I. Call Meeting to Order
Mayor Hurtt called the meeting to order at 6:02 p.m.
Roll Call: 9 members present, 0 members absent, 0 members excused.
Curt Krohn, Senior Pastor of Faith Bible Church provided the Invocation.
Grandchildren of Councilmembers Elect led the Pledge of Allegiance.
Presentation of Proclamation in recognition of Memorial Day.
Mayor Pro Tem/Mayor Elect Bobby Waddle presented the Proclamation in honor of Memorial Day with Veterans in attendance.
II. Consider approval of minutes for City Council Meeting May 15, 2007
Motion to approve minutes as presented. Moved by Councilmember Sherman, seconded by Councilmember Clardy.
Vote to approve minutes as presented. (Approved)
III. Consider an Ordinance to canvass the returns and to declare the results of the May 12, 2007 Special Charter Amendment Election to consider five (5) Propositions and to adopt the approved amendments to the Home Rule Charter as determined by the voters of the City of DeSoto.

City Secretary Shipman presented excerpts from the management report and read the caption of the Ordinance into the official record.
Motion to accept voting results and adopt Ordinance 1723-07 and adopt approved amendments to the Home Rule Charter and adopt Ordinance 1724-07. Moved by Councilmember Williams, no second required.

IV. Consider a Resolution of the City Council of the City of DeSoto, Texas to canvass the returns and to declare the results of the General Election held on May 12, 2007 for Mayor Place 1, Councilmember Place 3, and Councilmember Place 5.

Mayor Hurtt presented the Certificate of Election for Place 1 to Mayor Pro Tem/Mayor Elect Bobby Waddle. Mr. Waddle was joined by his daughter Kim, son-in-law Jeff, grandchildren, and his wife, Sherry who conducted his Oath of Office.
Mayor Waddle presented the Certificate of Election for Place 3 to Councilmember Elect Denise Valentine. Ms. Valentine was joined by her mother and husband Wayne, who conducted her Oath of Office.
Mayor Waddle presented the Certificate of Election for Place 5 to Councilmember Elect Sandy Respess. Mr. Respess was joined by his daughters Cheryl and Kathleen, grandchildren, and his wife, Becky who conducted his Oath of Office.
Mayor Waddle offered Councilmembers Respess and Valentine an opportunity to provide comments and then made comments of his own.

Mayor Waddle presented Mayor Hurtt and Marilyn Hurtt with tokens of appreciation for their time served to the City of DeSoto.
Mayor Waddle presented Councilmember Gordon Mayer and Barbra Leftwich with tokens of appreciation for their time served to the City of DeSoto.
City Secretary Shipman presented Mayor Waddle with his official gavel.
VII. Consider adoption of City Council Rules of Procedure and Order of Business as prescribed by the DeSoto City Charter.

City Secretary Shipman read into the record the caption of the Ordinance passed for the Special Charter Amendment election. She then presented excerpts from the management report.
Motion to adopt Rules of Procedure and Order of Business as prescribed by the DeSoto City Charter. Moved by Councilmember Sherman, seconded by Councilmember Williams.
Vote to adopt Rules of Procedure and Order of Business as prescribed by the DeSoto City Charter. (Approved)
VIII. Consider the selection of a Mayor Pro Tem for a one (1) year term as prescribed by the City Charter.

IX. ADJOURNMENT
City Manager Jim Baugh provided an update regarding Nance Farm. The City has entered into a Purchaser/Buyer contract with real estate agent Bill Richey. Seller agreed to accept offer to purchase contingent upon Council approval at 7/3/07 meeting.
Town Meeting has been scheduled for Saturday, June 2nd at 8:30 a.m. to receive public input.
City Manager will be meeting with the Mantlebrook Homeowners Association Thursday, May 24th to update them on this process.
Work session item on June 5th to review and discuss comments heard on Saturday. Action item on the July 3rd meeting agenda.
Mayor Waddle adjourned meeting at 6:54 p.m.
