Chairperson Vaughn opened the public hearing and asked the Commission if there were any questions of staff. Hearing no response she asked if there was anyone who wished to address the Commission either in favor or in opposition to case Z-1145-08. There being no response, she closed the public hearing and asked the Commission for a motion.

(5) FP-1011-08; a Final Plat Hampton Meadows, Phase I out of the John Lewis Survey, Abstract No. 774. The property in question consists of 23.863 acres and is located south of Parkerville Road and east of Hampton Road. The applicant is Randy Lockhart.

Chairperson Vaughn asked the Commission if there were any questions of staff.
Commissioner Dewberry asked staff if exterior alleys were waived during the Hampton Meadows Planned Development Amendment (PD-115) in 2007.
Mr. Edlyn Vatthauer, Planning Manager informed the Commission that exterior alleys were waived as a result of the Hampton Meadows Planned Development Amendment (PD-115) in 2007.
Chairperson Vaughn asked the Commission if there were any other questions of staff. Hearing no response, she asked the applicant to come forward to address the Commission.
Mr. Randy Lockhart, of 1803 Chelsie Court, Grand Praire, came forward to address the Commission. He informed the Commission that he was available to answer questions.
Chairperson Vaughn asked Mr. Lockhart if there were any landscaping plans to make the detention pond aesthetically appealing.
Commissioner Jones asked Mr. Lockhart for the approximate distance between each Bald Cypress tree that would be planted.
Mr. Lockhart stated that the Balded Cypress trees would be spread out approximate 30 feet.
Mr. Jones asked for the approximate width of fully developed Bald Cypress trees. He stated that he was uncertain if the trees would block all public view of the detention pond.
Mr. Lockhart informed the Commission that he was not sure of the width of fully developed Bald Cypress trees.
Commissioner Jones stated that there needed to be something between the Bald Cypress trees shielding the detention pond from public view.
Mr. Vatthauer, Planning Manager, informed the Commission that according to the landscape plan shrubs would be planted in addition to the Bald Cypress trees to shield the detention pond from public view.
Commissioner Dewberry stated that shielding the detention pond from public view was only an issue in the cul-de-sac area, because the rest of the detention pond backs up to a wall.
Commissioner Jones asked Mr. Lockhart for clarification on what would shield the detention pond from public view.
Mr. Lockhart informed the Commission that a six foot masonary wall would be located on the northside of the detention pond and shrubs & trees would be planted to block public view in the cul-de-sac area with wrought iron fencing.
Commissioner Vaughn asked the Commission if there were any additional questions for Mr. Lockhart. Hearing no response, she asked the Commission for a motion.
Motion to Approve to Approve Case FP-1011-08; a Final Plat for Hampton Meadows, Phase I. Moved by Commissioner Reginald Jones, seconded by Commissioner Dick North.
with the following stipulations:
(1) The Final Plat will not be recorded until the Homeowners Association document has been recorded and a copy provided to the Planning & Zoning Department.
(2) The plat cannot be recorded until the Planning & Zoning Department receives the letter from the Engineering Department indicating that they have accepted the subdivision as complete.
