Mayor Sherman called the meeting to order at 6:01 p.m.
1. Review of Master Agenda by City Manager.
City Manager, Jim Baugh, reviewed upcoming items on the Master Agenda.
2. Discussion of Regular Agenda items.
3. Discussion regarding the DeSoto Police and Clergy Association (DPAC) and "Home Visits".
Mayor Pro Tem Valentine provided information on DPAC's home visits and requested Council's support for the program and encouraged them to also volunteer.
Councilmember Ledbetter arrived at 6:08 p.m.
4. Discussion of Town Hall Meetings utilizing a 3rd party service that facilitates citizen participation by phone.

Mayor Pro Tem Valentine provide information on the system utilized by Frisco. Public Information Manager, Kathy Jones, provided additional information.
Council discussion regarding low attendance at town hall meetings and intended outcome.
Councilmember Zander arrived at 6:26 p.m.
It was the consensus of Council to investigate this matter further and obtain additional information.
5. Discussion of acquisition of Surplus Property at Wintergreen Road and IH-35 for entry monument.
City Engineer, Crystal Owens, provided background information on the processes involved with placement of the monuments.
Council discussion regarding outcome if land not purchased, other potential location for monument, and the process for purchasing the land. It was the consensus of Council to not proceed with the purchase of the land.
6. Councilmember Place 4 updates for Keep DeSoto Beautiful, Tri-City Animal Shelter, Zoning Board of Adjustment (ZBOA), North Central Texas Council of Governments (NCTCOG) Resource Conservation Commission.
Councilmember Lockhart provided the following updates:
Tri-City Animal Shelter Board - consolidation of animal control among the partnering cities.
RCC - recycling pilot program funding came from NCTCOG and there is an upcoming meeting which will provide information about grant opportunities. She also noted new legislation which would allow for a higher fine for inoperable vehicles.

B. REGULAR SESSION - CALL TO ORDER

Mayor Sherman called the meeting to order at 7:04 p.m.
1. Invocation by: Curt Krohn, Faith Bible Church.
2. Pledge of Allegiance led by Councilmember Patricia Ledbetter.
3. Ambassador: Karen Kirby, Information Technology.
Karen Kirby has worked for the city for over eleven years, the last nine as the manager of the Information Technology Department. She has two sons, Chris and Tom.
Karen lives with her husband in Waxahachie.
C. PRESENTATIONS
1. Presentation of a Proclamation in recognition of "Senior Adults Day" - May 3rd.
Ms. Hallmark read the agenda item and introduced Councilmember Edgin, who presented the Proclamation. Ms. Barbara Jackson, President of COP, provided information on the upcoming Senior Symposium to be held on May 3, 2011 at Community Missionary Baptist Church.
2. Quarterly update from DeSoto Chamber of Commerce.
Ms. Hallmark read the agenda item and introduced Cammy Jackson, President of the DeSoto Chamber of Commerce and Eve Williams, who presented the report.
Council discussion regarding marketing brochures, tracking the effectiveness of advertising, leads generated, and providing additional information in upcoming reports.

CJ - trifold about desoto in general - parks, nance farm, corner theatre - basic overview of what we have to offer

SR when campaign started, there were to be some measures of effectiveness to see how effective the advertising was - survey of guests to see how they got here -- anything done in regards to that
CJ have not developed a survey - hoteliers survey the customers and chamber doesn’t get that information
SR any other measure for effectiveness that you are using
CJ can only track banner ads on tour texas web site
SR include them next time please -- use of internet beyond social media - doing anything else there? ads on travel sites
CJ did not have that kind of money in budget - ads on fedrooms.com (don’t get information on how effedctive that is - don’t know if there is a way to track)

JZ if we go down this path, going in wrong direction - have a list of citizens who are opposed to limiting them -- should allow more garage sales -- many organizations find themselves having reduced tithing and garage sales and events create an opportunity create additional income
JB clarified this discussion is only about special events and not garage sales
JG provided the definition of a special event

Councilmember Edgin announced the retirement reception honoring City Manager, Jim Baugh on Friday, April 29th at 2 p.m. in the Civic Center Bluebonnet Rooms.
Coumcilmember Zander reminded residents to vote on Saturday, May 14th for the DeSoto ISD Board of Trustees.
Mayor Pro Tem Valentine announced DeSoto's Got Talent (formerly DeSoto Star Search) on Saturday, April 30th at 7 p.m. Tickets are $10 and information is available at 972-230-9648.
Mayor Sherman announced the grand opening of Buttons, the new restaurant at Town Center on April 21st. He also asked that the family of DeOnte Johnson be kept in prayers af ter his passing.
Mr. Baugh made parting comments.
