A. WORK SESSION

Mayor Sherman called the meeting to order at 6:07pm and welcomed Attorney Alexis Allen, who was filling in for City Attorney Joe Gorfida due to his absence.
1. Review of Master Agenda
Dr. Richardson reminded everyone of the Council Winter Retreat scheduled for Friday, February 7, 2014. In addition, Mayor Sherman received a consensus from the Council to have the Council Summer Retreat from June 20-21, 2014. The location of the Summer Retreat will be finalized at a later date.
2. Review of Regular Agenda items
Dr. Richardson discussed item D.3.a. - Consider and Ordinance to order the General City Election for May 2014. Specifically, noting the elections of City Councilmembers Place 2 and Place 4. Mayor Sherman discussed with the Council conversations that he has had with the City Manager and City Secretary and has recommended to the Council his desire, and the recommendations of staff and Bond Counsel to postpone the Bond Election until November 2014, so that staff have ample time to prepare themselves and inform the community of the proposed matters. It was a consensus of the Council (7-0) to move the Bond Election to November 2014.
3. Establish a policy for City Limit Signage
A.3. City Limit Sign
Tom Johnson, Managing Director, Development Services, gave a brief review of the City Signage that was brought back to the City Council for approval along with staff's two (2) recommendations, which are as follows:
Per the request at the June 4, 2013 Work Session: Staff recommends the removal of all signs:
* City Limit boundaries are already identified by monuments. If no monument exists, only provide a City Limit sign.
* Result: Community will look cleaner and the City will no longer have to maintain signs.
If it is the Council's pleasure to allow some signage, staff recommends no more than one (1) pole with five (5) signs at one location.
* First come, first served basis
* City will remove (City Limit, Population and All-America City signs where a monument exists, and Superior Water signs.
Council discussion regarding concerns of discriminatory practices with regards to organizations who are selected for placement on the poles, possibility of affecting other organizations (i.e. Adopt a Street, Boy Scouts, etc.), location of the pole signs, whether to "grandfather" signs, the length of time a sign is allowed on a pole, and a policy to select organizations authorized to place signs on the poles.
It was the consensus of the Council to allow Administration Staff to develop a policy, administratively, to remove all non-city related signs with sensitivity to those organizations whose signs are already in place (i.e. a phase out). Below is the Council breakdown of the consensus:
Mayor Sherman asked for a consensus to allow an Administrative Order to reflect the change in the sign policy. The consensus of the Council was to allow an Administrative Order to reflect change. Mayor Sherman opposed.
Mayor Sherman asked for a consensus to remove all of the signs to include City of DeSoto, civic organizations, special groups and other types of signs with the following exception: (1) If a DeSoto landmark entry monument does not exist at the entrance to the City, the "City Limit" sign shall remain in place. (2) Since the Texas Department of Transportation regulates Belt Line Road, the "City Limit" and "Population" signs will remain at both entrances. It was the consensus of the City Council to remove all signs with the exception listed. Mayor Sherman and Mayor Pro Tem Ledbetter were opposed.
Mayor Sherman adjourned the meeting at 6:54pm.

4. Introduction of Ambassador: Laura Sessions, Regional Dispatch
Laura Sessions has been employed by the City of DeSoto as a 911 Dispatcher since August 2011. In August 2013, she was promoted to a 911 Dispatch Supervisor. Laura was born in St. Louis, Missouri, but moved to the City of DeSoto in 1995, where she currently resides. She attended DeSoto Private School, DeSoto West Intermediate, and graduated from DeSoto High School in 2008. After graduating, she received her Bachelor's in Criminal Justice from Dallas Baptist University in 2011. She is now working on achieving her Master's in Criminology from the University of Texas at Arlington. Prior to working at SWRCC, she was a dispatcher for Dallas Baptist University's campus security. Laura's hobbies include reading, family time and attending her community church.
