Mayor Sherman called the meeting to order at 6:02pm.
Mayor Sherman discussed the activities scheduled for "Mayor for the Day". He then turned the meeting over to Tarron Richardson to discuss the upcoming events.
1. Review of Master Agenda by City Manager.
Tarron Richardson, City Manager, reviewed the upcoming items on the Master Agenda to include the upcoming Special City Council Meeting on December 11, 2012; Employee Recognition Banquet on December 14, 2012 and the Joint City Council School Board meeting tentatively scheduled for January 29, 2013.
Joe Gorfida, City Attorney, clarified questions regarding the Special City Council Meeting on December 11, 2012. Specifically, he stated that the City Council will hold their meeting at 7pm or shortly thereafter depending upon the adjournment of the Planning and Zoning meeting.
2. Discussion of Regular Agenda items.
No discussion.
3. Discussion and update of the Municipal Separate Storm Sewer System (MS4) Phase II.
John Cear, Drainage Engineer, gave the Council a brief overview of the Municipal Separate Storm Sewer System Phase II which included the objective criteria for monitoring storm sewer systems; program implementation, course of action, status of 5 year plan.
Joe Gorfida, City Attorney, stated that the Operating Agreement that is listed in the council agenda packet for the heliport has an error and a corrected copy will be distributed prior to the Regular Session for review.
Mayor Sherman adjourned the meeting at 6:19p.m.

Mayor Sherman called the meeting to order at 7:00pm.
1. Invocation by: Robert Gentry, Windsor Park Baptist Church.
2. Pledge of Allegiance led by Councilmember Deshaundra Lockhart Jones.
The Pledge of Allegiance was led by Councilmember Patricia Ledbetter as Ms. Lockhart Jones was not present.
3. Introduction of Ambassador: Sheldon Petty, Fire Department.
Sheldon Petty is one of the newest members of the DeSoto Fire Rescue team. He has hired on February 1, 2012. Prior to his employment, he worked for Mexia Fire Department for a little over two years. Sheldon is currently enrolled at Navarro College where he will obtain his Associates Degree in Fire Science. Sheldon stated that he became a firefighter because not only does it "run in his family", but he loves helping people and believes that it is the "best job in the world". He is looking forward to a long and exciting career with DeSoto Fire Rescue.

Ms. Morris read the agenda caption and introducted Mike Laws, Fire Marshal, Jerry Duffield, Fire Chief, and Cammy Jackson, DeSoto Chamber of Commerce, who made the presentation of awards.
2. Presentation of Certificates for City Employees commended through the Fiscal Year 2012 Employee Recognition Program.
Ms. Morris read the agenda caption and introduced Mayor Carl Sherman and City Manager Tarron Richardson, who presented the staff awards.
3. Presentation of the October 2012 Financial Report and 4th Quarter Investment Report.

Council discussion regarding environmental concerns, after hours self service fuel farm, ecomonic impact to DeSoto, property taxes, energy efficiency, construction schedules, and utilization criteria for private organizations/indivduals.
Motion to authorize the City Manager to execute a Lease and Operating Agreement with Sky Heliport, Inc. Moved by Councilmember McCowan, seconded by Councilmember Lockhart.

2. Consider an Interlocal Agreement with the North Central Texas Regional Certification Agency (NCTRCA).

Ms. Morris read the agenda caption and introduced Edena Atmore, Director of Finance, who presented the staff report.
Council discussion regarding the City's benefit in becoming a member of NCTRCA, frequency of fees, measurement of how the program is utilized, charges by NCTRCA to businesses that are certified.
Ms. Atmore indicated that she would do further research on the charges that may or may not be implemented to businesses that are certified by NCTRCA.
Motion to approve an inter-local agreement with North Central Texas Regional Certification Agency (NCTRCA) as a source of providing verifiable entities that are at least 51% owned and/or controlled by a socially and economically disadvantaged individual as described by Title X of the Clean Air Act Amendments of 1990 (42 U.S.C. 7601 note), and Public Law 102-389 (42 U.S.C. 4370d), respectively. Moved by Mayor Pro Tem Valentine, seconded by Councilmember Lockhart.
Vote to approve an inter-local agreement with North Central Texas Regional Certification Agency (NCTRCA) as a source of providing verifiable entities that are at least 51% owned and/or controlled by a socially and economically disadvantaged individual as described by Title X of the Clean Air Act Amendments of 1990 (42 U.S.C. 7601 note), and Public Law 102-389 (42 U.S.C. 4370d), respectively. Curtistene McCowan announced that on February 9, 2013, from 9:30am-11:30am, the Concerned DeSoto Citizens will host their 1st College Presidents Roundtable.
Sandy Respess wished everyone a Happy Thanksgiving.
James Zander wished everyone a Happy Thanksgiving.
Deshaundra Lockhart Jones announced the Tree Lighting Ceremony to be held on December 7, 2012, begining at 7pm at DeSoto Town Center Courtyard.
Patricia Ledbetter announced the 40th Annual Hometown Holiday Parade which will be Saturday, December 15, 2012 at 2pm.
Ms. Morris announced the Mayor for the Day information. The "first round" of Mayor for the Day will be held on December 4, 2012.
Mayor Sherman discussed Veterans Appreciation Day in the City of DeSoto which is annually on November 10th. He encouraged everyone to contact the City Secretary's Office when a veteran arrives home. Mayor Sherman also encouraged all citizens to come out on Saturday, November 24, 2012, at 1pm at the City of Allen Stadium to support the DeSoto Eagles Football Team.
Mayor Sherman adjourned the meeting at 8:34pm.
