Chairperson Dewberry called the meeting to order at 7:00 pm and noted for the record that seven (7) Commissioners were present.

F. PUBLIC HEARING:
(4) Consider Case Z-1230-11; a General Retail Planned Development for Chano’s Addition. The property in question is located to the north of Belt Line Road and approximately 285 feet east of Alpine Drive with an address of 1225 East Belt Line Road. The applicant is requesting deviations to area, landscape, access and screening requirements. The applicant is Marciano Olivarez.
Management Report for Case Z-1230-11
Mr. Edlyn Vatthauer, Planning Manager presented the management report.
Chairperson Dewberry asked if there were any questions of staff.
The Commission discussed the length of the masonary wall and the natural buffer for the parking area.
Chairperson Dewberry asked the Commission if there were any other questions of staff. Hearing no response, he opened the public hearing and asked if there was anyone in the audience that wished to speak in favor of or in opposition to this case. There being no response, he ask the applicant to come forward to address the Commission.
Mr. Ralph Martinez, of RGM Architects, 10606 Lakemier, Dallas, representing the applicant came forward to address the Commission.
Chairperson Dewberry asked if there were any questions for Mr. Martinez.
Commissioner Williams asked about the type of use for the proposed building on Lot 1.
Mr. Vatthauer explained that the applicant is proposing a restaurant type use on Lot 1.
Commissioner Chambers asked if there were any future plans for the northern section of the property.
Mr. Martinez stated there were no future plans to build on the northern section of the property. He also informed the Commission that the applicant preferred to leave the northern section of the lot in its natural state.
Commissioner Jones verified that there would be no outside activities. He also questioned if the proposed amount of parking was adequate.
Chairperson Dewberry asked if there were any more questions of Mr. Martinez. There being no response, he closed the public hearing and asked the Commission for a motion.
Motion to Approve to approve Case Z-1230-11; a proposed General Retail Planned Development for Chano’s Addition. Moved by Commissioner Dick North, seconded by Commissioner Dwight Chambers.

(5) Consider Case CP-007-12; an amendment to the City of DeSoto Comprehensive Plan. The proposed change would incorporate Mixed Use concepts into the Comprehensive Plan, as well as denote areas on the Future Land Use Plan where Mixed Use would be appropriate.

Mr. Edlyn Vatthauer, Planning Manager, introduced Mr. Daniel Harrison, Consultant with Freese & Nichols, to present the Management Report on Case CP-007-12.
Chairperson Dewberry asked the Commission if there were any questions of Mr. Vatthauer or Mr. Harrison.
Commissioner McDonald stated his opinions and views regarding Case CP-007-12.
Chairperson Dewberry asked the Commission if there were any additional questions or comments. He then opened the public hearing and asked if there was anyone who wished to speak either in favor of or opposition to Case CP-007-12. There being no response Chairperson Dewberry closed the public hearing and asked the Commission for a motion.
Motion to approve case CP-007-12, an amendment to the City of Desoto Comprehensive Plan. Moved by Commissioner Dwight Chambers, seconded by Commissioner Reginald Jones.
