I. Convene into Open Session

Mayor Sherman called the meeting to order at 6:03pm and indicated that Councilmember Zander would arrive shortly.

II. Review Current Capital Improvement Program

Tom Johnson, Managing Director of Development Services, gave a brief overview of the current Capital Improvement Plan (CIP).

Councilmember Zander arrived at 6:05pm.

III. Certificate of Obligation Bond Projects

Tom Johnson, Managing Director of Development Services, gave an overview of the evening's events highlighting the following:

Planned Certificate of Obligation Bond - Funded Projects

1. Chattey Road - General Fund Supported Debt: $4,000,000 and Water and Sewer Supported Debt: $2,000,000

2. Alley Reconstruction Program - General Fund Support Debt: $4,500,000

3. MCIP #1 Joint Project with Dallas County (Westmoreland Road - Belt Line Road to Parkerville Road) - General Fund Supported Debt: $5,000,000

4. MCIP #2 Joint Project with Dallas County and City of Glenn Heights (Hampton Road - Parkerville Road to S. City Limits) - General Fund Supported Debt: $5,000,000

5. Hampton Road Roadway and Utility Reconstruction Project (Hampton Road - Pleasant Run Road to Belt Line Road) - General Fund Supported Debt: $3,000,000 & Water and Sewer Supported Debt: $4,000,000

Mr. Johnson indicated that our infrastructure is being replaced in a timely manner.

Council discussion regarding clarification on the Pleasant Run Road project to include the ditch piping system to Peggs Street, possible street widening, if warranted, "walkability" of this area, traffic counts, and the timeframes for homeowner discussions/input on the design phase.

IV. Update on Bond Referendum Process * Calendar and Milestones * List of Projects * Issuance Plan

Mr. Johnson reviewed the 2014 Bond Referendum calendar highlighting the following dates:

June 1 - July 15, 2014: Video Preparation
July 1, 2014: Present propositions to Council at Work Session and outline committee parameters

Mr. Johnson spoke briefly about the proposed Bond Election core propositions to include the following:

*Parkerville Road Widening from Hampton Road to Polk Street

*Fire Station Relocation

*Park Improvement Projects: Mantlebrook Park Trail, Roy Orr Trail extension to Wintergreen, Roy Orr Trail Extension at Alpine Drive, DeSoto Ranch Nature Trail, Recreation Center Feasibility Study, Meadowcreek Park Improvements, and Briarwood Improvements

*Land Acquition: Being in a position where the City can partner with the development community to bring quality projects to the city.

Council discussion regarding proposed site location for the Fire Station (i.e. near Parks and Belt Line Road or next to the Police Department).

V. Hampton Road Reconstruction Project

Crystal Owens, City Engineer, gave a brief recap of the Hampton Road Water and Sewer services plans. She also indicated that bids were received for the Water and Sewer project totaling $3.9 million. It was staff's opinion that this amount was too high for this project. With that said, another bid was open to perform the entire project totaling $6.5 million, which was their second option. Ms. Owens also discussed the impact of this project (i.e. one (1) lane in each direction for at least 18 months) and the desire to upgrade the medians if entire project was approved.

Tom Johnson recognized Dick Perkins for his efforts in working with staff and citizens in order to obtain the information presented.

Council discussion regarding the exterior look of the pavement, widening the road, beautification efforts of the corridor, Hampton Road Corridor Study, the Council's desires to have this a "walkable" community, possible façade improvements, the importance of taking care of the infrastructure while construction is ongoing, possible new sidewalks during construction, the importance of not ignoring pedestrian traffic during construction, temporary signage for businesses affected by project, and timeframes.

VI. Present FY 2015-2019 CIP

Mr. Johnson distributed handouts of the Proposed Bond Projects Issuance Plan which separated the CO Bonded Projects as well as the GO Bonded projects.

VII. Discussion

Council discussion regarding MCIP#1 timeframe, debt to maintain aquatic center (City Manager mentioned that it would be a significant impact to the fund) and the Recreation Feasibility Study discussion to be held on July 1, 2014. In addition, discussion on the tax rate will be conducted on July 1, 2014.

Council discussed "talking points" for Pleasant Run Road and proposing underground drainage along the concrete storm sewer pipe around Peggs Street and enclosures, and traffic counts. The 2011-2012 traffic counts were distributed to Council. Note: These statistics are also found on the website.
