Mayor Sherman called the Work Session to order at 5:02 p.m.

1. Review of Master Agenda by City Manager.

Tarron Richardson, City Manager, reviewed upcoming items on the Master Agenda.

2. Discussion of Regular Agenda items.

3. Texas Hotel and Lodging Association update on the Hotel Occupancy Tax statute.

Justin Bragiel, General Counsel for the Texas Hotel and Lodging Association provided an update on the Hotel Occupancy Tax and how funds can be used.

Adjourn for break at 6:05 p.m.

4. Discussion of Hotel/Motel Fund Allocations.

Reconvene from break at 6:18 p.m.

Council discussion regarding funding for tournaments, implementation of "Passkey" system by the DeSoto Chamber of Commerce, allocations for Fiscal Year 2013, and the possibility of a LED billboard.

Councilmember Lockhart arrived at 6:33 p.m.

Cammy Jackson, President of the DeSoto Chamber of Commerce, was present to provide additional information.

It was the consensus of Council to allocate the same funds for the Chamber for FY 2013 with the addition of $10,000 so tournament organizers will go to the Chamber to request funds as opposed to requesting funds directly from the Council. Additional funding for subsequent SolJazz Festival will be discussed after the event in June 2012.

5. Mayor, Place 1, updates for Senior Center, BSW Partnership, DRMC, Metroplex Mayors Association.

Because of time constraints, this item will be rescheduled for the next City Council meeting on May 1, 2012.

3. Ambassador: Troy Elliot, Police Department

Officer Troy Elliot has been working for the DeSoto Police Department for almost a year. He was born in March of 1988 and grew up in DeSoto until he was 12 years old.

Troy graduated from Red Oak High School in May 2006 and graduated from San Houston State University with a Bachelor Degree in Criminal Justice in May 2012. After graduation, Troy worked for the Texas Department of Criminal Justice where he worked for eight months at the Ferguson Unit in Midway Texas as a Correctional Officer.

C. PRESENTATIONS

1. Presentation of Keep DeSoto Beautiful (KDB) Earth Day Poster Contest Winners.

Ms. Hallmark read the agenda item and introduced Patty Wallace, President of KDB; Lucy Tyson, KDB Board member; and Camiron Smith, KDB Staff Liaison, who presented the awards to: Laci Nelson, Isaac Moss Jr., and Erika Martinez.

Council discussion regarding the process for selecting these locations, size of the drainage pipes, width of alleys, length and phases of project, and communication with the residents.

H. CITIZEN APPEARANCES

Marikay Dewberry, 920 W. Parkerville Road, DeSoto; provided information on the Family Farm Festival - the public grand opening for Historic Nance Farm, which will take place on Saturday, April 28, 2012.

Don Dewberry, 920 W. Parkerville Road, DeSoto; provided information on CERT's response to the recent tornado in Lancaster and announced the CERT banquet on april 28, 2012.

I. ITEMS OF COMMUNITY INTEREST

Councilmember Ledbetter announced the Mother & Son dance on Saturday, May 5th from 7-9 p.m. in the Civic Center.

Mayor Pro Tem Valentine announced the DAC presentation of Broadway Rhythm II "Live Loud" on Saturday and Sunday April 28-29. Matinee performances at 3 p.m. both days and Saturday evening at 7:30 p.m. Ticket prices are $10.

Councilmember Lockhart announced the Annual e-recycling and shredding event to take place on Saturday, April 21st from 9 a.m. to 12 noon at the Service Center. She also announced the Household Hazardous Waste collection event on Saturday, April 28th. She also announced the Tri-City Animal Shelter’s May Adoptathon, Saturday, May 5th from 10 a.m. to 3 p.m. Persons adopting a shelter animal during this time will receive a $10 Petco gift card.

Councilmember Zander announced the upcoming election dates and the DeSoto Dining and Dialogue dinner event on Saturday, May 5th.

Councilmember Respess announced the Kids Fish event on Saturday, April 21st at 9 a.m. at Briarwood Park. Registration is $5.

Ms. Hallmark announced the Town Hall Meeting to receive public input regarding the Community Development Block Grant program, which will be held on Thursday, April 19th in the Council Chambers at 6 p.m. She also announced the 3C’s series with the Constable and Mayor on Thursday, April 26th at 5:30 - 7 p.m. She also announced the Board and Commission vacancies and the deadline for applications of April 30th.

Mayor Sherman announced the National Day of Prayer event in the Council Chambers at 7 a.m., Thursday, May 3rd.
