3. Discussion of City Council Travel Policy
Edena Atmore, Finance Director, gave a presentation on the proposed travel policy highlighting the following areas:
*Policy extended to Boards and Commissions members
*Liability coverage/City Credit Card
*Supplemental insurance for rental cars (city credit card covers additional insurance; however, if personal card is used, the supplemental insurance is reimbursable)
*Requirement of meal receipts
*Cash Advances (approval by the Mayor and/or City Manager
*Expense Report and Advance Forms
*Lost Receipt Form
There were no questions from the Council regarding the Travel Policy; however, Mayor Sherman thanked all of those who worked on the update to the policy.
4. Presentation on the feasibility of installing bike lanes
Tom Johnson, Development Services Managing Director, introduced Jeff Whitacre, Kimley Horn, who made the presentation highlighting the following:
*Overview of Workshop (Bicycle Planning 101 and Bicycling Feasibility in DeSoto)
*Why invest in Bicycle Infrastructure - Benefits to include health, safety, transportation, environmental)
*Who are the users - Advanced, Basic, Comfortable, Non-users
*Types of Bicycle Facilities - Shared, Dedicated and Separate
*What other cities are doing - Dallas and Cedar Hill
*Strengths and Weaknesses in DeSoto
*Strategies for DeSoto
*Concepts of Bicycle Planning
*DeSoto Comprehensive Plan
*Example Streets - Hanna/Ray and The Meadows Parkway and Hampton
Council discussion regarding obtaining data of accidents on shared lanes (35mph or below), the availability of State/Federal funding on the implementation especially with regards to the environmental benefits, bike rental stations, alternative routes, resurfacing the roadway, the traffic counts on North Hampton Road as opposed to south of Pleasant Run Road (traffic count information is available on the website; however, will be provided to the City Council by Development Services via email), and the new neighborhood Wal-Mart and its potential effects.

4. Introduction of Ambassador: Heather Lanham, Code Enforcement
Heather Lanham has a background in residential Construction, Consulting, and Code Enforcement. She has spent over 7 years as a Code Enforcement Officer. She spent over 5 years for the City of Lancaster and almost 2 years at the City of DeSoto. It is a pleasure having her here at the City of DeSoto. Heather enjoys golfing, boating, camping, archery, and several outdoor sports and activities.

Ms. Morris read the agenda caption and introduced Tishia Jordan, Assistant Finance Director, who presented the Financial Report for October 2014. Mr. Bill Cook, from Valley View Consultants, provided the 4th Quarter Investment Report.
Council discussion regarding the reasons for the sales tax revenue increase (housing/commerical permits), reasons for the decrease in police expenditures (management of budgets), and clarification regarding uses of fund balance, clarification of Fund 57510 - Christmas expenses now being funded by Parks and Recreation Department.
