Mr. Baugh introduced Andre Houser, Managing Director of Human Resources, who began the discussion. Mr. Houser introduced Rick Panzier with First Southwest and Doug Anderson with The Stanton Group, who presented a PowerPoint presentation regarding "City of DeSoto Retirement Plan Design Discussion".

Mayor Waddle recessed the Work Session at 6:55 p.m. and suggested Council return to the Work Session following the regular meeting. It was the consensus of Council to do so.

Mayor Waddle reconvened the Work Session at 8:05 p.m.

Mr. Baugh explained there were four things to address: How do you want to treat current employees? How do you want to deal with current retirees? What policy do you want for the retirement program? and How do you want to treat future retirees?

Councilmember Respess stated he did not want to take away that which has been promised in relation to retirement benefits.

Mayor Pro Tem Sherman agreed and stated the City should maintain what we can for current employees and retirees.

Councilmember Valentine stated that TMRS is restrictive and focusing on certain changes and she didn’t want to restrict thoughts about proposed retirement program based on TMRS.

Mr. Baugh requested that Council put in place policies so First Southwest and The Stanton Group can frame proposals for plans.

Mr. Panzier stated that they would be looking at current and potential employees when developing these proposals.

Mr. Anderson stated that the high cost of TMRS will be replaced with a lower cost plan - the 2nd tier plan, which will phase out the cost difference.

It was the consensus of Council that City policy should be that any new retirement plan should, after 35 years of service, provide 75% of salary - not including Social Security.

Mayor Pro Tem Sherman asked about the best rate of return for retirees.

Mr. Anderson stated that most plans look at an 8% return.

Mayor Waddle stepped out of the room at 9:10 p.m. and returned at 9:12 p.m.

Councilmember Respess asked that a cost comparison be provided for providing cost of living adjustments versus no cost of living adjustments.

Mr. Baugh stated that this issue will be addressed again as part of the upcoming budget process. He thanked Council for their time and discussion.

Mr. Houser stated that for recruiting purposes, it would be wonderful to provide this policy information.

Mr. Kirkland was born in Fort HoodTexas to military parents and raised in the Irving/South Dallas area. Mr. Kirkland started his career in law enforcement in 2001 as a jailer for the Dallas County Sheriff’s Department and became a peace officer for the City of DeSoto in 2004.

Mr. Kirkland enjoys weight lifting, fishing, animals, and spending time with his family. Mr. Kirkland believes in hard work, financial stability, and early retirement.

C. PRESENTATIONS

1. Promotional Ceremony for new Fire Department Officers.

Chief Fred Hart, Assistant Chief Jerry Smith, and Mayor Waddle made the presentations.

2. Presentation of the Certificate of Achievement for Excellence in Financial Reporting for the 2007 Comprehensive Annual Financial Report (CAFR) to the City of DeSoto Finance Department.

Mayor Waddle presented the award, which the City has received 24 consecutive years, to Camelia Browder, Managing Director of Finance.

3. Presentation of Proclamation in honor of Pearl Harbor Recognition Day.

Mayor Waddle presented the Proclamation.

Councilmember Respess asked why the printing company definition is being deleted and the definition for printing plant is put in place.

Mr. Johnson stated that the definition for copy shop is a duplicate of printing company.

Councilmember Respess stated that Lithography is listed in the use chart, but there is no definition. He inquired if the proposal was to delete the lithography use.

Mr. Johnson stated that was the case.

Councilmember Respess further stated that newspaper printing also appears.

Councilmember Williams went on to say that newspaper printing carries with it some other issues.

Mr. Johnson stated that among the other issues, newspaper printing would have more traffic. He stated he would discuss this use further with Edlyn Vatthauer, Planning Manager.

Councilmember Respess stated there are four printing companies in DeSoto - all having similar to same equipment. One caters to individual users and the others deal strictly in the commercial realm. He further stated he is not sure that the first, by definition of copy shop, fits. It’s not a matter of machinery, but rather with whom you do business and the nature of your business.

Mr. Johnson stated that it could possibly be structured as to who the customer is.

Councilmember Respess stated that he was simply trying to make this as user friendly as possible.

Councilmember Williams stated that if the definition of copy shop and printing company were the same, copy shop is defined by size of copy job itself - by definition.

Councilmember Respess suggested that staff make the definitions more clear-cut and more user friendly to make it clear to someone coming in to DeSoto to see where they would fit.

I. ANNOUNCEMENTS

Mayor Waddle announced the DeSoto Firefighters’ Association is sponsoring a Holiday Toy Drive. They will be collecting new, unwrapped toys for boys and girls ages six through 11 at all three fire stations in DeSoto. There is also a collection box in the main lobby at City Hall located in DeSoto Town Center. Toys can be dropped off until Monday, December 15, 2008. For more information, you may call Fire Administration at 972-230-9680.

Mayor Waddle also announced the Home Town Holiday Activities, which include:
Tree lighting Thursday, December 4th at 6:30 p.m. at the East entrance to City Hall;
December 6th at 8 a.m. breakfast and pictures with Santa benefitting the DeSoto Eaglettes scholarship fund;
December 6th Princess Galleria in the Pecan Rooms at 8 a.m.; 4 p.m. Holiday Arts & Crafts for the children; bounce house; Corner Theater dance group at 11 a.m. with Toddler Pageant at noon; games and video tournaments in the Recreation Center beginning at 11 a.m.
Parade of Lights at 6 p.m. from Belt Line Road and North on Hampton Road ending at Big Lots.

Councilmember Lockhart announced that on Friday, December 5th at 7 p.m. there will be a Winter Jam - stories of naughty and nice for the whole family taking place in the Corner Theater. This program is sponsored in part by the DeSoto Arts Commission and Sorority Delta Sigma Theta. Tickets can be purchased online or at the Corner Theater beginning at 6:15 p.m.

Mayor Waddle announced the Christmas Home Decorations contest will be held and winners announced at the December 16th City Council meeting.
