAVE COME ABOUT IN, UM, 2023.
AND THE REASON THAT WE CHOSE 2026 WAS THAT WAS ABOUT THE YEAR THAT THE, UM, INTERMODAL FACILITY REALLY CAME INTO BEING.
AND SO, UM, THAT REALLY SPURRED A LOT OF THE ECONOMIC GROWTH IN THIS AREA.
SO THIS NEXT SLIDE, I'M GONNA KIND OF WALK YOU THROUGH HOW WE CAME ABOUT WITH THE TEXAS WATER DEVELOPMENT BOARD AND HOW THE FLOOD INFRASTRUCTURE FUND WAS, WAS BORN.
SO IF YOU ALL CAN REMEMBER BACK IN ABOUT 2010 THROUGH 2014 ROUND ABOUT THAT TIMEFRAME, TEXAS HAD A PRETTY SEVERE DROUGHT.
UM, YOU MIGHT REME RECALL HAVING, UH, WATER RESTRICTIONS, BEING UNABLE TO WATER YOUR YARD WHEN YOU REALLY WANTED TO, MAYBE ONLY HAVING TO DO, DO THAT JUST A COUPLE OF TIMES A WEEK.
AND SO WE HAD DRIED LAKE BEDS.
IT, IT DIDN'T RAIN FOR, FOR MONTHS.
AND THEN IN ABOUT 2015, IT REALLY, IN THAT SPRING, WE GOT A LOT OF RAINFALL IN 2016, THE SAME THING.
AND THEN IN 2017, WE HAD HURRICANE HARVEY.
WELL, IN 2019, THE LEGISLATURE KIND OF ANSWERED THAT.
AND COMMISSIONER PRICE ALLUDED TO THIS EARLIER.
THEY, UM, SET ASIDE ABOUT $800 MILLION AND SHIFTED MONEY FROM THE, UM, RAINY DAY FUND INTO THE FLOOD INFRASTRUCTURE FUND.
AND WE WENT AND VOTED ON THAT.
THERE WAS A CONSTITUTIONAL AMENDMENT, UM, THAT SHIFTED THAT FUNDING.
AND ALSO AT THAT TIME WHEN IT SHIFTED THE FUNDING, THE STATE FLOOD PLAN WAS BORN WHERE, UM, THE, THE DIFFERENT, THE STATE WAS DIVIDED INTO ABOUT 15 REGIONS BASED ON RIVER BASINS.
AND, UM, FLOOD PLANNING GROUPS WERE DEVELOPED TO HELP IDENTIFY PROJECTS ALL THROUGHOUT THE STATE THAT COULD BE, UM, FUNDED LATER.
AND SO THIS LAST TIME THAT THE LEGISLATURE MET, THEY PASSED, UM, A RULE THAT SAID, IF YOU WANT A PROJECT TO BE CONSIDERED FOR FUNDING FROM THE FLOOD INFRASTRUCTURE FUND, IT HAS TO BE IDENTIFIED IN THE STATE FLOOD PLAN.
SO AGAIN, IN 2020, UM, THE TEXAS WATER DEVELOPMENT BOARD HAD DEVELOPED THESE DIFFERENT CATEGORIES FOR FUNDING.
AND ONE OF THOSE CATEGORIES IS IDENTIFIED AS THE CATEGORY ONE FLOOD PLANNING PROTECTION FOR WATERSHEDS.
AND SO THAT'S WHAT WE'RE DOING HERE WITH THIS STUDY.
SO WE, WE HAVE A CONSULTANT ON BOARD NOW IN MARCH OF 2022, AND WE'VE BEEN WORKING ON THIS STUDY FOR ABOUT 18 MONTHS.
SO THESE ARE OUR STAKEHOLDERS.
UM, AS COMMISSIONER PRICE REFERRED TO EARLIER, WE'VE, UM, TAKEN THIS SHOW ON THE ROAD AND WE'VE GONE AND PRESENTED TO ALL THE DIFFERENT CITIES THAT ARE IDENTIFIED.
UM, HERE IS OUR, THAT'S OUR GOAL AT LEAST.

IS OUR FIFTH CITY THAT WE'VE COME TO.WE'VE, WE'VE HIT ALL THE CITIES IN THE INLAND PORT AREA.
AND THEN WE ALSO HAVE, UM, SEVERAL COUNTIES THAT ARE PARTICIPATING WITH US.
BUT THESE ARE IDENTIFIED AS OUR STAKEHOLDERS.
AND THEN WE ALSO HAVE, UM, STAKEHOLDERS THAT ARE NOT CITIES, BUT ARE CERTAINLY PARTNERS IN FLOODPLAIN MANAGEMENT.
AND THAT INCLUDES THE CORE FEMA, THE TEXAS WATER DEVELOPMENT BOARD.
WE MEET EVERY OTHER MONTH ON, UM, THE FIRST THURSDAY OF THE MONTH.
SO, UM, AND WE DO HAVE REPRESENTATIVES FROM DESOTO THAT ATTEND THOSE MEETINGS.
SO WHY IS THIS PROJECT IMPORTANT? WELL, CERTAINLY THE PURPOSE OF OUR STUDY IS TO MINIMIZE LOSS, TO MINIMIZE LOSS OF PROPERTY, AND TO DETERMINE APPROACH TO MINIMIZE FLOODING.
BUT THEN WE WANNA SUBMIT PROJECTS TO THE STATE, UH, FOR FUTURE FUNDING.
AND SO, ONE OF THE THINGS, ON AUGUST 22ND OF LAST YEAR, WE RECEIVED AN AWFUL LOT OF RAINFALL.
I THINK WE HAD ABOUT 10 INCHES OVER THE COURSE OF 24 HOURS.
AND THAT WAS THE SECOND MOST RAIN THAT WE'VE HAD IN, UM, A 24 HOUR PERIOD SINCE RECORDS HAVE BEEN KEPT.
IT'S NOT ONCE IN A BLUE MOON OR IT'S NOT ONCE EVERY A HUNDRED YEARS.
IT'S, IT'S, IT'S MORE FREQUENT NOWADAYS FOR SURE.
SO, AGAIN, THIS IS OUR, OUR STUDY AREA.
UM, AND COMMISSIONER PRICE ALLUDED TO THIS EARLIER.
WE HAVE THE HUCK TIN AREA THAT'S SHOWN IN BLUE THAT WE ADDED TO THE RED INLAND PORT AREA.
A PART OF US OBTAINING THIS FUNDING FROM THE TEXAS WATER DEVELOPMENT BOARD IS THAT WE HAD TO STUDY AN AREA THAT WAS AT LEAST THE SIZE OF A HUCK TIN AREA.
AND SO, UM, IT FIT IN PRETTY NICELY TO, TO STUDY, UM, THE INLAND PORT AREA, AS WELL AS ALSO ADD SOME CITIES FROM OUR BEST SOUTHWEST AREA, INCLUDING DESOTO, DUNCANVILLE, AND CEDAR HILL.
AND THEN, UM, TO THE EAST, WE'VE ADDED COMBINE SEAGOVILLE AND MESQUITE.
AND WE'RE REALLY, UM, STUDYING HERE THE, UH, 10 MILE CREEK.
WE FOUND OUT, UM, THAT THE TRINITY RIVERS BEEN RECENTLY HAS BEEN STUDIED BY FEMA.
AND SO THEY'RE COMING OUT WITH NEW MAPS FOR THE TRINITY.
UM, BUT I'M GONNA TURN IT OVER TO RON.
AND, UM, HE'S GONNA TALK ABOUT THE CONSULTANT TEAM.
AND, UM, THEN I'LL, I'LL COME BACK TO THE END.
COUNSEL, UH, I WANT TO RESTATE WHAT COMMISSIONER PRICE SAID.

SO FOR THE HUCK 10 AREA, WHAT WE'RE LOOKING AT ARE THE STREAMS, THE CULVERTS, AND THE BRIDGES.
AND AS LISA SAID, WE, WE STARTED OUT WITH 10 MILE, WHICH HASN'T BEEN, UH, MODELED IN 20 OR 30 YEARS.
AND WE WERE GONNA LOOK AT TRINITY RIVER, WHICH WE FOUND OUT AFTER WE DID ALL OF OUR INFORMATION GATHERING IN FOR ALL OF THE CREEKS THROUGHOUT THIS ENTIRE AREA, THAT COTTONWOOD CREEK.
AND ITS TWO LITTLE TRIBUTARIES, FOUR A ONE, AND FOUR A TWO HADN'T BEEN MODELED OR NEEDED TO BE UPDATED ALONG WITH ROLLINS CREEK.
WELL, AFTER WE PUT TOGETHER OUR NUMBERS, 'CAUSE WE WENT BACK TO TWDB, TEXAS WATER DEVELOPMENT BOARD AND MODIFIED OUR SCOPE BASED OFF OF THAT.
AND SO ONCE WE FOUND OUT HOW MUCH IT WAS GONNA TAKE OR HOW MUCH, HOW MANY DOLLARS IT WAS GONNA TAKE, THERE WAS ADDITIONAL FUNDING AVAILABLE.
AND AS YOU CAN KIND OF SEE FROM THIS GRAPHIC, ALL THE TRIBUTARIES TO 10 MILE ON THE UPPER END, INCLUDING THE ONES IN DESOTO, HADN'T BEEN DONE.

THE CHARACTER BASED, UM, CODE ADDRESSED RELATIONSHIP BETWEEN BUILDING FACADES AND PUBLIC REALM, THE FORM AND MASS OF BUILDINGS IN RELATIONSHIP TO ONE ANOTHER.
THE SCALE AND TYPE OF FAR STREETS AND BLOCKS THEY CARRIED BASED CODE ASSIST ASSISTING IN DEVELOPING DYNAMIC ENVIRONMENTS THAT SUPPORT ECONOMIC DEVELOPMENT OF AND VIBRANT STREETSCAPE.

AND NOW WE'RE, WE'RE HERE WHERE WE HAVE CAPITAL AT THE DOORSTEP.
WE HAVE DEVELOPERS WHO ARE BRINGING THE, THE MONEY TO GET IT DONE IN THE PRIVATE SECTOR.
WE HAVE NUMEROUS PROJECTS, YOU KNOW, THE SMALLEST OF WHICH IS THE ROOTS CHICKEN SHACK, BUT THE, THE LARGER ONES, THE HAMPTON COMMONS, THE COMMUNITY HERITAGE BAPTIST, UH, FACILITY, THE MED CENTER THAT'S THERE ACROSS FROM HAMPTON, HAMPTON ROAD BAPTIST, THOSE ARE ALL PROJECTS THAT ARE KNOCKING AT THE DOOR.
ALL WE HAVE TO DO IS GET THIS ADOPTED SO THAT THEY CAN BEGIN TO MOVE FORWARD.
UM, THAT ADOPTION SENDS A VERY CLEAR MESSAGE TO THE COMMUNITY ABOUT WHERE WE'RE HEADED, ABOUT OUR FUTURE.
IT SENDS VERY CLEAR MESSAGE TO THE DEVELOPMENT COMMUNITY THAT WE'RE SERIOUS, THAT WHAT WE'VE BEEN TALKING ABOUT FOR A YEAR AND A HALF ISN'T, UH, ALL FUN AND GAMES.
THIS IS WHERE DESOTO IS HEADED.
THOSE ARE THE BENEFITS OF, OF THIS KIND OF MOMENTUM.
BUT THERE'S ALSO SOME IMPACTS IF WE DELAY.

SO WE ARE MAKING SURE THAT THE INFRASTRUCTURE IS BEING PUT IN PLACE FOR FUTURE OPPORTUNITIES FOR PUBLIC WIFI DOWN THE CORRIDOR, YOU KNOW, THE MONUMENTATION AND ALL THOSE OTHER ELEMENTS THAT WE'RE LOOKING AT.
WE'LL HAVE THE OPPORTUNITY TO BE ABLE TO CHANGE AND, AND FLEX AND, AND EVERYTHING ELSE.

AND BECAUSE OF THAT, AND JUST SOME OF THE CONFLICTIONS WITH SOME OF THE DRIVEWAYS AND EXISTING ROADWAY NETWORKS THAT ARE HERE AS WELL, WE FELT IT WAS BETTER TO DO A CENTER TURN, A DEDICATED CENTER TURN LANE HERE, UH, ALONG THAT END BECAUSE YOU HAVE MORE ROADWAYS AND OTHER CONFLICTS TO HAVE TO DEAL WITH AS PART OF THE ROAD DESIGN INSTEAD OF COMPLETELY CLOSING OFF WITH THE, A GREEN MEETING IN LIMITED ACCESS ALONG THE CORRIDOR.
IN ADDITION, THE NORTHERN END ALSO DOES HAVE ON STREET PARK, AND THAT IS SUPPORTING SOME OF THAT AS WELL.
YEAH, AND I'LL MENTION AS WELL, THIS IS GOING BACK NOW, YOU KNOW, PROBABLY A YEAR AND A HALF OR TWO YEARS AGO OR SO, BUT WE HAD, UM, A FEW SESSIONS WITH THE CITY COUNCIL AND WE TALKED ABOUT WHAT THOSE OPTIONS LOOKED LIKE, RIGHT? SO, UH, WITH THAT BEING SAID, WHEN WE WERE HERE THE LAST TIME WE'RE PRESENTING ON THE PROJECT WHERE IT WAS OVER BUDGET, WE HAD TO GO THROUGH THIS REDESIGN EFFORT AND THAT'S SOMETHING THAT NO ONE EVER WANTS TO DO.
AND SO WE HELD VERY TIGHT TO A COUPLE OF PRINCIPLES THAT WE WANTED TO MAKE SURE WERE HELD TO.
FIRST AND FOREMOST, WE DIDN'T WANNA LOSE SQUARE FOOTAGE, WE DIDN'T WANNA LOSE PROGRAM AND WE DIDN'T WANNA LOSE THE CHARACTER OF WHAT THIS PROJECT HAD.
AND SO WHEN YOU PUT THOSE KIND OF CONSTRAINTS ON A PROJECT WHERE YOU'RE TRYING TO CHANGE THE BUDGET TO REDUCE THE BUDGET, THAT BRINGS SOME CHALLENGES.
BUT I COULD SAY THAT THE COLLABORATION THAT OUR TEAMS HAD WORKING TOGETHER, WE'VE BEEN ABLE TO ACHIEVE THAT.
SO I FEEL CONFIDENT, YOU KNOW, SHARING WHAT WE'RE GONNA SHARE TODAY AND MOVING FORWARD TO THE NEXT PHASE OF THE DESIGN PROCESS.
SO ONE OF THE BIGGEST ITEMS THAT, YOU KNOW, WE LOOKED AT THE, THE FIRST GO ROUND IS HOW DO WE CHANGE THIS? HOW DO WE REDUCE THE BUDGET WITHOUT REDUCING THE PROJECT? AND SO THE FIRST THING WE WANTED TO DO WAS LOOK AT THE EXTERIOR FROM THE, UM, THE, THE, THE MATERIALS THAT WERE BEING UTILIZED.
SO I SPOKE LAST TIME, INSTEAD OF GOING FROM A MORE CONSTRUCTION OR A CMU TYPE MATERIAL TO A, UH, MORE OF A, UH, PRECAST TILT WALL CONSTRUCTION, REDUCING GLAZING, WE'VE BEEN ABLE TO ACHIEVE THOSE THINGS BUT STILL KEEPING THE ESSENCE OF WHAT THE BUILDING LOOKED LIKE.
SO AS YOU CAN SEE, IF YOU REMEMBER THE PREVIOUS DESIGN, IT HAD THIS, YOU KNOW, BUTTERFLY SHAPE.
THERE'S A LOT OF GLAZING, A LOT OF CMU AND WE'RE STILL ABLE TO ACHIEVE THAT SAME EFFECT.
SO SQUARE FOOTAGE HASN'T CHANGED.
WE'VE REDUCED SOME OF OUR STRUCTURAL NEEDS BY BRINGING THE BUILDING IN.
SO IF YOU RECALL FROM THE PREVIOUS DESIGN WHERE THE ENTRYWAY IS, IT WAS A LOT WIDER.
AND SO WE'VE BEEN ABLE TO BRING THAT IN, MAKE THAT A LITTLE BIT MORE OF A NARROW ENTRY AND THEN BASICALLY STRETCH IT ALONG, WHICH I'LL SHARE THROUGHOUT, WHICH WE'LL CALL IN THE SPINE OF THE BUILDING NOW.
SO AS YOU CAN SEE FROM THE EXTERIOR LOOK, UH, YOU CAN SEE THAT ON THE, UH, WELL, WHICH IS ACTUALLY THE NORTHWEST SIDE WHERE THOSE FOUR TALL WALLS ARE, UM, JUST A LITTLE BIT MORE, YOU KNOW, WALLS THAT WE HAVE IN THERE.
SO WE REDUCE SOME OF THE G GLAZING AS WE TALKED ABOUT.
BUT YOU CAN SEE FROM THAT VIEW RIGHT THERE, THAT MAIN VIEW INTO THE POOL AREA, THE AQUATIC CENTER, ALL THE GLAZING IS STILL THERE.
SO WE GAVE THAT SAME EFFECT THAT WE WERE GOING FOR AND ACHIEVING THROUGHOUT THAT DESIGN.
SO THERE'S ANOTHER SNAPSHOT OF THAT.
SO YOU CAN SEE THAT WE'VE REALLY TRIED TO ADHERE TO THE ORIGINAL DESIGN AS BEST WE COULD THROUGHOUT THIS PROCESS.
SO THOSE ARE JUST A COUPLE OF THINGS ON THE EXTERIOR THAT YOU CAN SEE.
JUST A COUPLE OF CHANGES THERE.
UM, SO SOME OF THE STUFF ON THE INTERIOR HASN'T CHANGED MUCH.
SOME OF THE MATERIALS CHANGED, BUT SOME OF THE LOOK IS STILL GONNA BE THE SAME.
SO ONE OF THE BIGGEST CHANGES ON THE INTERIORS I MENTIONED WAS WHAT WE CALL THE COMMUNITY HUB SPACE.
SO THAT ORIGINALLY WAS A MUCH WIDER SPACE.
UM, IT WAS SOMETHING WHERE IT WAS A, UH, AN OPPORTUNITY FOR A LOT OF CONGREGATING TO HAPPEN, BUT IT WAS ALSO SOMETHING AS WE DISCUSSED IT, POTENTIAL PROBLEM, UH, WITH HAVING A LOT OF PEOPLE BEING ABLE TO HANG OUT AND GATHER IN THAT SPACE BEFORE THEY ACTUALLY MOVED INTO THE SPACE ITSELF AND WENT THROUGH AND, YOU KNOW, CHECKED IN AND THINGS LIKE THAT.
SO THAT'S WHERE THAT SPACE HAS NOW CHANGED FROM BEING THAT, YOU KNOW, A, A SMALLER CENTRAL CHECK-IN LOCATION, UH, WHERE WE'RE GONNA HAVE LESS PEOPLE THERE.
SO THIS IS KIND OF A LOOK AT THE FIRST IMPRESSION AS YOU'RE COMING INTO THE FACILITY, BUT AS YOU CAN SEE IN THAT VIEW RIGHT THERE NOW, YOU CAN SEE ALL THE WAY THROUGH THE BUILDING.
AND SO THAT WAS SOMETHING THAT WE DIDN'T HAVE ORIGINALLY WHEN WE WERE DOING THIS DESIGN.
AND SO THIS IS WHAT WE CALL IN THAT CENTRAL SPINE.
SO NOW INSTEAD OF EVERYONE BEING ABLE TO CONGREGATE AT THE BE, UH,

SO A MUCH MORE, UM, WAY TO, TO EXPRESS THE BUILDING, TO BE ABLE TO COLLABORATE, TO BE ABLE TO UTILIZE THAT SPACE IN A BETTER WAY THAN WHAT WE HAD ORIGINALLY.
SO THESE ARE JUST SOME MORE LOOKS AT THAT.
SO NOW YOU ALSO HAVE MORE OF A, A GATHERING SPACE, IF YOU WILL, IN BETWEEN WHEN EVENTS ARE HAPPENING.
SO INSTEAD OF PEOPLE KIND OF WANDERING AROUND LOOKING FOR PLACES TO GO AND HANG OUT, YOU KNOW, IN BETWEEN EVENTS, YOU KNOW, THIS IS A SPACE WHERE PEOPLE CAN COME AND CONGREGATE NOW AS OPPOSED TO WHAT WE HAD ORIGINALLY IN THE MAIN DESIGN.
SO AS FAR AS OUR FITNESS AND WEIGHT CENTER GOES, THAT LOOKS, YOU KNOW, PRETTY MUCH THE SAME AS WE HAD, UH, THE LAST GO ROUND.
UM, YOU KNOW, WE HAVE LOOKED AT, YOU KNOW, IS THERE A WAY THAT WE CAN REDUCE MAYBE SOME OF THE TREADMILLS AND DIFFERENT THINGS THAT WE HAVE? 'CAUSE IT MIGHT BE A LITTLE BIT OF OVERKILL OF WHAT WE HAVE IN THERE RIGHT NOW, BUT ALL OF THAT'S STILL INTACT.
UM, A LOT OF OUR TURF AREA WHERE WE CAN HAVE OUR FUNCTIONAL FITNESS GOING ON, THAT'S ALL STILL INTACT AS WELL.
AND THEN THE, THE LEISURE POOL AND AS WELL AS OUR COMPETITION POOL, THOSE THINGS HAVEN'T CHANGED.
SO, YOU KNOW, THOSE ARE SOME, SOME THINGS THAT ARE VERY KEY TO THIS PROJECT THAT WE'VE BEEN ABLE TO MAINTAIN THROUGHOUT THIS ENTIRE REDESIGN EFFORT.
SO AS FAR AS THE COURTS GO, UM, NOTHING'S REALLY CHANGED THERE.
FITNESS STUDIO, WE'VE BEEN ABLE TO DO SOME GREAT THINGS TO KEEP THAT IN PLACE, HAVE SOME GREAT VIEWS WITH IT BEING UP THERE ON THE SECOND FLOOR, LOOKING OUT.
AND, UM, SO THOSE ARE JUST SOME OF THE, THE LOOKS AND FEELS OF HOW THE PROJECT HAS KEPT THAT ESSENCE OF THE DESIGN THAT YOU'VE SEEN TO DATE.
SO WE'VE DONE A REALLY GOOD JOB WITH THE TEAM.
SMITH GROUP IN MANHATTAN, HAVE WORKED VERY DILIGENTLY TO MAKE SURE THAT WE'RE NOT CHANGING THE PROJECT IN A FASHION THAT'S GONNA DETER IT FROM BEING A, A, A FOCAL POINT FOR THE COMMUNITY, LIKE WHAT WE'RE GOING FOR.
SO ONE OF THE BIGGEST UPDATES OR BIGGEST IMPACT THAT WE HAD THROUGHOUT THIS REDESIGN PHASE IS OF COURSE OUR SCHEDULE.
UM, SO WITH THAT NOW, YOU KNOW, WITH THE UM, MOVING ON NOW WITH US BEING BACK ON BUDGET AND BACK ON TRACK WITH THE DESIGN, UH, WE'LL BE ABLE TO MOVE FORWARD NOW THROUGHOUT THE ACTUAL, UH, DESIGN OF THIS, WE'LL BE HITTING SCHEMATIC DESIGN OF THE 50% CDS, UM, AROUND JANUARY.
UH, BUT MOST IMPORTANTLY WE'LL BE LOOKING AT, YOU KNOW, STARTING AT GMP PHASE IN APRIL AND THEN CONSTRUCTION STARTED IN MAY OF 24.
UM, SO THERE'S A FEW MONTHS THAT WE'VE, YOU KNOW, WE'VE, WE'VE LOST IF YOU WILL, FROM A SCHEDULE PERSPECTIVE, BUT I THINK IT WAS TIME WELL SPENT.
'CAUSE I THINK EVERYONE THAT'S BEEN AROUND THE TABLE LOOKING AT THIS DEVELOP ACTUALLY FEELS LIKE THE DESIGN THAT WE HAVE TODAY IS BETTER THAN THE ONE THAT WE HAD ORIGINALLY.
AND SO THAT'S SOMETHING I THINK EVERYBODY'S PROUD TO SAY THAT WE ACTUALLY, YOU KNOW, HAVE REDUCED THE BUDGET AND COME UP WITH SOMETHING THAT EVERYONE SEEMS TO BE A LOT MORE PROUD OF AS WELL.
SO WITH THAT, I'LL GO INTO WHERE WE ARE WITH THE BUDGET.
OUR GOAL, OF COURSE, IS KEEPING THIS PROJECT WITHIN THAT 43.2 MILLION, UH, SOMETHING THAT WE'VE HAD SET.
UM, SO AS WE WENT THROUGH THIS VALUE ENGINEERING EXERCISE, WE CAME UP WITH ROUGHLY ABOUT 43.5.
WE WENT THROUGH, THERE WERE A COUPLE ITEMS THAT WE WERE ABLE TO CHANGE OUT.
AND SO NOW WE'RE ROUGHLY, I'LL SAY, UM, WITHIN THAT 43.2 MILLION, IT'S 43.236, UM, IS WHERE WE ARE RIGHT NOW.
AND SO WE ALSO HAVE ON THE TABLE, UH, ROUGHLY ABOUT ANOTHER $200,000 WORTH OF VALUE ENGINEERING THAT WE'RE LOOKING AT AND ANALYZING TO EVEN BRING IT BELOW THAT $43.2 MILLION NUMBER.
SO THE PROJECT IS DEFINITELY ON TRACK TO BEING ABLE TO STAY WITHIN BUDGET AND HIT THE SCHEDULE THAT WE'VE SHOWN WITH THE, THE UPDATED SCHEDULE.
UM, ANOTHER THING WITH THE BUDGET THAT WE HAVE IN THERE, SO THAT 43.2 THAT WE HAVE TO DATE, IT ALSO HAS LINE ITEMS FOR CONTINGENCY ESCALATION.
SO DESIGN CONTINGENCY, CONSTRUCTION CONTINGENCY AND ESCALATION, WHICH ALSO ACCOUNT FOR ABOUT 2 MILLION OF THAT $43 MILLION BUDGET.
AND SO AS THE DESIGN PROGRESSES, THOSE CONTINGENCIES LOWER.

UM, THE FIRST QUESTION WAS THE POTENTIAL FINANCIAL IMPACT TO DESO RESIDENTS.
UM, THE AMOUNT OF THE 0.5 CURRENT SALES TAX ALLOCATION FOR PRO TO PROPERTY TAX RELIEF CALCULATES TO APPROXIMATELY $173 AND 19 CENTS ANNUALLY FOR A MINI MEDIUM HOME INCOME TAXABLE INCOME OF 327,000.
