Mr. Baugh introduced Rick Loessberg with Dallas County and Bill Hall with Habitat for Humanity of Dallas, who provided information on the program.

Mr. Loessberg explained that Dallas County will provide down payment assistance and/or housing repair assistance for this program focused on foreclosure properties repair and resale.

Mr. Hall stated that Habitat for Humanity will purchase foreclosed properties, repair them, and sell them. Habitat will help buyers qualify who have the down payment amount.

Councilmember Respess asked if we can move toward a commonality of words between the use chart and definitions.. He further stated there are a lot of disconnects in there - if go to definitions find one term not found in use chart; if go to use chart, find one term not found in definitions. He asked if it was possible to bring these definitions and words together.

Mr. Vatthauer stated there are a number of uses in the use chart but not specifically listed in parking regulations - one of the next steps is to link those.

Mr. Vatthauer stated that was not the case and explained that only if you get this grant will you be able to do this.

Councilmember Valentine further clarified that it would only apply to this subdivision.

Councilmember Ledbetter asked if they demolish the home, if the driveway would remain.

Mr. Vatthauer stated there would be space for two cars for off-street parking.

Ms. Hallmark read the agenda caption and introduced Jack Thompson, Building Official, who presented the staff report.

Councilmember Valentine inquired if a permit is required.

Mr. Thompson stated that was the case.

Councilmember Valentine asked if this is a better designed system we are requiring our residents to have.

Mr. Thompson stated it is a mandated state requirement for this and is considered a water conservation program, which you will hopefully no longer see water running down the streets.

Councilmember Williams asked if this would apply to new installation of irrigation systems or maintenance and replacement of existing systems.

Mr. Thompson explained this applies to new installation and there is a clause for maintenance.

Tom Johnson, Managing Director of Development Services, stated that even though we require a permit today, each installer will have to provide an affidavit that the system was installed according to these regulations.

Councilmember Williams inquired if homeowners who currently have a system will have to abide by this new regulation if repairs are necessary.

Mr. Thompson stated they won’t have a redesign of an existing system and that existing systems will be able to replace with like system when it comes to repairs.

Councilmember Ledbetter inquired if there is currently a penalty if you water hard surfaces.

Mayor Pro Tem Sherman commented that with this new House Bill being a mandate there seems to be a penalty coming down the line. He asked if there is a reason that cities with less population don’t have to abide by this new regulation.

Mr. Thompson stated he was not privy to the discussion in the legislature, but would find that information and provide it to Council at a later time.

Councilmember Respess stated this was a good policy and asked for clarification of the collateralization section.

Ms. Browder stated that if the City invests in Certificate of Deposits, the policy would require that we hold funds as collateral to insure the return.

Councilmember Respess further inquired if it were like government bonds.

Councilmember Respess inquired if this plan is for natural hazards like tornado and earthquake.

Ms. Pellum stated that was the case.

Councilmember Respess further inquired if the CERT program were included in this.

Ms. Pellum stated it is included.

Mayor Pro Tem Sherman inquired as to what happens to unused funds.

Chief Hart explained that the funds are used or returned - there is no carry-over.

Councilmember Ledbetter stated that the graduates are being mentors and asked what other types of follow up were in place.
Mr. Baugh stated that question could be answered by the primary contacts for the program in just a moment.

Councilmember Valentine inquired as to what individuals and organizations would be participating in the proposed symposium.

Mr. Baugh stated that is unknown at this time, but they will be speaking with Concerned DeSoto Citizens, the School Board, City Council and people who have an interest in working with youth.

Zakee IdDeen, 811 Timberline Court, DeSoto - thanked the Council for their support of this program and introduced Curtis Ferguson, who is a volunteer for the Rites of Passage Program.

Curtis Ferguson, 135 N. Beltwoods Drive, DeSoto- spoke about the wonderful program and the reasons he is supportive of this program.

Mr. IdDeen stated that of the first round participants, one has graduated, one wants to become a police officer; one will be working with the new installment. In response to Councilmember Ledbetter’s question, he stated they currently speak with program participants two to three times a week.

Councilmember Valentine inquired if they continue to watch the statistics on the graduates.

Mr. Baugh stated that was the case.

Councilmember Valentine inquired as to how the participants enroll in the program.

Mr. IdDeen stated they have to live in DeSoto and attend DeSoto schools.

Mr. Baugh further stated they come through the DeSoto Municipal Court.

Councilmember Valentine inquired as to where they see this going past this second installment.

Mr. IdDeen stated he knows the City can’t fund this program indefinitely, so they are looking for permanent funding sources.

Mayor Waddle commended the program and stated he looks forward to the participation of other groups.

Councilmember Lockhart expressed her appreciation for this effort.
