Roll Call: 9 members present, 3 members absent, 0 members excused.
Mayor Sherman called the meeting to order at 6pm and welcomed everyone to the meeting. Mayor Sherman also asked that members of the DeSoto ISD Administration and City Administration introduce themselves.
1. School Resource Officer Program and Vehicles
Councilmember Zander arrived at 6:06pm.
Roll Call: 12 members present, 0 members absent, 0 members excused.
Dr. Richardson, City Manager, introduced Sergeant Penwarden (Special Programs) who gave an overview of the School Resource Officer Program and Vehicles Replacement Program.
City Council (Council), School District (District) and City Administration (City) discussed items regarding the itemized costs of vehicle replacement (to include base price from the vendor, lights, siren, police radio, computer, camera system, etc.); cost sharing between the District and the City; current interlocal agreement between the District and the City; rotation of vehicles; maintenance of vehicles (which is the responsibility of the City); the possibility of electric vehicles; and communication concerns between the City and District.
Communication concerns, as well as the role of the Special Resource Officer (SRO) will be addressed by the City Administration, City Council and School District this month. In addition, rotation tracking of the SRO vehicles will be addressed.
2. School District Detachment and Annexation Plans
School District Detachment and Annexation Plans
Levatta Levels, Assistant Superintendent, gave an update of the progress of the District detachment and annexation plans. Specifically, identifying the following:
*Possible detachment/annexation between school districts assigned to Duncanville ISD and Dallas ISD.
*Possible steps to move forward with obtaining the property into DeSoto ISD.
*Desires to maintain property within the tenant zones.
*Contact/communication with residents and businesses.
*School District's ability to participate in Economic Development.
*Obtaining industrial park into the school district.
*Estimated time frame (Dallas ISD deadline to report to TEA - July 1, 2014).
*Draft Petition.
*Students attending Duncanville ISD verses private and public schools.
*DeSoto ISD enrollment this year (approximately 300) - Discussion of Open Enrollment.
*Open Enrollment and the impact of people who move into the DeSoto ISD district.
3. Gang Resistance Education and Training (GREAT) Program Update
Corporal Melissa Franks gave an overview of the GREAT (Gang Resistance Education and Training) Program. Specifically, she highlighted the following:
*Federal program targeted to Middle School children.
*Teaches conflict resolution and life skills.
*The goal is to reach every child in the district.
*13 weeks of instruction through workbooks taught by Special Resource Officers (SRO) during one full class period.
*No specific tracking of success is measured; however, it was stated that the relationships between the children and the officers are priceless.
4. Senate Bill 393 Update
Judge Scott Kurth gave an overview of the significant changes to Texas Juvenile Law (Senate Bill 393 and Senate Bill 1114). He highlighted the following areas:
*Change how and when Class C misdemeanor charges can be brought against children who commit offenses on school property.
*Police offices cannot write citations to children older than 10 years of age and younger than 17 years of age for Class C Misdemeanors that occur on school property.
*Education code defines a school offense as "an offense committed by a child enrolled in a public school that is a Class C misdemeanor other than a traffic offense and that is committed on property under the control and jurisdiction of a school district.
*New requirements for filing a complaint.
*Changes to Disruption of Class and Disruption of Transporation.
Response of the DeSoto Municipal Court:
*Holding Juvenile Court docket at the Law Enforcement Academy at the High School.
*Judge travels to the various campuses as needed to take the jurat of the affiant on the complaint.
*Action by the City Council and the School Board locating the juvenile docket at the High School.
City Council and School Board discussion regarding graduated levels, special services (i.e. special education, sensitivity to special circumstances (death in family), benefits to the City through improved citizenship, truancy cases, special services, and legislators views with regards to avenues prior to adjudicating.
5. Summertime on Belt Line Program Update
Renee Johnson, Managing Director of Parks and Recreation, updated the participants on the Summertime on Belt Line Program. She highlighted the following areas:
*Serves over 300 students for 8 weeks.
*The program's unique experience (same staff everyday, same instructors annually, structured programs to include dance, life skills, makeup classes, dress, fitness, dress etiquite, boot camps, and college day)
She also expressed that the program is going very well and appreciates the partnership of the City and the District.
6. Fuel Surcharge and Future Upgrades to the Fuel System
Tom Johnson, Managing Director of Development Services, distributed the current interlocal agreement between the School District and the City. Specifically, he pointed out Section 7, as it discusses fuel fees. He recommended that the School District review for further discussion.
Matt Miser, Streets Superintendent, discussed the fuel pump process, assignment and replacement of fuel keys, software update, renewal policy, required maintenance and fleet audit. He stated that there are approximately 57 fuel keys assigned to the School District and approximately 200 fuel keys assigned to the City.
7. Conclusion
Mayor Sherman gave the opportunity for the School Board, DeSoto Independent School District, City Council and City Administration to make closing remarks.
Note: On February 10, 2014, Mayor Pro Tem Ledbetter and School Board Trustee Curt Krohn will meet to discuss issues raised during this meeting to include the City and the District having more frequent joint meetings.
