Chairperson Simerly called the meeting to order at 7:00 PM for the record that seven (7) Commissioners were present.

F. PUBLIC HEARING:
(3) Consider Case Z-1225-11; a request to amend Thorntree Planned Development (PD-9). This proposed amendment would replace the existing site plan by decreasing the lot width of lot 4 to 42’; lot 4 becomes common area; increase lot width of lot 8 to 65’; decrease the front yard setback of lot 5 to 15’; increase the lot width of lots 1, 2, 3,5,6,7 to 55’ and increase the lot depth to 90’ for lots 1,2,3,5,6,7,8, Block 1 Thorntree, Phase II. The property in question is located north of Wintergreen Road and west of Westmoreland Road. The applicant is Rodney Holloman.

Mr. Edlyn Vatthauer, Planning Manager, presented the management report for case Z-1225-11.
Chairperson Simerly asked the Commission if there were any questions of staff.
Commissioner Williams asked Mr. Vatthauer to clarify the term "common area".
Mr. Vatthauer informed the Commission that the common area was a green space to be utilized by all property owners in the area.
Commissioner Williams asked if the common area would have a net to block golf balls from the driving range, thus providing safety.
Mr. Vatthauer stated that the common area would not have a net to block golf balls from coming into the common area.
The Commission and staff also discussed property owner comments about the common area being too close to the driving range, as well as, the proposed lots encompassing some of the existing common area.
Chairperson Simerly asked the Commission if there were any other questions of staff. Hearing no response, he opened the public hearing and asked the applicant to come forward.
Mr. Rodney Holloman, of 1610 Mai Avenue, came forward to address the Commission.
Mr. Holloman, the Commission and staff discussed the request for increased depth on lots 1, 2, 3, 5, 6, 7 and 8 to 90 feet, as well as, the decrease width of the common area to the rear of these lots.
Chairperson Simerly asked the Commission if there was any other discussion. Hearing no response he asked if there was anyone who wished to speak in favor of or opposition to Case Z-1225-11. Hearing no response he closed the Public Hearing.
Motion to Approve to Approve Case Z-1225-11; a request to amend Thorntree Planned Development (PD-9). Moved by Vice Chairperson Donald Dewberry, seconded by Commissioner Roosevelt Williams.
Ayes: Simerly, McDonald, Chambers, Jones, Dewberry, Williams, North

Being there was no other business; Chairperson Simerly adjourned the meeting at 7:20 PM.
