Mayor Sherman called the meeting to order at 7:07pm.

The invocation was led by Pastor Rodney Gadsden of CrossRoads Covenant Church.

4. Introduction of Ambassador: Jenette Naranja, HR Department
Jenette Naranja has been employed with the City of DeSoto as a Human Resources Assistant since October 2013. Jenette was born and raised in the Philippines where she earned her Bachelor’s Degree in Accounting. She immigrated to the United States in 1996 and joined the United States Army for four years as a Sergeant/E5, Finance Specialist. She was stationed in Fort Bragg, North Carolina and Rose Barracks, Vilseck, Germany. She continued her studies and earned a Master’s Degree in Business Administration from Embry-Riddle Aeronautical University. She is also a Texas Board Certified Public Accountant. She is married to Eddie, a 20 year Army Veteran and has one child, a son name Edward. Her family moved to Texas in 2004. Before coming to work for the City of DeSoto, she was a Military Personnel Specialist in Fort Knox, KY. She also worked as an Administrative Assistant and Fleet Program Coordinator for nine years for the City of Farmers Branch, TX. For leisure she likes to travel to different states and countries to experience the culture and cuisine. She takes pleasure in watching movies, broadway musicals and ballet performances. She frequents the City of DeSoto Library daily to enjoy their book selection.

F. REGULAR AGENDA - New Business
Consider Zoning Case Z-1286-14; an amendment to Section 37, "Exterior Construction Requirements" of the Comprehensive Zoning Ordinance regarding increasing the masonry requirements in residential districts; Applicant: City of DeSoto; and adopting Ordinance. (Note: The Public Hearing for this zoning case was held on both Tuesday, October 7, 2014 and Tuesday, October 21, 2014.)

Ms. Morris read the agenda caption and indicated that since this item was presented at previous City Council Meetings, no presentation would be made; however, Edlyn Vatthauer, Planning Manager, would answer any questions if necessary.
Council discussion regarding clarification on the existing ordinance as it relates to the chimney requirements and the possible conflict with the larger and smaller homes, the differences between the ordinance and management report submitted in the packet and the corrected version, the square footage allowed on homes that are allowed have stucco material, comments regarding 100% requirement and the possibility of DeSoto being less attractive for prospective homebuyers, minimum and maximum requirements in DeSoto versus other cities in the Best Southwest, clarification on the requirements for the front face of a house as well as the other three sides, and the approval process of material other than what is stipulated in the ordinance.
