Dr. Richardson reviewed the Master Agenda highlighting the following:

*Christmas Tree Lighting - December 6, 2013 - 7:30pm
* City Manager's Lunch and Mingle - December 7, 2013 - 11:30am until 2pm
2. Discussion of Regular Agenda items

3. Discussion regarding LED Billboards
Dr. Richardson removed this item from the agenda as it will be discussed at a later date.
4. Discussion to consider adopting the Texas Boarding House Model Standards.
Chief Costa provided a brief overview of the presentation and then introduced Melissa Franks who gave the presentation.
Melissa Franks highlighted the following areas:
1. Types of Boarding Homes
*Physically disabled: Regulated by the Department of Aging and Disability
*Elderly: Regulated by the Department of Aging and Disability
*Mentally Retarded: Regulated by the Department of Aging and Disability
*Mentally Ill: Not regulated by the Department of Aging and Disability nor any other agency
2. Boarding Homes in DeSoto: There are currently approximately 18 "documented" Boarding Homes in DeSoto.
3. How does it affect DeSoto?
*Neighborhood complaints (HOA)
*Quality of Life
*Citizen Expectations (locating in a residential/neighborhood area)
*Low quality of care
*Burden on government resources
*Increased calls for services
*Crime Rate
*Abuse of ambulance/medic services
*Unkept homes
*Violation of Zoning Ordinances
4. Case Study
*Boarding Home owned by felon
*Boarding Home operated by patient
*Patient complaints (i.e. living in garages, drug dealing)

Note: The City of Dallas recently passed an Ordinance involving Boarding Homes. This new ordinance may result in a movement of boarding homes in our area.
Council discussion regarding whether or not there was an area in DeSoto this is saturated with Boarding Homes, whether any of the other Best Southwest cities have passed a similar Ordinance, if an ordinance is passed, what would change, where do the resources come from in order to regulate the ordinance, what is the timeframe of getting an ordinance passed, the difference between the definitions of "physically disabled" and "disabled", whether or not the ordinance is successful in the City of Dallas, and if there are any fees associated with the proposed ordinance.
Several staff members, provided the following responses to the City Council's questions and discussions:
*There is no particular area that is saturated with boarding homes. They are discovered throughout the City; however, generally, boarding homes occupy larger homes.
*No current Boarding Home will be "grandfathered".
*Passage of this ordinance will affect several departments and require extra personnel; however, it is believed that in the long run will provide great benefit to the City.
* The City of Dallas has found that the passage of the ordinance is creating an undesirable atmosphere for those who do not wish to adhere to the policy.
*"Recovering addicts" are listed as "disabled".
It was the consensus of the City Council to move forward with the creation of an ordinance to address Boarding Homes with Mayor Pro Tem Ledbetter strongly suggesting for their to be a fee attached.
Mayor Sherman adjourned the meeting at 6:33pm.

4. Introduction of Ambassador: Angela Moore, Library Department
Angela has been employed part-time with the City since September 2006 as a Library Page and as of this year, a Technical Instructor. As the Technical Instructor for the DeSoto Public Library, she conducts computer classes, provides one-on-one tutoring and troubleshoots technology issues. Angela graduated from DeSoto High School in 2008 and graduated from the University of North Texas in 2013 with a degree in English - Creative Writing. She writes nonfiction pieces and enjoys a hobby in photography.
In her spare time, Angela enjoys reading, traveling, writing, spending time with friends, and playing video games.
Interesting Fact:
Angela is getting married in two months.

Ms. Morris read the agenda caption and introduced Lora Stallings, Assistant to the City Manager, who presented the staff report.
Council discussion regarding the decision to hire a City employee versus contracting the service and how this impacts any desires to hire an employee in the future, PEG money, other cities that BrandEra represents (i.e. cities of Fort Worth, Arlington, North Richland Hills, and Grand Prairie, Dallas International Airport), reasons (if any) that represented BrandEra cities are located in Tarrant County, the timeline, discussion with HOAs in the process, and access to DeSoto Chamber of Commerce statistics to be shared with BrandEra.

Ms. Morris read the agenda caption and introduced Chris Glover, Recreation Program Administrator, who presented the staff report
Council discussion regarding the age range for youth sports, the contract timeframe limits (if any), the listed DeSoto Independent School District's facilities and whether or not the auditorium is included in this contract, the number of youth who participate in the activities, fees and whether or not those are fees are evenly distributed.
Staff responded to Council discussion items as follows:
*The age range for youth sports is 5-14 years old.
*The number of youth who participate in the activities (3,500 in youth sports)
*The fees associated are not evenly distributed; however, it is earmarked in those funds)
It was also noted that the Council felt good about the ability to work with the DeSoto Independent School District for the betterment of the City.
Motion to approve an Interlocal Cooperation Agreement with DeSoto Independent School District for joint usage of City and District facilities. Moved by Mayor Pro Tem Ledbetter, seconded by Councilmember McCowan.

Ms. Morris read the agenda caption and introduced Chris Glover, Recreation Program Administrator, who presented the staff report
Council discussion regarding the age range for youth sports, the contract timeframe limits (if any), the listed DeSoto Independent School District's facilities and whether or not the auditorium is included in this contract, the number of youth who participate in the activities, fees and whether or not those are fees are evenly distributed.
Staff responded to Council discussion items as follows:
*The age range for youth sports is 5-14 years old.
*The number of youth who participate in the activities (3,500 in youth sports)
*The fees associated are not evenly distributed; however, it is earmarked in those funds)
It was also noted that the Council felt good about the ability to work with the DeSoto Independent School District for the betterment of the City.
Motion to approve an Interlocal Cooperation Agreement with DeSoto Independent School District for joint usage of City and District facilities. Moved by Mayor Pro Tem Ledbetter, seconded by Councilmember McCowan.
