Mayor Waddle called the meeting to order at 6 p.m.

1. Review of Master Agenda by City Manager.

City Manager, Jim Baugh, reviewed the upcoming items on the Master Agenda.

2. Discussion of Regular Agenda items.

3. Quarterly Update from DeSoto Chamber of Commerce.

Linda Barnes, 2010 Chamber Chairperson, presented an update on the Chamber’s financial practices as a direct result of the audit conducted in December 2009.

Council discussion regarding financial reporting practices and fiscal responsibility of tax dollars and communication between Chamber and Council. On behalf of the Chamber, Ms. Barnes agreed the Chamber will report finances in a "line item" format rather than "bucket" format; Chamber will communicate with the Council regarding financial issues in a timely manner; and in conjunction with the Tourism Council, will create guidelines regarding major variances or changes in objectives and bring these recommendations to Council at the budget workshop in March.

Sonali Majmudar, member of the Tourism Council, presented a PowerPoint presentation as an update of the Tourism Council activities. She further stated that DeSoto has fared better than the national or Texas average in terms of hotel occupancy. (Editor's Note: Respess: want to know 1) how you use $ and 2) how you report it

Sherman: do not support coming to Council - have a board/executive board to deal with day to day operations

Respess: don’t want Council to oversee, just want to be informed

Barnes: if there is a larger/major variance, can bring it to Council for approval

Lockhart: "major" is discretionary

Barnes: may have to come up with that guideline as we meet with tourism council - will come back with recommendations

Waddle: lines of communication are established - if there is an issue, want to know about it in a timely manner

Barnes - do have a good board and good responsible staff - want to have good communication with the Council

Points to note: Chamber will report finances in a "line item" format rather than "bucket" format; Chamber will communicate with the Council regarding financial issues in a timely manner

Waddle: next time, would like an explanation in DeSoto’s role in the Super Bowl - information provided is helpful )

4. Discussion of Pleasant Run Landscaping.

Mr. Baugh reviewed the previous discussion about landscaping, particularly the west side of the Hampton Road and Pleasant Run Road intersection.

Tom Johnson, Managing Director of Development Services, showed photos from different vantage points of the intersection as it appears now.

David Baldwin with David C. Baldwin Inc. - Landscape Architecture Planning, provided a rendering of the proposed landscaping and metal artwork structures.

Council discussion regarding lighting, color of plantings, and the importance of the intersection to future growth. It was the consensus of Council to proceed with landscaping on the west side of the intersection.

B. REGULAR SESSION - CALL TO ORDER

Mayor Waddle called the meeting to order at 7:09 p.m.

1. Invocation by: Josef Rasheed, Crossroads Covenant Church.

2. Pledge of Allegiance led by Councilmember Denise Valentine.

Due to Ms. Valentine's absence, Ms. Ledbetter led the pledges.

3. Ambassador: Claudia Marroquin, Police Department.
Claudia has been employed with the DeSoto Police Department as a Patrol Officer since October, 2007. Mrs. Marroquin has been an excellent addition to the Police Department. She played an integral role in the development of the In-Service Spanish Training Class which will be used to train officers throughout the region.

She enjoys her position and looks forward to growing within the agency to gain valuable experience. Claudia intends to enhance her law enforcement knowledge by completing her Bachelor’s degree in Criminal Information System (Computer Forensics) and obtaining her Intermediate Certification this year.

Claudia has been married for 15 years and has 3 children; ages 12, 6, 9. She enjoys spending time with her family and attending church.

C. PRESENTATIONS

1. Presentation of the Police Department Promotions (Corporal, Sergeant and Lieutenant).

Police Chief Mike Brodnax made the presentations.

Sergeant Moon presented the officers with watches on behalf of the Officers Association. Mayor Waddle congratulated the officers and presented them with a United States flag pin.

2. Presentation by Clean Energy Solutions regarding solar panel installation.

Ms. Hallmark read the agenda item and introduced Jimmy Stephens, Facilities Manager/Health Official, who introduced Lori Ribeiro with Clean Energy Solutions, who presented a PowerPoint presentation regarding the feasibility of solar panels at Town Center.

Council discussion regarding durability of product, cost alternatives and grant possibilities. It was the consensus of Council to research further and have staff bring back at a later date for consideration. Council discussion regarding amount of property tax already collected, improving collection of warrants and civic center rentals, and more payments for dues at the beginning of the fiscal year. (Editor's Note: SR - sales tax 25% for the year, only -- property tax is received about 50%, surprised have collected this much
EA - majority of payments will be received in December and January and the rest will trickle in the rest of the year
SR - fines and forfeitures are way under budget - are we not collecting as much as we could?
EA are working on that right now to collect warrants
JB additional focus is being placed on warrants and civic center rentals

I. ITEMS OF COMMUNITY INTEREST

Councilmember Respess announced the DeSoto Dining and Dialogue dinner event to be held Saturday, February 27th. For more information, you can visit their web site at www.desotodininganddialogue.org.

Councilmember Lockhart invited citizens to attend the Town Hall Meeting on Saturday, January 30th in the Council Chambers regarding the subject of mass transportation in DeSoto. There is also a blog available for citizens to make their comments. They can access the blog on the city's home page.

Councilmember Williams invited residents to attend the Concerned DeSoto Citizens Gospelfest to be held Sunday, January 24th in the Civic Center, beginning at 4 p.m.

Mayor Waddle announced the Texas Comptroller of Public Accounts is holding over $2 billion in unclaimed property. Notices will be published in upcoming editions of the Dallas Morning News with names of those persons who may claim their property.

Council reconvened in open session at 9:30 p.m.

2. Action resulting from Executive Session regarding Personnel Matter.

Motion to increase City Manager's salary by 2.95% and approve ICMA 457 plan of $16,500. Moved by Councilmember Lockhart, seconded by Mayor Pro Tem Sherman.
