Dr. Richardson, City Manager, reviewed the Master Agenda highlighting the following:

3. Discussion regarding an Ordinance governing Boarding Homes in the City of DeSoto
Joe Costa, Chief of Police, gave a presentation regarding an Ordinance governing Boarding Homes in DeSoto highlighting the needs of the City in order to protect and serve individuals who suffer from mental illness. Janie Metzinger, Mental Health America (local advocate), led a brief discussion of individuals who are diagnosed with a mental illness. Some of her highlights include:
(1) 1 in 4 families deal with a family member who has a mental illness
(2) 1 in 17 Americans deal with persistent mental illnesses
(3) Based upon DeSoto's current population, there are approximately 3,000 citizens (500 with schizophrenia)
(4) House Bill 216 gave the ability to pass local ordinances with regards to Boarding Homes. The Texas Department of Health and Human Services has a model for cities
(5) Mental Health America has a website which lists licensed Boarding Homes
Council discussion regarding concerns with enforcement (Police and Fire staff), inspections, number of documented boarding homes in DeSoto, educating/training the public and the boarding home owners, how the ordinance might affect community homes licensed by the State, and ensuring the enforcement does not violate the 4th amendment.
4. Presentation of information on Blue Cross Blue Shield Retention Agreement
Kathleen Shields, Human Resources Manager, gave a brief summary of her efforts in order to renegotiate the retention agreement with Blue Cross/Blue Shield. Her efforts enabled the City to receive a check in the amount of $550,360.00 on January 17, 2014. Ms. Shields indicated that this would not have been possible without the assistance of City Manager Richardson and the healthcare consultants.
Mayor Sherman adjourned the meeting at 6:48pm.

4. Introduction of Ambassador: Bryan Parker, Fire Department
Bryan has been employed with DeSoto Fire Rescue since October 1998. Bryan grew up in Midlothian and started his passion in the fire service with Midlothian Volunteer Fire Department at the age of 16. Bryan graduated with a degree in Fire Protection Technology from Weatherford College and a bachelor's degree in Emergency Management from West Texas A&M University. He carries the certifications of master firefighter, commissioned peace officer, licensed paramedic, advanced arson investigator and fire inspector. Bryan likes to hunt, fish, travel and cook.

Ms. Morris introduced Tishia Jordan, Assistant Finance Director, who made the staff presentation of the Financial Report for January 2014.
Council discussion regarding the causes of the property tax revenues, fines and fees, the approximate $500,000 refund received from the City's previous healthcare provider, lower water sales, Christmas expense line item, and stabilization fund.
Assistant Finance Director Tishia Jordan introduced Bill Cook, Financial Investment Advisor - Valley View Consultants, who presented the 1st Quarter Investment Report.
Council discussion regarding Wells Fargo MMA line item and the differences in the amounts from September 2013 and December 2013, and Valley View Consultants fees.

Motion to close Public Hearing Moved by Mayor Pro Tem Ledbetter, seconded by Councilmember McCowan.
Councilmember McCowan stated for the record that she received information (via text message) from Rena' Thomas, DeSoto Independent School District, that Dr. Harris did not approve the letter referenced by Mr. Shockley that the DeSoto Independent School District was in support of the proposal. Note: This text message was viewed on Councilmember McCowan's cellphone by the City Secretary as received from "Rena'" to read: "FYI, Dr. Harris didn't approve that letter. Rena'."
Council had a lengthy discussion of the advantages and disadvantages of the project.

Ms. Morris read the agenda caption and introduced Joe Costa, Chief of Police, who presented the staff report.
Council discussion regarding the cost of implementation, ordinance not affecting the group/boarding homes that are licensed by the State, approximate number of boarding homes and utilizing City resources already in place (Police, Fire, Code Enforcement) for implementation, permit fee to license the boarding home and the comparison to the City of Dallas, and House Bill 216 as it relates to fines.

Councilmember Clark encouraged everyone to get out and vote.
Councilmember Proctor reminded everyone that Dallas County Primary Elections Early Voting began today, February 18, 2014.
Councilmember North announced that Concerned DeSoto Citizens' Gospel Fest was a success featuring Yarborough and Peoples as well as Assistant City Secretary, Alicia Thomas, who gave an outstanding performance.
