Motion to Approve to Approve the Minutes for the regular Planning & Zoning Commission meeting on July 23, 2013 with modifications. Moved by Commissioner John Robertson, seconded by Vice Chairperson Dwight Chambers.

F. PUBLIC HEARING:
(3) Consider Case Z-1265-13; a request to amend Summer Meadows Planned Development 76 (PD-76) having a legal description of Tract 35 John Lewis Abstract 775. This proposed amendment would create two residential phases out of an existing residential phase. The property in question consists of 1 Tract and 31.9280 acres and is located south of Parkerville and west of Uhl Road. The applicant is Terah Paul.
Management Report for Z-1265-13
Mr. Edlyn Vatthauer, Planning Manager, presented the management report for case Z-1265-13.
Chairperson May asked the Commission if there were any questions of staff. There being no response, she opened the public hearing and asked the applicant to come forward to address the Commission.
Mr. Richard Rozier, of 209 E. Main Street, Waxahachie, provided a brief description for the request of two phases within the subdivision.
Chairperson May asked the Commission if there were any questions for Mr. Rozier. Hearing no response, she asked if there was anyone in the audience who wished to address the Commission either in favor of or in opposition to case Z-1265-13.
Ms. Saba Bowers, of 641 Trillium Lane, came forward to address the Commission. She expressed her concerns about the increased traffic flow at existing access points into Summer Meaodws subdivision from Parkerville Road and Uhl Road. She also asked the Commission whether or not the new phases of Summer Meadows would be included in the existing Home Owners Association (HOA).
Mr. Vatthauer explained that the new phases of Summer Meadows would be a part of the current Home Owners Association (HOA). He also mentioned that there would not be additional access points into the subdivision with the addition of the proposed phases.
Chairperson May asked if there was anyone else who wished to speak.
Mr. Reginald Roberts, of 641 Candelila Drive, came forward to address the Commission. He asked the Commission who would be developing the new residential phases of Summer Meadows.
Mr. Vatthauer informed the Commission that KB Homes would develop the remaining two phases of Summer Meadows.
Chairperson May asked if there was anyone else who wished to address the Commission either in favor of or in opposition to case Z-1265-13. There being no response, she closed the public hearing and asked the Commission if there was any other questions or comments.
The Commission and staff discussed the two proposed phases of Summer Meadows being added into the HOA deed restrictions.

(4) Consider Case Z-1266-13; a request to amend Williamsburg Village Planned Development 10 (PD-10) having a legal description of Tracts H-3A & J-A, Mount Vernon II. This proposed amendment would allow cementitious siding on portions of the buildings. The property in question consists of 2 lots and 2.5546 acres and is located at 2607 & 2621 Prince George Avenue. The applicant is Scott Stone.

Chairperson May asked the Commission if there were any questions of staff. There being no response, she opened the public hearing and asked the applicant to come forward to address the Commission.
Mr. Scott Stone, of 1207 Hampshire Lane, Richardson, representing Callaway Architecture stated that they are requesting an amendment to Williamsburg Village Planned Development for the proposed addition of five multi-family buildings, which would include the use of cementitious siding on the exterior to resemble the existing units in Mount Vernon Apartments. He also stated that he was available to answer questions.
Chairperson May asked the Commission if there were any questions for Mr. Stone.
Commissioner Jones asked Mr. Stone to provide the percentage of cement versus wood fibers in the cementitious material.
Mr. Stone informed the Commission that the material is actually a fiberglass product with a mixture of wood fibers. He also stated that he was not sure of the exact composite of material within the cementitious siding.
Commissioner Jones asked Mr. Stone if the cementitious siding could be cut with a regular saw blade.
Mr. Stone stated that the cementitious siding must be cut with masonry blade. He also mentioned that a regular saw blade could be used to cut the siding, but only twice.
Chairperson May asked the Commission if there were any other questions for Mr. Stone.
Commissioner Robertson asked if home builders are using the same type of material for homes.
Mr. Stone stated that home builders are using the same type of material for the exterior of homes.
Chairperson May asked the Commission if there were any other questions for Mr. Stone. There being no response, she asked if anyone wished to speak either in favor of or in opposition to case Z-1266-13. Hearing no response, Chairperson May closed the public hearing and asked the Commission if there was any discussion. There being no response, she asked the Commission for a motion.
