Chairperson Vaughn called the meeting to order at 7:00PM and noted for the record that seven (7) Commissioners were present.
E. CONSENT AGENDA ITEMS:
(3) Approval of the Minutes for the Regular Meeting on April 8, 2008.
(4) Approval of the Minutes for the Regular Meeting on April 22, 2008.
Motion to Approve to Approve the Consent Agenda items with the modifications noted during the worksession. Moved by Vice Chairperson Tom Simerly, seconded by Commissioner Van Stripling.
Vote to Approve to Approve the Consent Agenda items with the modifications noted during the worksession. (Approved)

F. PUBLIC HEARING:
(5) Z-1147-08; a Specific Use Permit (SUP) request for Check Cash Service & Loan Agency use at 859 North Hampton Road. The area in question consists of 0.2889 acres and 1 Lot. The applicant is Cotton Financial.
Case Z-1147-08 was withdrawn by the applicant on Thursday, May 8, 2008.
(6) Z-1148-08; an Amendment to the Zoning Ordinance. The proposed amendment would amend Section 43.14 - Supplemental Regulations by referencing Teen Club Security Requirements in the Zoning Ordinance that will be found in the Code of Ordinance.
Staff Report for Case Z-1148-08
Ms. Linda Zombeck, Senior Planner, gave the staff report.
Chairperson Vaughn asked the Commission if there were any questions of staff.
Commissioner Stripling asked Ms. Zombeck if the DeSoto Police Department approved the number of police officers that should be present at teen club establishments per twenty-five (25) guests.
Ms. Zombeck stated that Police Chief Mike Brodnax reviewed the recommended amendment to Section 4.1402 Security Requirements of the Code of Ordinance and he requested that Police security be licensed through the Texas Commission on Law Enforcement Officer Standards & Education and they must meet the definition of jurisdictional powers under Texas Statues to function as a peace officer within the City limits of DeSoto.
Commissioner Chambers asked staff to make sure that the Planning & Zoning Commission’s concerns about police officers monitoring both the inside and outside of teen club establishments were mentioned during staff’s presentation to the City Council meeting.
Chairperson Vaughn asked the Commission if there were any other questions of staff. There being no response, she opened the public hearing and asked if there was anyone else who wished to address the Commission either in favor or in opposition to case Z-1148-08. Hearing no response, she closed the public hearing and asked the Commisison for a motion.
