6:30 p.m. - Reception for the Graduates of the 10th DeSoto Civic Academy
A. WORK SESSION
Mayor Waddle called the Work Session to order at 6:02 p.m. Mayor Pro Tem Thelma Clardy and Councilmember Carl Sherman arrived at 6:04 p.m.
1. Review of Master Agenda by City Manager.
2. Discussion of Regular Agenda items.
City Manager Jim Baugh reviewed items planned for future Council meetings as well as items for consideration on this agenda.
3. Discussion on University of North Texas at Dallas’ Core Curriculum & Admission Policies.
Dan Eddy, Professor Dennis Elam, and Leora Kemp of the University of North Texas-Dallas Campus, presented the proposed core curriculum and admissions policies.
Mayor Waddle recessed the Work Session at 6:42 p.m. Council will reconvene into Regular Session after a short break.

B. REGULAR SESSION - CALL TO ORDER
Mayor Waddle called the meeting to order at 7 p.m.
1. Invocation by: Jeffrey Seif, Resurrection Life Church
2. Pledge of Allegiance led by Councilmember Carl Sherman
3. Ambassador: Scott Busby, Fire Department
Scott has been employed as a firefighter with the City of Desoto since July of this year and has just graduated from the fire academy. He is 26 years old and lives in Seagoville where he attends Robinwood Baptist Church. In his spare time, Scott enjoys watching and playing sports and is also a sound engineer for a local band.
Mayor Waddle welcomed the Delta Sigma Theta Sorority, Inc. and their youth group, the Delta Gems. Joycelyn Caesar of 505 Austin Drive, DeSoto, representing Delta Sigma Theta Sorority, Inc. presented comments regarding that organization’s activities.
C. PRESENTATIONS
1. Presentation of winners of the Annual Fire Prevention Poster Contest.
Fire Marshall Michael Laws presented the awards to this year’s winners. He was assisted by Cammy Henderson of the DeSoto Chamber of Commerce, Mayor Waddle, and Firefighter Scott Busby.
These winning posters will be competing in the North Texas regional Fire Marshals conference. Those winners will go on to compete at the state level.

2. Presentation of Certificates to Civic Academy Graduates - Class #10.
Tracie Hlavinka and Mayor Waddle presented certificates to the graduates of the 10th class of the DeSoto Civic Academy.

3. Presentation of Proclamation recognizing Alpha Kappa Alpha Sorority, Inc. Centennial.
This item was removed from the agenda prior to the meeting.
4. Presentation of October 2007 Financial Report and Fourth Quarter Investment Report.

Assistant Director of Finance Patrick Harvey presented the report.
Councilmember Carl Sherman inquired if there was any forecast for the revenues generated from the new hotels.
City Manager Baugh mentioned that during the budget process, numbers were considered as they had been the previous year.
Mr. Harvey commented that the numbers finalized from last fiscal year came in over what had been budgeted.
Mayor Pro Tem Clardy thanked Mr. Harvey for all he does for the City.

F. REGULAR AGENDA - New Business
1. Consider an Interlocal Agreement with Dalworth Soil and Water Conservation District to form a Water Coalition, and consider funding the Water Coalition effort in the amount of $7,500.

Mayor Waddle and Councilmember Helm recused themselves from this item and left the dais. Conflict of Interest Forms have been filed with the City Secretary’s office.
City Manager Jim Baugh presented the staff report.
Mayor Pro Tem Clardy asked what initiatives the coalition might take.
Mr. Baugh stated it might include a library or best practices to deal with storm water runoff. An education effort is an element that will most likely be a part of this coalition.
Councilmember Sherman stated the coalition seems to be limited to north Texas cities and asked if it restricted to that area.
Mr. Baugh stated the entities involved would have a vested interest in water issues for this area.
Mr. Baugh stated that DeSoto is the first City to join the coalition.
Councilmember Sherman commented that water is a huge issue and will be a bigger issue down the road.
Councilmember Williams inquired as to the specific benefits or challenges to being first to join the coalition.
Mr. Baugh stated that by DeSoto taking the initiative, DeSoto will have to take the lead with the Best Southwest cities and the challenge lies with getting momentum and a concerted effort from this area.
Councilmember Respess asked what the scope of DeSoto’s participation is other than the $7500.
Mr. Baugh replied that DeSoto will be represented on the steering committee that will direct the coalition as it is developed. Thereafter, is yet to be determined.
Motion to
authorize the City Manager to enter into an Interlocal Cooperation Agreement with Dalworth Soil and Water Conservation District #519, to initiate the organization of a “water coalition” that will provide leadership in water conservation efforts and education.
Moved by Councilmember Sherman, seconded by Councilmember Williams.

Mayor Waddle wished everyone a safe and Happy Thanksgiving.
Councilmember Sherman announced that the DeSoto Eagles football team won and advanced to the next level of playoffs.
