Mayor Waddle called the meeting to order at 9:10 a.m.
JB staff appreciates the quality and the way you do your job. JB explained the process and reasons for the retreats. He also provided an overview of the day.
Rod Erakovich outlined the goals for the day. talk about styles and differences. discussion of hour vision using a PEST analysis. take all the visions and try to put them together in some sort of order - values alignment. what fits, what needs to be changed. all will take over to tomorrow. Participants took turns introducing themselves.
Expectations of the retreat: hope that CC develops a sense of team and need some direction through the development of the work plan; visionary; getting to know each other and finding out what we're passionate about (passion); how we collectively view our vision from last year and what changes collectively we would change in today's reality (collective focus); openness (open to discussions); receptive to others (receptive/acceptance); sense of predictability. Perception about communication. Aware or unaware of what is really happening 1% distortion rule. if work place is open and honest, then 1% of the information is distorted. if unaware, then 1% is real. Appreciative Inquiry - what are the way things can be?

Vision Statement - guidance for your action. What fits and doesn't fit. Values Alignment

Your Vision DV - social/cutural - enhance the entertainment options - enhancement of non-work life - better use of the facility we have for plays/jazz and vision far out in future would have a larger venue -- 0-3 years expand what we have so that later out it becomes a need to enlarge it CS - increase our daytime employment opportunities to increase household income SR - environmental changes - energy prices will remain high and probably go higher; people are going to downsize and want to live closer to where they work; community tax base will decrease - will have to develop some viable employment base - need some theme or reason for people to come to the City - need to look at zoning and land use and make us more desirable to mixed use development & high density CS - need to be creative in how we get ahead of mortgage crisis SR - have to look at some type of public transportation BW - mass transportation - immediate focus JB - 0-3 years focus and then BW - heliport; water conservation - landscaping in medians and new facilities - drought resistant LH - need to appreciate where we are in the growth cycle. for years have sustained ourselves in houses. now reaching build out. we are at a crossroads of how we develop. how can we sustain the expectations of our community - we have been left behind as a region due to mass transit; SR grow our resources beyond what we have - build upon partnerships; technology - telecommute/teleconference BW - energy -- looking long range at energy sources such as solar and wind turbines SR - as the standard of living in the rest of the world continues to increase and the cost of transportation - trend to manufacture things offshore and bring in becomes more costly -- need to be prepared to capture some of these businesses -- put some education in there for skills within the area (developing a skilled workforce or partnering in creative ways to have labor available) -- CS - focus on economic development and focus on companies - offer company incentives as well as partner to offer incentives for employees to move to City DV - due to higher transportation costs and issues, may have more work at home positions BW - younger generation during the summer - develop a work program
CS - off site sports facility LH - city leverages its resources. PALS is working with DISD to utilize facilities throughout the city.
7. Focus on Council Vision
Group 1: DeSoto is an All-America City that is environmentally sensitive and culturally embracing that collaboratively partners with its citizens and the region to provide quality services with integrity and innovation. Group 2: DeSoto is an All-America City that is attractive, visionary, prosperous, collaborative, culturally embracing and neighborhood and family oriented; it is sensitive to its citizens and history while making efficient use of natural resources. SR recommendation: DeSoto is an All-America City where its citizens can live, work, play, and prosper. SUGGESTION: DeSoto is an All-America City that is redefining itself as a place where its citizens live, work, play and prosper. CONSENSUS: DeSoto is an All-America City that is redeveloping into a place where its citizens live, work, play, and prosper. Adjourned for the day at 6:32
