Mayor Sherman called the meeting to order at 6:02pm.

Councilmember James Zander arrived at 6:04pm.

Dr. Richardson, City Manager, reviewed the Master Agenda highlighting the Boards and Commissions interviews scheduled for September 30, 2013.

1. Presentation by Environmental Health Inspector of Certified Food Handlers Course

Jimmy Stephens, Environmental Health Inspector, gave the Food Handlers Course to the City Council and Managing Directors. He highlighted the following:

1. Foodborne Illness (Food Poisoning): causes (infection, intoxication and symptoms (diarrhea, vomiting, fever, cramps)

2. Prevention: (a) hand-washing (b) avoid bare hand contact with ready-to-eat food (c) control environment-temperature and time (d) sanitize food contact surfaces-bleach (e) cross contamination-juices from raw meats on cutting boards (f) contagious workers are excluded (food handlers that are sick with fever and/or diarrhea must be excluded from food handling duties.

3. Personal Hygiene: hair restraints, trimmed fingernails, no jewelry

4. Pest Control: (a) common pests-German roaches, ants, rats, mice and flies (b) monitor for pest and notify manager when detected.

2. Consider appointment of a Council Liaison to serve on the Marketing Committee

It was the consensus of the City Council to accept Councilmember Curtistene McCowan's request to volunteer to serve on the Marketing Committee.

Sheila has been employed with the City of Desoto since April, 2004. As the Accounts Payable Clerk, she is responsible for processing and monitoring payments in an effective and efficient manner while ensuring that municipal finances are accurate and up-to-date. Sheila is a graduate of South Oak Cliff High School. In her spare time, she enjoys traveling and gardening. She is also actively involved in several Alzheimer's support groups.

Consider an Ordinance of the of the City of DeSoto, Texas, amending Chapter 4, titled, "Business Regulations" by amending Article 4.400, Titled "Peddlers, Street Vendors, Solicitors, Etc.," by amending Section 4.407, titled, "Mobile Vendors" by providing regulations for the amount of time a Mobile Food Vendor may remain in one location.

Council discussion regarding license requirements, whether or not mobile vendors need to secure permission from the City for other locations (i.e. church parking lots), current ordinance language, and time limits being inclusive the time it takes for mobile vendors to "set up" and "tear down".

Motion to approve the ordinance amendment to change the allowed stop time for mobile food vendors to forty-five (45) minutes. Moved by Councilmember Zander, seconded by Councilmember North.
