Mayor Waddle called the meeting to order at 6:02 p.m.
All members of DEDC are present
Mayor Waddle asked for an update on Executive Director position. 30 applicants per CM. interviews done by 8/15. consultant will start narrowing down field when that is complete, individual selected will determine the marketing position. intent was to have Scott here during transition thru sept. BW asked if the area of expertise would be industrial. CM board was interviewed and the requisite was industrial experience JZ - someone who knows how to bring people together and close deals MH commented that this is the first time that this process has taken place.up to DEDC to prioritize through their resources.
II. Discussion and development of the DEDC FY 2008-2009 Work Plan.
PH need to do something in the IP - need to find out what we need to do. here's what we think we want to do. the most marketable piece is the 95 acres on polk. with this 95 acres, what do we do to put in play? carl williams arrived at 6:17 p.m.
PH stated most of the calls received are regarding the 95 acres. BW what are the strategic investments that apply - also talked about a heliport - spoke with rep from Hillwood. just used as an example SR - all have good intentions and all are relatively good statements and intentions. what does the city want? increased real and business property. also want employment. if i looked at this, do you have a short list of projects? according to PH , yes. what do you expect to come off those projects. how much in the way of resources do you have to commit to these. what projects, why do you like them, and how much money could you put out of your resources to fund them. CM it would be helpful if Scott passed around the list of priorities. SL this list complements what PH was talking about. in our plan of work - 1st bullet contact the landowners of the undeveloped - talking about infrastructure for center park plaza, widening polk street, utlities for 95 acre tract. backage road from wintergreen to southpoijnte. there are five phases DEDC would like to begin conducting these studies CW asked if they could be conducted parallel SL stated all could be done at the same time.
BW thanked everyone for the discussion and that this is the first time this has been done. great first step. CM are we clear on where we go from here? are there questions you have before we start our own meeting PH getting back to the 95 acres CW - CC said go ahead JB - one of the things we had to do is to finish
JB there are two objectives set out by CC that need DEDC help: explore possibilities for a movie grill theater concept; feasibility of entertainment venues to serve as a regional attraction such as Nokia Theater.

goal #6 JZ how much does the full color annual report cost SL 8-10,000 benefit is it lets the citizens know what the DEDC is doing and a picture is worth a thousand words - part of it is to educate and inform and let them know what we are doing with their tax dollars and helping to bring more tax dollars MH is there a way to make it a 4 page like the city lights newsletter SL it is a four page JZ do you get any feedback from the citizens when they receive it BW usually feedback is more restaurants and more retail JZ is it a good use of resources JB we are judged by how much retail is brought in - since it has gone to cedar hill, we are judged as a failure when it comes to economic development -- public for the most part will probably not understand -- good question, don't know if it is worth the expense -- make it possible to maintain the community down the road -- do you spend your money trying to educate them about what is really economic development MH future discussions are going to be more important CS vision as a council is to focus on IP infrastructure and that desoto is the entertainment center of the BSW -- when they think about retail they think about cedar hill -- when they think about entertainment they'll think about desoto
goal #5 SR Limited to 10% for marketing SL advertising BW one of our goals is to provide a long-range analysis of inland port opportunities and impact to the BSW region and analysis of workforce demands. MH - is this a BSW area of interest? JB four different levels of excitement about inland port - DVILLE doesn't care, cedar hill somewhat, desoto hopeful to get crumbs, lancaster thinks they are going to get the big business --- think it would be helpful for desoto to find out CM this is where we also talked about the AT&T corporate SR don't have a lot of possibility for the distribution -- if have the quality and the community where those admin offices would like to locate JB could get this from this analysis CW has the state ED done anything regarding this inland port - any information or speculation? what about NCTCOG? SL - NO BW - NO MH dallas would probably have done that type of study CW when talk about the admin office - back office does not need to be anywhere
BW all BSW EDs have contributed to the UNT aviation program. somewhere in here needs to contain this SR is in the work plan to foster the aviation - jobs are driven by skills goal #4 MH owners of burned out strip will be a priority CS tenants may not come back - would be a shame to miss an opportunity to mesh with this $20 mil CW what are the parameters for these TIF zones JB the TIFs are a great -- the money that comes off of that will be used to offset.. over time, schools were dropped out, county will participate in a TIF if it is moderate to low income - when you run through all the entities, then leaves only the city and doesn't really do much JB i think it would be a great piece for the city and DEDC to partner with on that burned out property. have spoken to the owner and have discussed potential assistance SL - the idea would still facilitate what trammel crow is trying to do JZ would we be better off focusing our energy on the southwest corner SL can definitely be included SR - have already invested $10 mil in the town center project which was to serve as a catalyst for the redevelopment of hampton road - would like to see focus on that effort JZ - CS AND SR make a good point that hampton road
JZ what do you mean by "obtain a commitment to complete project bridge" SL get a written commitment from target or kohls to say they are going to locate there. get the commitment and then look forward to completion of the project. JZ is that a realistic goal? JB - we've done everything we can do JZ if this is a goal, how can we judge or measure this goal SR all about the money and the timing - you can limit it by resources, but you can't make it happen. this business has to see that this is the best -- do you do anything to encourage new development - be an incubator for start up business SL small business development center SR that is an avenue to consider, but new businesses like target have their own dynamic that drives them, there are other businesses that are smaller MH BSW has always used the incubator out of Cedar Valley - SR need a more positive statement to that effect.
Goal #2 SR have a relationship with current tenants and then bring others in that would complement MH if you have a repeated question or wish from the industrial - if have a recurring theme, then DEDC brings back to council as a suggestion CW what is the role of the COCommerce what is the amount the DEDC gives to COC? SL $24,000 CW what do you get for that? SL - they focus on small business CM our goal is to have them focus more on business retention while DEDC focuses on larger projects. SL discussion to have a paid individual is to do research on the company, when the board meets, local action and national action, stock info. -- CS - in addition to that, with the COC you get a partner - for example, got I-35 frontage road name changed from BEckley. they also help engage businesses PH looking for a complete business profile on that particular company. - COC is a good first level, but need the deep level research to find out the inner workings of the companies CS maybe someone from the DEDC board should be on the COC board JZ COC is an important part of our community. as a tax payer, where is the $24,000 that DEDC gives COC, where is it going? where is the $50,000 that the city gives them is going. the number of chamber members has decreased and not increased. MH discussion need to have with COC when budget time comes around PH retention is so hard core - not just shaking your hand. JZ in the insurance business, retention is keeping the client
Goal #1 PL asked if WIFI is a consideration when people are looking to relocate JZ don't know if want to invest $20 mil when in five years it will become obsolete and then have to invest another $20 mil. JB stated that the consultant will be making that presentation
MH states that the backage road conversation has taken place since 1989 SL stated there is approximately 30 acres and would open the southern portion of PD20. CM very easy for scott to prioritize, because DEDC has talked about these points through the past year.
SR widen polk street is also in the CIP listing as out out unfunded project. SL also backage road. SR - conducting due diligence PH what kind of calls have been received regarding this property SL - distribution SR is the majority of the interest in the desirable tracts of land distribution? if having a mixture of inquiries desiring use, manufacturing would be more desirable than distribution SL chemical manufacturing company bought the old DMN building. primary distribution is the interest. PH from a marketing perspective, have we focused on manufacturing? SL - varies - used to do more broad marketing, but now more focused because you have the names of people to go to MH is that manufacturing? - this is the first time CC has told DEDC that jobs is a focus CS project #4 is more than 50% of costs - you mentioned that attraction would be hotel, restaurants, retail. r u doing this as a help to lure other retailers there or do you have solid interest. SL - anticipating growth to come. this is primary property and if want to stimulate and spur development, the backage road. might be worthwhile to visit with city staff. could you have a large parking lot and with a thru lane like wal mart, that directs traffic. the landowner is interested in developing that property CS does #4 coincide with DEDCs list of priorities. SL when dropped danieldale, looked to refocus energies - priorities can be changed. #1 and #2 are higher priority than #4 CS seems like a sizable investment in relation to potential return - re; backage road to you envision a continuation down through Pleasant Run SL - woudl have to stop at Southpointe CS could this be extended down through to Snyder Eye Plaza MH only problem is that whoever owns the Kroger center will not be involved in anything going behind the complex to bring it all together
