Mayor Sherman called the Work Session to order at 5:10 p.m.

1. Review of Master Agenda by City Manager.

Tarron Richardson, City Manager, reviewed upcoming items on the Master Agenda.

2. Discussion of Regular Agenda items.

3. Capital Improvement Program (CIP) Discussion

a. Objectives

Tom Johnson, Managing Director of Development Services, reviewed the process for the CIP.

b. Review of 2012-2016 Projects

Crystal Owens, City Engineer, provided updates on current CIP projects.

c. Project Update

1) Wintergreen Road Realignment

2) Bee Branch Bridge Replacement

3) Corner Theatre Restrooms

Renee Johnson, Managing Director of Parks and Leisure Services, provided updates on the improvements to the Corner Theatre.

4) Heliport

Mr. Johnson reviewed the heliport project and introduced Ken Pyatt, with Sky Helicopters - the fixed base operator for the DeSoto heliport, who provided an overview of two proposed renderings of the location.

Council discussion regarding project funding shortfall, sources of revenue, comparisons to Garland location, and the possibility of a park and ride at the location.

d. Discussion of Specific Projects

1) Dallas County MCIP Call for Projects

2) Park Improvement Projects

Ms. Owens stated staff will bring recommended projects to Council at a later date.

e. Populate FY2013-2017 CIP

After further discussion, it was the consensus of the Council to leave the CIP as it is and to not pursue a bond referendum at this time.

4. Mayor, Place 1, updates for Senior Center, BSW Partnership, DRMC, Metroplex Mayors Association.

Councilmember Respess presented the Proclamation to members of the DeSoto Library Advisory Board.

2. Presentation of DeSoto Reads Poster Contest Winners.

DeSoto Library Advisory Board members announced the following winners of the poster contest:

FIRST GRADE CATEGORY: 3^RD Place Franklin Hunter, III - Ruby Young Elementary School; 2^nd Place Kendric Lark - Ruby Young Elementary School; 1^st Place Cindy Munoz - Ruby Young Elementary School.

Councilmember Lockhart announced the Household Hazardous Waste event on Saturday, April 28th from 9 - 12 noon.

Mayor Pro Tem Valentine announced the African-American Repertory Theatre production of "Jar the Floor" through April 15th in the Corner Theatre.

Councilmember Ledbetter announced the E-recycling and document shredding event on Saturday, April 21st at the Service Center, 809 Spinner Road.

Mayor Sherman announced the Concerned DeSoto Citizens (CDC) 23rd Annual Candidate Forum on Saturday, April 14th, from 10 - 12 p.m.
He also announced the DeSoto Chamber of Commerce’s Candidate Forum on Thursday, April 19 from 6-8 p.m. in the Civic Center Pecan Rooms.
He also announced the 3Cs Town Hall Meeting, April 26th from 5:30 - 7:30 p.m. with Constable Roy Williams.
He also welcomed Jeff Bryant, new Director of Business Development for the DEDC.
