Mayor Pro Tem Ledbetter called the meeting to order at 6:00pm and informed the City Council and members of the public of Mayor Sherman's absence at the meeting due to attending the United States Conference of Mayors in Washington D.C.
1. Review of Master Agenda
Dr. Richardson reviewed the Master Agenda highlighting the following:
*CIP Follow Up Meeting - January 30 2014
*Joint Meeting - February 3, 2104
*Winter Retreat - February 7, 2014
*Work Session - Planning Budget - March 27, 2014
2. Review of Regular Agenda items
No discussion of Regular Agenda items; however, Dr. Richardson invited everyone to join the Fire Department in the Reception Room to congratulate the firefighters receiving promotions and awards.
Mayor Pro Tem Ledbetter adjourned the meeting at 6:08pm.
B. REGULAR SESSION - CALL TO ORDER

4. Introduction of Ambassador: Brien Wargacki, Police Department
Officer Wargacki has been employed with the City of DeSoto as a Police Officer since July of 2013. Officer Wargacki was born in the City of Dallas, but grew up in Waxahachie graduating from Waxahachie High School in 2004. Officer Wargacki started in law enforcement as a jailer in 2004 and in 2011; he became a jail supervisor at the City of Irving municipal jail. Officer Wargacki's hobbies are spending time with family and friends, fishing, wood work and shooting. Little Known Fact: Officer Wargacki's father, Adam Wargacki started his law enforcement career with the City of DeSoto in 1976. Currently, Officer Wargacki's father is a Master Peace Officer with 37 years of experience and is a City Marshal for the City of Irving.
C. PRESENTATIONS
1. Presentation of Proclamation in Recognition of School Board Month
Ms. Morris read the agenda caption and introduced Mayor Pro Tem Ledbetter, who read the Proclamation. Aubrey Hooper and Carl Sherman, Jr., School Board Trustees, as well as Myra Rand, Board of Trustees Secretary, accepted the Proclamation.
2. Presentation of Meritorious Service Award - Fire Engineer Craig Kirk and Firefighter Brent Barkham
Ms. Morris read the agenda caption and introduced Mayor Pro Tem Ledbetter, Fire Chief Jerry Duffield and Assistant Chief Jerry Smith who presented the awards.
3. Presentation of Fire Department promotions - Captain Brent Shull and Engineer/Driver Joshua Farnsworth
Ms. Morris read the agenda caption and introduced Mayor Pro Tem Ledbetter, Fire Chief Jerry Duffield and Assistant Chief Jerry Smith who presented the promotions.
4. Presentation of monthly Financial Report for December, 2013

Ms. Morris asked to remove the minutes from the DeSoto City Council for a revision and will be submitted at the next City Council Meeting scheduled for Tuesday, February 4, 2014.

Council discussion regarding criteria used in selecting the meters to be replaced (i.e. age of meters), common replacement age of new meters (approximately 20 years), clarification of meter box (or more commonly called meter pit), curb stops, and the differences in the size of the meters.
