Chairperson Simerly called the meeting to order at 7:00 PM and noted for the record that five (5) Commissioners were present.
E. CONSENT AGENDA ITEMS:
(2) Approval of the Minutes for the Regular Meeting on September 22, 2009.
(3) Approval of the Minutes for the Regular Meeting on October 13, 2009.
Motion to Approve to Approve the Consent Agenda Items. Moved by Vice Chairperson Donald Dewberry, seconded by Commissioner Van Stripling.
Vote to Approve to Approve the Consent Agenda Items. (Approved)
F. PUBLIC HEARING:
(4) Consider Case Z-1176-09; a Specific Use Permit Request. This SUP would allow a Check Cash Service and Loan Agency in the General Retail (GR) Zoning District. The property in question is located at 1495 N. Hampton Road, Suite A and consisting of a 1,958.2 square feet leasing space. The applicant is Fast Bucks Corporation.
Mr. Edlyn Vatthauer, Planning Manager, presented the management report.
Chairperson Simerly asked the Commission if there were questions of staff. There being no response, he opened the public hearing and asked the applicant to come forward.
Mr. Stephen Solomon, of 7920 Belt Line Road, Suite 600, Dallas, representing Fast Bucks Holding Corporation came forward to address the Commission. He provided some history about Fast Bucks Holding Corporation and he informed the Commission that Fast Bucks offers payday lending, title lending and loans on car titles. Mr. Solomon also stated that Fast Bucks does not anticipate offering the traditional check cashing services.
Chairperson Simerly asked the Commission if there were any questions for Mr. Solomon.
Commissioner Stripling asked Mr. Solomon about the type of marketing research done to select the City of DeSoto as a location for Fast Bucks.
Mr. Solomon informed the Commission that Fast Bucks stores are typically placed where there is good visibility and approximately 8,500 consumers within a one and one half mile area that could benefit from Fast Bucks services.
Commissioner Stripling asked Mr. Solomon about the total number of Fast Buck stores in operation around the country.
Mr. Solomon stated that approximately fifty (50) Fast Buck stores are operating around the country.
Commissioner Stripling asked Mr. Solomon if any of the fifty (50) Fast Buck stores were currently operating in Texas.
Mr. Solomon told the Commission that there was only one other store in Texas, but Fast Bucks is considering two additional sites.
Commissioner Stripling asked if the headquarters for Fast Bucks Holding Corporation was in the Dallas-Fort Worth area.
Mr. Solomon informed the Commission that the current location for Fast Bucks Holding Corporation headquarters is in Dallas.
Commissioner Stripling asked Mr. Solomon what differentiates Fast Bucks establishments from some of the other check cashing service and loan agencies.
Mr. Solomon stated that the services provided by both Fast Bucks and some of the other check cashing service & loan agencies are the same, but he believes Fast Buck executes these services better.
Chairperson Simerly asked the Commission if there were any other questions for Mr. Solomon. There being no response, he closed the public hearing and asked the Commission if there was any discussion.
The Commission, staff and Mr. Solomon discussed the current occupancy situation at the proposed site for the Fast Bucks establishment.
Commissioner Stripling informed the Commission that the city is saturated with these types of establishments and he was not certain if adding another check cashing service and loan agency would benefit DeSoto at this time.
Chairperson Simerly stated that a check cashing service and loan agency is a suitable use for the proposed location, because the proposed use would not generate high volumes of traffic in an otherwise already busy shopping strip.
Vice Chairperson Dewberry stated, he agrees with Commissioner Stripling that the city is starting to reach a point of saturation with check cashing service & loan agency establishments.
Commissioner North informed the Commission that a check cashing service and loan agency would be an appropriate use at the proposed location.
Chairperson Simerly asked the Commission if there were any additional comments or discussion. Hearing no response, he asked the Commission for a motion.

Mr. Vatthauer explained to Mr. Solomon that case Z-1176-09 will move forward to the City Council, since the case was not denied.
Vice Chairperson Dewberry asked Mr. Vatthauer to remind all Commissioners of the Hampton Road Mixed Use Town Hall Meeting.
Mr. Vatthauer informed the Commission of the Hampton Road Mixed Use Town Hall Meeting scheduled for Monday, November 9th.
