Mayor Sherman called the meeting to order at 6:04pm and advised the City Council that Councilmember James Zander would be arriving shortly.
1. Review Master Agenda by City Manager
Dr. Richardson reviewed the Master Agenda highlighting the following:
* January 23, 2014 - Reception for Library Director candidates
* January 30, 2014 - Special Meeting - CIP Workshop Follow Up
* February 3, 2014 - Special Meeting - City Council/School Board
* February 7, 2014 - City Council Winter Retreat
Dr. Richardson informed the City Council that the deadline for the proposed agenda items for both the joint meeting and retreat are due by January 20, 2014. A preliminary sketch of the agenda should be available on January 14, 2014.
2. Discussion of Regular Agenda items
Dr. Richardson informed the City Council that Public Hearing item E.2. was removed from the agenda by the applicant.
Mayor Sherman thanked Lucile Dade, Library Director, for her outstanding service during her tenure at the City of DeSoto and expressed sentiments on behalf of the City Council. Ms. Dade thanked everyone for their support over the years and stated that she enjoyed working with the terrific city leaders and was excited about moving into the third phase of her life.
Councilmember James Zander arrived at 6:15pm.

4. Introduction of Ambassador: Alicia Hills-Oyedele, Human Resources Department
Alicia Hills-Oyedele is the Human Resources Manager with the City of DeSoto HR Department. She has been with the City of DeSoto since October 2013 and joins our team with prior municipal government and private industry experience. Alicia is a life-long North Texan. She was born in Fort Worth, Texas and grew up in the mid-cities of Arlington and Grand Prairie. Alicia holds two Bachelor's degrees from Southern Methodist University and a Master's Degree from Dallas Baptist University. Prior to joining DeSoto, Alicia served as Assistant to the City Manager, primarily serving the Lancaster community in the areas of Community Relations and Special Events operations. She also served the City of Lancaster as Human Resources Supervisor, and Target Corporation as an Executive Team Leader of Human Resources. Alicia is a proud, fourth generation public servant within the State of Texas. Her hobbies include listening to live music, traveling to new places and spending quality time with her daughters Naomi, Rachel and Alana.

D. CONSENT AGENDA
Submitted for City Council approved are minutes from the City Council, Civil Service Commission, DeSoto Economic Development Corporation, as well as consider confirmation of Board and Commissions appointment to the DeSoto Economic Development Corporation. At the request of Councilmember McCowan, the Civil Service Meeting minutes dated August 26, 2013, were removed from consideration to be submitted at a later date so that the Revised Local Rules can be incorporated as an attachment to the minutes.

Consider Zoning Case Z-1270-13; an amendment to Kentsdale Farms Planned Development (PD-92) to create two phases out of one and to remove a 10 foot landscape easement; an area south of Parkerville Road and approximately 350 feet west of Melody Lane; on approximately 80.3 acres of land and consisting of 216 lots; Applicant: Nicholas Ross Properties; Owner: Nicholas Ross Properties; and adopting Ordinance.

Motion to open Public Hearing Moved by Councilmember Zander, seconded by Councilmember Clark.
Vote to open Public Hearing (Approved)
Council discussion regarding the location (street) of the 10 foot "buffer", location of tree removal, access to the planned development and easement, clarification of the 10 foot easement, mandatory Homeowners Association, complaints from exisiting homeowners of the area not being kept, the timeframe of the development (next 2-3 months to begin with a goal to finish the streets, water, sewer and be accepted by the City by the end of the year and approximately 3 years before building the 3rd phase), and the impact of the new development on the proposed new Fire Station. Appreciation was also expressed to the developer for contributing to the growth of the city.

Motion to approve Zoning Case Z-1270-13, an amendment to Kentsdale Farms Planned Development (PD-92), with the following stipulations: 1. The developer be allowed to split Phase Two into Phase Two and Three. 2. The 10 foot landscape buffer along the east boundary line of Phase Two and Three remain, with the stipulation that the developer provide an access easement to that landscaping easement and join Phase Two. Moved by Councilmember McCowan, seconded by Councilmember Zander.
