Mr. Baugh provided background information on the budget process for last year and this year.

City Secretary, Laura Hallmark, provided budgeted items and their respective amounts for Council's review. Council discussion regarding budgeted amounts and proposed decreases.

Mayor Pro Tem Sherman arrived at 6:30 p.m.

It was the consensus of Council to return to this topic at the next meeting's Work Session. Discussion will be scheduled for the Work Session for the June 16, 2009 meeting.

Andrew has a mixture of work experience in the fields of Ranching, Construction, Medical Sales and Law Enforcement.

In his spare time, Andrew enjoys hunting, fishing, golf and traveling.

DV how much would the City have to contribute TJ 30-40,000 SR is this project in the current plan JB street is an F street - each year we go back and re-evaluate SR this street really needs it PL locked into project tonight once we select it LS have to turn in app by June 15th DV is a worthy project - used funds last time for a street -- this combined with replacement houses will be a good use of federal funding to enhance this neighborhood CW are we limited in our choices from this list or do we have alternatives JB one of the good things about Desoto, but bad in terms of these kinds of grants -- our neighborhoods are kept up and we dont' have blighted areas -- our selections are somewhat limited -- along with great days of service CS 2010 reconstruction is there a time line JB get those bids out in May -- construction begins in May or June CS certainly a great thing for us for participating for these two years -- commissioner price supportive of things we are doing here PL were there any items from last year that were not used -- any carried over LS none carried over -- started fresh DV the amount is a little less this year -- during the allocation process, what might we expect next year LS don't know -- Dallas County received more from stimulus package and used more for Dallas County before allocating for other cities. SR what is the path by which these taxes are remitted CB directly from the hotels -- we send them a form DV which arrangement is more typical CB never been in a city that does monthly -- state does allow monthly DV see the advantage for us -- wonder if there is some disadvantage for the hotels CB may have been able to keep those funds for the quarter CS if the funds were less than $500 would be able to do quarterly -- have we had any comments from hotels whether they would be receptive CB did not contact them -- would send them the ordinance and a new form listing monthly SR are they not paying other taxes on a monthly basis such as payroll CB they are paying some things monthly SR the request is not that unusual CB no JB they hold our money anywhere from one to three months -- unusual to allow an account for 120 days SR is there an audit trail and what is the float allowed CB the state sends us a report for us to compare CS what is our recourse -- if you are a hotel owner and pay as have paid in the past JB not any, because it was our decision to have payments quarterly CS may have repercussions because have changed the rules of engagement Ms. Hallmark read the Ordinance caption into the public record.

CS seating JB one of the problems with that kind of seating takes away some of the flexibility we currently have -- current seating is approximately 12 years old and will need to be replaced DV believe there is also part of the plan that includes access to restrooms and soundproofing -- there are some more expenditures that we will be looking at in the future RJW -- CIP funding DV what kind of down time will this construction present THEATER - will take approximately a couple of weeks DV is there some contingency THEATER - take down will be one week and the other week will be contingency -- will be able to work on this during the day and hold rehearsals in the evening BW elevating the seating has helped a lot -- didn't allocate enough money the first time to fix it -- quality of the productions we have had there -- very proud of it

CS -- this is the same company we had last year RJW -- for mowing last year in July -- this is a separate contract SR -- a little over 11 miles and an intersection -- the term of this contract runs for a year RJW -- there are two years you can agree to extend it -- median is on a ten day maintenance -- SR contract includes all supplies such as fertilizer, weed killer, maintenance -- does it include the routine maintenance of the irrigation RJW -- irrigation use not maintenance DL what two miles of Polk street are we talking about RJW from Pleasant run to belt line and belt line to parkerville DV what is the option if this wasn't done RJW we would have to try to manage it internally DV much more economical to have it contracted JB first street that made us look at this option was Polk street SR would have to add some person, supplies, and capital equipment to do the work JB as we moved through and did the additional streets, we made the decision to contract those additional levels of maintenance rather than do it ourselves DL will we get an opportunity to make suggestions in terms of what goes in -- would like for the oxygen producing plants to be considered DV are you pleased with the service that the current mower contractor has done -- enough to not select him only because he was the low bid RJW still adjusting with the contractor going through the different seasons and have been very receptive when we have had issues
