A. WORK SESSION

Mayor Sherman called the meeting to order at 6pm and introduced Dr. Richardson, City Manager, who indicated that Kisha Morris, City Secretary, will be coordinating a Joint Meeting with the DeSoto School Board in the near future.

1. Discussion regarding the hiring process for the Director of the DeSoto Chamber of Commerce

Anita Howe, of DeSoto Chamber of Commerce, gave a brief overview of the Chamber's process to hire a new, qualified individual for the purpose of filling the position of DeSoto Chamber of Commerce and Visitor Bureau Center President. She also introduced the members of the Search Committee who were present.

Council discussion regarding the Chamber's paid employees and volunteers as well as day-to-day operations. Council commended the efforts of Grant Galliford and the search committee, who have volunteered their time during this process.

Councilmember James Zander arrived at 6:15pm.

4. Introduction of Ambassador: Charlotte Steward, Parks Department

Charlotte has been employed with the City since March of 2000. She previously worked in Building Services and Animal Control. In July 2008, she transferred to the Parks Department as a Service Provider.

As a Parks Service Provider, she is responsible for mowing, litter control, and routine maintenance at Moseley, Grimes and Townsend Park. Charlotte graduated High School in Bad Kissingen, Bavaria, which is in the country of Germany.

In her spare time, Charlotte enjoys caring for animals. She is also actively involved with the Tri-City Animal Shelter, and currently houses three dogs, a cat and a rabbit that all came from the shelter.

Ms. Morris read the agenda caption and introduced Tom Johnson, Development Services Managing Director, who presented the staff report.

Council discussion regarding the conditions to amend the school zone, maintenance of the signs through the City's insurance policy, estimated timeframe for the signs (2 weeks), crossing guard coordination with the school district, and school zone location. It should be noted that Councilmember Clark spoke with the current crossing guard who is encouraged by the amendment presented to the Council this evening.

Council discussion on whether Dallas Independent School District has previously voted on this issue and what structure was on the two properties.

Motion to approve a Resolution that authorizes Dallas County to sell the properties located at 613 and 617 Cedar Rapids Lane in DeSoto. Moved by Councilmember Proctor, seconded by Councilmember Zander.

Recognized the representatives from the DeSoto School Board, DeSoto School Principal, and Dallas Black Chamber of Commerce who were in the audience. Congratulated the DeSoto Eagles for being the #2 in the nation and #1 in the State.

J. ADJOURNMENT OF REGULAR SESSION

Mayor Sherman informed the citizens that Council would convene into Executive Session and then he adjourned the meeting at 7:40pm.

K. EXECUTIVE SESSION AND RESULTING POTENTIAL ACTION

1. The City Council will convene into Executive Session pursuant to Section 551.074 of the Texas Government Code to deliberate the employment of the Municipal Court Judge Scott Kurth.

2. Take any necessary action as a result of the Executive Session.

The City Council voted unanimously (Councilmember Proctor motion; 2nd by Councilmember McCowan) to approve the employment agreement with Judge Scott Kurth appointing for two (2) year terms; and appointing Dana Huffman as the Alternate Judge also for a 2 year term.
