I. 8 - 9 a.m. Executive Session pursuant to Texas Government Code, Section 551.087 Deliberation Regarding Economic Development Negotiations for the Shops at Ten Mile Creek and the Endeavor Real Estate Group to discuss potential incentive options for the project located south of Belt Line Road and west of I-35E.
Roll Call: 6 members present, 1 members absent, 0 members excused.
Also present were City Manager Jim Baugh, Assistant City Manager Lynda Humble; DeSoto Economic Development Corporation Board of Directors, Curtistene McCowan, Perry Holloway, James Zander, Aaron Carter, and Michael Hurtt; DEDC Executive Director Scott Livingston, and Executive Secretary Millie Garcia; and Administrative Assistant to the City Secretary Laura Hallmark.
Mayor Waddle called the meeting to order at 8 a.m.
Mayor Waddle convened the meeting into Executive Session at 8:03 a.m.
The City Council completed the Exective Session at 8:55 a.m.
II. Convene into Open Session.
III. Resulting action of Executive Session.
Motion by Councilmember Respess with second by Councilmember Valentine to authorize the City Manager to negotiate a Development Agreement with Endeavor for a present value amount not to exceed $20 million at a discount rate no greater than 7% for the development of the retail center located at I-35 and south of Belt Line Road. Motion passed unanimously with six votes.
IV. Presentation regarding "A New Way to Fly and Infrastructure in North Texas".
Carl Sherman arrived at 9:15 a.m.
Don Barbour, Secretary of NCTCOG Air Transportation Technical Advisory Committee, and in the Sales & Marketing Department of Bell/Agusta Aerospace Company, presented a PowerPoint presentation regarding vertical take off aircraft.
V. The DeSoto City Council Members and the DEDC Board of Directors will recess at approximately 10:00 a.m. to approximately 11:00 a.m. to tour the City of DeSoto to identify available opportunities for economic development.

VII. Presentation and discussion regarding infrastructure needs and priorities in the Eagle Industrial Park and other commercial areas of the City of DeSoto.
Scott Livingston presented PowerPoint presentation.
Consensus of Council to not focus on Danieldale Road improvements, but rather to focus on Polk Street or smaller projects such as infrastructure.
VIII. Adjournment
Portion of meeting adjourned at 12:22 p.m. Council will reconvene into Special Meeting regarding City Secretary position at 12:32 p.m..
Discuss the current process in place to select the City Secretary.
DV didn't feel three candidates was plenty enough to compare. Would like to search externally through advertisement rather than consultant group. JB could advertise in the region for approximately a week and then accept applications for SR is issue that do not have worthy candidate or worthy selection - no one consider aptly qualified DV not having quantity selection - didn't assess applications for worthiness other than asking if they had been pre-screened by HR on the surface qualified. HR did not pre-screen due to quantity. SR had made the decision to search internally, then have done that even if have only one viable candidate. For political reasons, then would agree to look outside locally to show have looked for best candidate. JB explained process of decision to search internally. CS what is a comfortable number to choose from? If do have someone qualified within the internal candidates CW number is not what we're looking at. It's the process. If dont' get any applicants more than what we have now and there's one that's qualified. If anyone questions, how many applied, able to state looked inside and outside and that's what we had to choose from. If say ran internally only and DV number looking for pre-screened candidates would have been three to five. Did not feel comfortable that that was a good pool of candidates. If advertise externally and still don't get qualified candidates, then have gone through the process. CS DL quantity and quality is a proper mixture. by expanding the search, CW JB - Ft. Worth paper, Dallas Morning News, local papers CS would be important to post to the city web site DL would we ask that Andre pre-screen all applications JB Andre would pre-screen applications received Consensus of Council to ask HR to advertise as noted, pre-screen applications received, and accept applications to begin interviewing the beginning of July. adjourned at 12:53 p.m.
