Chairperson Vaughn called the meeting to order at 7:00 PM and noted for the record that seven (7) Commissioners were present.
E. CONSENT AGENDA ITEMS:
(3) Approval of the Minutes for the Joint Meeting on December 17, 2008.
Motion to Approve to Approve the Minutes of the Joint Meeting on December 17, 2008 with modifications noted during the worksession. Moved by Commissioner Donald Dewberry, seconded by Commissioner Dwight Chambers.
Vote to Approve to Approve the Minutes of the Joint Meeting on December 17, 2008 with modifications noted during the worksession. (Approved)

F. PUBLIC HEARING:
(4) Consider Case Z-1168-09; a request for a Specific Use Permit (SUP) to allow a Private School for Kindergarten thru 3rd Grade in the Single Family 10 (SF-10) Zoning District. The property in question is located at 220 S. Cockrell Hill Road and consisting of 8.22 acres & 1 lot. The applicant is Linda Reese.
Mr. Edlyn Vatthauer, Planning Manager, presented the management report.
Chairperson Vaughn asked the Commission if there were any questions of staff. There being no response, she opened the public hearing and asked the applicant to come forward to address the Commission.
Ms. Linda Reese, of 220 S. Cockrell Hill Road, came forward to address the Commission. She informed the Commission that the Hope Christian School would open its doors to 20 to 25 students next school term. She also stated that the school will begin with both Kindergarten & 1st Grade and an additional grade would be added each year up to the 3rd Grade. Ms. Reese also informed the Commission that the hours of operation for the Hope Christian School would be from 6:30 am to 6:00 pm.
Chairperson Vaughn asked Ms. Reese about the extended hours of operation for the private school.
Ms. Reese stated that the extended hours of operation would be for the purpose of before and after school care for students attending the school.
Chairperson Vaughn asked the Commission if there were any other questions for Ms. Reese.
Commissioner Stripling asked Ms. Reese if there were plans to expand the school past the 3rd Grade.
Ms. Reese stated that there were no plans to expand the school past the 3rd Grade in the near future.
Chairperson Vaughn asked the Commission if there were any other questions for Ms. Reese. There being no response, she closed the public hearing and asked the Commisison for a motion.
Motion to Approve to Approve Case Z-1168-09; a request for a Specific Use Permit (SUP) to allow a Private School for Kindergarten thru 3rd Grade in the Single Family 10 (SF-10) Zoning District. Moved by Commissioner Donald Dewberry, seconded by Commissioner Dick North.
with the following stipulations:
1. Prior to having more than fifty (50) children, the operator of the private school must submit a circulation plan that shows where stacking will take place, as well as how persons will enter and exit the site for staff’s review and approval.
