Ms. Shipman read the agenda caption and introduced Lora Stallings, Administrative Assistant to the City Manager, who presented the staff report.

Lora Stallings, Administrative Assistant to the City Manager, presented excerpts from the staff report. City Council selected the name DeSoto, Texas Historical Foundation. City Council reviewed the Bylaws and requested changes to be brought back in revised form at a future meeting. The Articles of Incorporation were reviewed with Council requesting one change. The revised Articles of Incorporation will be considered for approval at this meeting. The Foundation will be managed by a City Board that will be created similar to the Keep DeSoto Beautiful Corporation Board. The Foundation will be non-profit and consist of seven (7) members appointed by the City Council and 2 Ex-Officio members with voting powers. The Ex-Officio members initially are intended to be the President or another representative of the Meadowbrook Estates and Mantlebrook Home Owners Associations, both of whom have territories in the immediate vicinity of Nance Farm. Terms of office will be three (3) years. The Council discussed the terms and requested the change to three (3) years. Initial terms will be staggered. The Board is required to meet at least once during a calendar year. The Board has 9 members and therefore a quorum will be 5 members present. Board Officers of President, Vice President, Secretary, and Treasurer will be elected by the Board Members. Functions of the Board will include cataloging, archiving, preserving, and displaying documents and artifacts. Educating the public about DeSoto’s history, conducting tours of Nance Farm, researching DeSoto’s history, applying for grants, soliciting donations, and seeking other funding to preserve Nance Farm. The Board will be asked to develeo an annual workplan and a budget for Council’s review.

James Ward, 1354 Meriweather Place, DeSoto, parking belongs to lions club, they just let us use it., nedd consideration soon for more parking spaces. JB it is true ti proper y belows to the lions lub, but when sold, still will have rights to parking. each year capital improvement projects are determined. ohter areas, available, need for discussion of 2009 budget. this should have been talked about earlier, (parking problem before and even worse now.

Marikay Dewberry, 920 W. Parkerville Road, DeSoto, spoke on behalf of the Library Advisory Board regarding the Angel Tree project. (get statistics from mk about ornaments on tree) new project-bring books- will b e delivered by volunteers to hutchins and xx prisons parents recorded by volunteers, children receive the book and tape, they can tell children they read with their parent last night also. gives children an increase in literacy; xx roe art, spent an hour or two decorating the tree. Think about dispensing with the gifts and gift cards to help with this project.
