Edlyn Vatthauer, Planning Manager, outlined where metal façades are allowed and explained the input from the Industrial Park stakeholders during the Planned Development process.

Council discussion regarding property values, cost of construction, types of businesses, possible guidelines, and safety issues. It was the consensus of Council to consider, at a later date, an ordinance to allow metal construction in the Eagle Industrial Park.

Councilmember Lockhart arrived at 6:29 p.m.

4. Discussion regarding Garage Sales and Special Events.

Tarron Richardson, Assistant City Manager, provided background information for the topic of discussion. Joe Gorfida, City Attorney, presented a PowerPoint presentation outlining the current City regulations governing garage sales and special events.

Council discussion regarding the number of sales allowed, the time allowed for special events, and the possibility of having sales in one location.

3. Ambassador: Joyce Moore, Library Services.

Joyce has been employed with the City of DeSoto for seven years. She works in the DeSoto Public Library as a Circulation Clerk.

Joyce is retired from the Air Force and currently attends CedarValleyCollege with plans to complete her degree in Information Technology. Joyce enjoys working at the Library and hopes to one day have the opportunity to work in the Technical Services department. She is married with a daughter and son-in-law.

Joyce enjoys reading, singing, computer games and spending time with family and friends. She also enjoys teaching a Bible class and mentoring young adults at her church.

C. PRESENTATIONS

1. Presentation of Proclamation in recognition of African American History Month.

Ms. Hallmark read the agenda and introduced Councilmember Patricia Ledbetter, who presented the Proclamation. Kathy Jones, DeSoto Arts Commission Liaison, announced two African American artists who have their work displayed in the atrium for the month.

Ms. Hallmark read the agenda item and introduced Curtistene McCowan, President of the DEDC, who presented the report along with Randal Levingston, Interim Executive Director of DEDC.

Council discussion regarding budget reporting, grant obligations, creation of new jobs, available balance of funds, marketing campaign targeting small businesses, possible reasons for companies not locating in DeSoto, and upcoming projects.
