I. Call to Order
Mayor Sherman called the meeting to order at 6:05pm. Councilmember Zander was not present during the calling of the meeting.
Roll Call: 6 members present, 1 members absent, 0 members excused.
II. Consider a Resolution to Order the Bond Election for November 4, 2014
Mayor Sherman read Section 1 of the Resolution to state, in summary, that an election shall be held on November 4, 2014, in the City of DeSoto, for the purpose of submitting Propositions 1-4.
Councilmember Zander arrived at 6:10pm.
Roll Call: 7 members present, 0 members absent, 0 members excused.
Councilmember Zander inquired as to when (during the meeting) citizens would be allowed to voice their concerns regarding the Bond Election as well as he indicated a desire to have the propositions voted on separately instead of collectively.
Mayor Sherman called for the following DeSoto citizens who expressed an interest to speak:
Scott McDonald - 1609 Tenderfoot
Jesse Ingram - 1015 W. Pleasant Run Road
Sandy Respess - 131 Sandy Creek Drive
Janice Pettis Ingram - 1015 W. Pleasant Run Road
Remie James - 829 Newport Way
Van Stripling - 821 South Polk
Motion to add the Pleasant Run Road Widening project as a 5th Proposition to the Bond Election and to vote separately on each proposition. The motion did not receive a second and was lost. Moved by Councilmember Zander, no second required.
Council discussion regarding Pleasant Run Road being added to the Bond Election, various meetings being held to discuss the items on the proposed Propositions for the Bond Election and the need to move forward on the Bond Election.
Motion to vote on each of the propositions individually and come back to and vote on the Resolution in total. Moved by Councilmember Clark, seconded by Mayor Pro Tem McCowan.

Motion to approve Proposition #1 as read by Mayor Sherman. Moved by Mayor Pro Tem McCowan, seconded by Councilmember Proctor.
Council discussion regarding the bond language of a 40 year period and bond language omitting Parkerville Road and the reasons as to why the language is not specific.
Vote to approve Proposition #1 as read by Mayor Sherman. (Approved)
Motion to approve Proposition #2 as submitted. Moved by Councilmember Helm, seconded by Mayor Pro Tem McCowan.
Council discussion regarding the wording of the proposition not containing "Fire Station #2", the fact that the station is being relocated and clarification of extra funds use and/or limitations.
Vote to approve Proposition #2 as submitted. (Approved)
Motion to approve Proposition #3 for the Parks improvement throughout the City. Moved by Councilmember Zander, seconded by Councilmember North.

Motion to approve Proposition #4 as presented. Moved by Mayor Pro Tem McCowan, seconded by Councilmember North.
Council discussion regarding concerns of the purchase of land involving Executive Sessions and the lack of government transparency through town hall meetings and surveys as well as supporting the DeSoto Economic Development Corporation in their efforts of land acquisition and giving the citizens the opportunity to vote of the subject.
Vote to approve Proposition #4 as presented. (Approved)
Mayor Sherman informed the City Council that the Resolution includes the Voting Locations provided by Dallas County Elections Department.
Motion to approve Resolution 14-13 ordering a Bond Election for November 4, 2014, to include Propositions 1-4 as presented and Exhibit A - Voting Locations. Moved by Mayor Pro Tem McCowan, seconded by Councilmember North.

Council discussion regarding clarification of the bond propositions being listed separately.
Councilmember Clark informed the citizens and council the reasoning for her vote which was not the fact that she was against putting the bond out for the citizens' vote, but the fact that she feels so strongly against Proposition #4 as it is her opinion that it is not the role of government.
