City Manager Jim Baugh reviewed upcoming items on the Master Agenda.

2. Discussion of Regular Agenda items.

3. Conduct Media Training Session for Councilmembers and Others Present.

Kathy Jones, Public Information Officer, presented some helpful hints regarding media contact.

Councilmember Valentine arrived at 6:20 p.m.

4. Discussion of Employee Health/Dental/Life Insurance and Other Benefits Proposals.

Andre Houser, Managing Director of Human Resources, introduced Randall Martell with IPS Advisors, Inc., who presented a PowerPoint presentation on the process of bidding out the employee benefits.

Council discussion regarding providers in network, out of pocket expense, savings to the City and to employees.

Mayor Waddle adjourned the Work Session at 6:50 p.m.

B. REGULAR SESSION - CALL TO ORDER

Mayor Waddle called the meeting to order at 7 p.m.

1. Invocation by: Ministerial Alliance Volunteer.

Councilmember Deshaundra Lockhart provided the invocation in the absence of a volunteer from the Ministerial Alliance.

2. Pledge of Allegiance led by Councilmember Denise Valentine.

3. Ambassador: Craig Hughes, Water & Sewer Utilities Department.
Arthur Hughes is a Senior Service Provider with the DeSoto Water/Sewer Utilities Department.
He has been employed with the City for 9 years.

Arthur is a 10 year resident of Desoto. He is also the father of two children; one boy and one girl.

F. REGULAR AGENDA - New Business

1. Consider Award of Contracts to Blue Cross & Blue Shield of Texas for Employee Health and Dental Insurance; Cigna for Basic and Voluntary Life and AD&D Insurance and Long Term Disability Coverage which includes an Employee Assistance Program (EAP); and, Fort Dearborn Life Insurance Company for Voluntary Critical Illness Benefits.

Ms. Hallmark read the agenda caption and introduced Andre Houser, Managing Director of Human Resources, who presented the staff report.

Council discussion regarding employee management of current benefits available and an explanation of an Employee Assistance Program (EAP).

Motion to authorize the City Manager to execute contracts with Blue Cross & Blue Shield of Texas for employee health and dental insurance; with Cigna for Basic and Voluntary Life and AD&D insurance and long term disability coverage which includes an EAP program; and with Fort Dearborn Life Insurance Company for Voluntary Critical Illness benefits. Moved by Councilmember Deshaundra Lockhart, seconded by Councilmember Denise Valentine.

Mayor Waddle announced the baseball tournament taking place at Grimes Park for 6-7-8 year olds.

Mayor Waddle announced there would be no Council meeting on August 4th due to National Night Out events.

Councilmember Valentine announced the Corner Theatre production of "Seven Guitars" playing weekends throughout August.
