A.Z. Drones with Atmos Energy reviewed the process used by Atmos for calculating franchise fees.

After further Council discussion, Mr. Drones will return at a future meeting to provide additional information.

4. Discuss and consider an approach to replace wood fences along major thoroughfares.

Tom Johnson, Managing Director of Development Services, provided a presentation outlining proposed areas for the replacement of wood fences along major thoroughfares.

Council discussion regarding what some other cities have done and other options for proceeding with a project like this; possible landscape buffers along alleyway frontage, and forms of irrigation.

5. Discuss and consider an allocation of $10,000 from the Hotel Occupancy Fund to the DeSoto Chamber of Commerce to fund sanctioning fees and opening ceremonies for a World Series baseball tournament and a State Championship baseball tournament in the summer of 2011.

Belinda May - Chairperson and Cammy Jackson - President appeared on behalf of the DeSoto Chamber of Commerce and Perry Holloway and Bernie Keasler appeared on behalf of National Sporting Events.

Mr. Holloway provided background information on the baseball tournament and its history with the City of DeSoto.

Council discussion regarding making the hotels in DeSoto a priority for the participants and registrants of the tournament; providing shopping and eating information to the participants/registrants; provide documentation to verify communication with the Chamber of Commerce and the hoteliers/restaurants.

Motion by Mayor Pro Tem Valentine with second by Councilmember Lockhart to allocate $10,000 from the Hotel Occupancy Fund to the DeSoto Chamber of Commerce to fund sanctioning fees and opening ceremonies for a World Series and State Championship baseball tournaments in the Summer of 2011. Motion passed unanimously.

Brandon has been employed with DeSoto Fire Rescue since March of 2009. He previously worked as a teacher and coach for 9 years in the Bonham and Bells school districts. He has a degree in Kinesiology and Health.

Brandon lives in the Bonham area with his wife and two children. In his spare time, Brandon enjoys working with cattle and baling hay.

Councilmember Ledbetter announced the Literary Cafe sponsored by the DeSoto Arts Commission (DAC) on Thursday, March 3rd beginning with a tour of the DeSoto Public Library at 5:30 p.m. and the cafe at 6:30 in the Civic Center Bluebonnet Rooms.

Mayor Pro tem Valentine announced the DAC sponsored "Broadway Rhythms" in the Corner Theatre Sunday and Monday, March 6th and 7th. General seating is $10 and special stage seating is $25.

Councilmember Lockhart announced the current survey for the Transportation Study. Those wishing to participate may find additional information on the City’s website www.ci.desoto.tx.us.

Councilmember Edgin announced he attended the AART production "Flyin’ West" and encouraged people to visit the Corner Theatre.

Councilmember Zander thanked the Mayor and Assistant City Manager for attending the memorial service for his brother-in-law.

Mayor Sherman congratulated the boys and girls basketball teams for winning district ad heading to the playoffs. He also congratulated Woodridge Elementary School for their awards in the Science Fair in Chemistry and Chemical Engineering. Mayor Sherman also encouraged the community to participate in the DISD search for a new Superintendent.
