Chairperson Dewberry called the meeting to order at 7:00 pm and noted for the record that seven (7) Commissioners were present.

Motion to Approve to Approve the Minutes for the Regular Meeting on June 12, 2012 and June 24, 2012 with modifications noted during the work session. Moved by Commissioner Dwight Chambers, seconded by Commissioner Scott McDonald.

F. PUBLIC HEARING:
(4) Consider Case Z-1245-12; a Specific Use Permit request to allow an ice house (kiosk) at 714 E. Pleasant Run Road. The property in question is zoned General Retail (GR) and consists of 0.85 acres. The applicant is Richard Rozier.
Management Report for Case Z-1245-12
Mr. Tom Johnson, Managing Director of Development Services, presented the management report for Case Z-1245-12.
Chairperson Dewberry asked the Commission if there were any questions of Mr. Johnson. Hearing no repsonse, he asked the applicant to come forward to address the Commission.
Mr. Richard Rozier, of 209 E. Main Street, Waxahachie, came forward to address the Commission. He informed the Commission that there would be two possible options for the ice house facade, one facade would consist of stone veneer and another facade style would consist of brick with cast stone edging and a stone bottom. Mr. Rozier also provided the Commission about background information about the property in question.
Chairperson Dewberry asked the Commission if there were any questions of Mr. Rozier.
Commissioner Chambers asked Mr. Rozier if the parking lot would be paved with concrete.
Mr. Rozier informed the Commission that the parking lot surface would be paved with concrete according to Building Standards.
Commissioner Chambers asked Mr. Rozier about lighting for the proposed ice house.
Mr. Rozier stated that the lighting for the proposed ice house would meet or exceed the Building Standards to create a safe environment for customers.
Commissioner Jones stated that he would prefer the brick facade over the stone veneer facade.
Mr. Rozier explained to the Commission that he would make sure the ice house complimented the surrounding businesses to both the east and west sides.
Vice Chairperson Williams asked Mr. Rozier if the proposed ice house was a walk-up or drive-thru establishment.
Mr. Rozier informed the Commission that the proposed ice house would be a walk-up establishment.
The Commission and Mr. Rozier discussed the different facades in more detail.
Chairperson Dewberry asked the Commission if there were any other questions or comments for Mr. Rozier. There being no repsonse, he opened the public hearing and asked if there was anyone who wished to address the Commission either in favor of or in opposition to Case Z-1245-12. Hearing no response, Chairperson Dewberry closed the public hearing and asked the Commission if there was any discussion. There being no response, he asked the Commission for a motion.
