Mayor Sherman called the Work Session to order at 6:04 p.m.

1. Review of Master Agenda by City Manager.

City Manager Tarron Richardson reviewed upcoming items on the Master Agenda.

2. Discussion of Regular Agenda items.

3. Discussion of how to improve front building elevations in General Retail zoned areas.

Tom Johnson, Managing Director of Development Services, reviewed the mansard roof style.

Council discussion regarding process for new buildings and the existing zoning requirements; possible ways to control the building standards; planned development regulations vs. general retail zoning regulations; and requirements in surrounding cities.

It was the consensus of Council to consider at a later time a masonry requirement of 100% for retail/office zoning, prohibition of mansard roofs, and review zoning regulations for surrounding areas for comparison.

4. Discuss the process for Charter Review and subsequent Charter Review Commission Appointments (10-18-11).

City Secretary Laura Hallmark presented an excerpt from the City Charter relating to the mandated charter review and the appointment of a Charter Review Commission. Council will make their appointments at the Regular City Council meeting scheduled for October 18, 2011.

Mayor Sherman adjourned the Work Session at 6:51 p.m.

B. REGULAR SESSION - CALL TO ORDER

Mayor Sherman called the meeting to order at 7 p.m.

2. Pledge of Allegiance led by Councilmember Sandy Respess.

3. Ambassador: Finance Department.

Tanangelia Beatty has been employed with the City of DeSoto for 1 year as an Accountant in the Finance Department. She attended Stephen F. Austin State University where she received a Bachelor’s of Business Administration in Accounting and a Master’s of Business Administration in General Business. Before working for the City of DeSoto, Tanangelia was an Auditor for Weaver and Tidwell, LLP.

Tanangelia is a naïve of Dallas and is the baby of five children. She enjoys dancing, mentoring youth, spending time with her family and traveling.

We are happy to have Tanangelia on staff with the City of DeSoto Finance Department.

C. PRESENTATIONS

1. 2011 CLIDE Award Presentation by the North Central Texas Council of Government for the Town Center Mixed Use Project.

Ms. Hallmark read the agenda item and introduced Mike Eastland, Executive Director of North Central Texas Council of Governments, who made the presentation.

2. Presentation of Proclamation in recognition of Constitution Week.

Ms. Hallmark read the agenda item and introduced Councilmember Ledbetter who presented the Proclamation to Elizabeth Reed of the Old Chisolm Trail Chapter of the Daughters of the American Revolution.

3. DeSoto Chamber of Commerce Quarterly Update.

Ms. Hallmark read the agenda item and introduced Cammy Jackson, President of the DeSoto Chamber of Commerce, who presented the update along with Eve Williams, Chair of the Executive Tourism Committee.

Council discussion regarding travel to hotel call center, updating website to accommodate new technology, clarification of financial report, and rates involved for advertising at Love Field.

4. Presentation of Proclamation in recognition of Patriot Day - 10th Anniversary of September 11th events.

Ms. Hallmark read the agenda item and introduced Mayor Pro Tem Valentine, who presented the Proclamation.

Councilmember Zander announced the DeSoto Dining and Dialogue dinner event on September 24, 2011.

Councilmember Respess announced the DeSoto Dining and Dialogue Movie Grille Night on Saturday, September 10 beginning at 7 p.m. They will screen the movie, "Guess Who's Coming to Dinner" in the Corner Theatre.

Councilmember Lockhart announced the Boards and Commissions Fair to be held Thursday, September 15th from 6-7 p.m. in the Atrium.

Mayor Pro Tem Valentine announced "Indiefest" an Indepenent Movie Festival hosted by the DAC held Friday and Saturday, September 23rd and 24th. Friday night cockatils in the Pecan Room; Saturday from 9 - 12 film festival, 11-2 music and crafts fair, and 2:30 Directors' Table, Awards Gala at 8 p.m.

Councilmember Ledbetter announced the upcoming Music in the Park series to be held in the amphitheater at 6:30 p.m.: September 8th is Gospel and Jazz and September 22nd is Country and Blues.

Mayor Sherman announced "DeSoto Rocks" a battle of the bands contest sponsored by Project Create Community Friday, September 9th at 5 p.m. in the amphitheater. Mayor Sherman also congratulated Coach Mathis and the DeSoto High School Eagles Football Team on their 63-0 victory over the weekend. (Editor's Note: JZ - DeSoto Dining and Dialogue
