Chairperson Vaughn called the meeting to order at 7:00 PM and noted for the record that seven (7) Commissioners were present.

(3) Consider Case Z-1160-08; to Amend the City of DeSoto Zoning Ordinance to allow 1,000 square feet minimum single family dwelling units with no garage or landscaping required for lots owned by persons in the Wintergreen Estates subdivision who receive a grant from the Dallas County Housing Replacement program.

Mr. Edlyn Vatthauer, Planning Manager, presented the management report.
Chairperson Vaughn asked the Commission if there were any questions of staff. Hearing no response, she opened the public hearing and asked if there was anyone that wished to address the Commission either in favor or in opposition to case Z-1160-08.
Chairperson Vaughn asked Ms. Amy McElroy to come forward to address the Commission in favor of case Z-1160-08.
Ms. Amy McElroy, of 1409 Hubert Drive, came forward to address the Commission. She asked about the requirements to receive a grant from the Dallas County Housing Replacement program.
Mr. Vatthauer stated that all requiries about grants from the Dallas County Housing Replacement program would have to be directed toward those persons handling the program in Dallas County. He also stated that he would be able to give contact information after the Planning & Zoning Commission meeting to those interested parties.
Chairperson Vaughn asked Ms. Iris Pachter to come forward to address the Commission.
Ms. Iris Pachter, of 1318 Honor Drive, came forward to address the Commission. She stated that she was neither opposed nor in favor of case Z-1160-08, but she expressed concern regarding code compliance enforcement for ordinances already established for Wintergreen Estates.
The Commission and Ms. Pachter discussed in detail the availability of the Dallas County Housing Replacement program for the Single Family 8 (SF-8) Zoning District of Wintergreen Estates.
Chairperson Vaughn asked if there was anyone else who wished to address the Commission either in favor or in opposition to case Z-1160-08.
Mr. Maurico Patino, of 1459 Honor Drive, came forward to address the Commission on behalf of Ms. Maria Patino. He asked if his mother (Maria) would have to contact Dallas County for more information about the program being offered to residents of Wintergreen Estates Subdivision.
Mr. Vatthauer stated that he would provide contact information to Mr. Patino for the Dallas County Replacement Housing Program after the meeting.
Chairperson Vaughn asked if there was anyone else who wished to address the Commission either in favor or in opposition of case Z-1160-08. There being no response, she closed the public hearing and asked the Commission if there was any further discussion.
Commissioner Reginald Jones stated that making funding available to improve the Wintergreen Estates Subdivision would be a win-win situation for property owners of Wintergreen Estates and the City of DeSoto.
Chairperson Vaughn asked the Commission if there were additional comments or concerns. Hearing no response, she asked the Commission for a motion.
